About this file

This is a Department of the Air Force Justification for Other Than Full and Open Competition (CUI) document dated March 2026, signed by Contracting Officer Erin Hampton on April 21, 2026.

The justification approves a sole source contract award to Unitron for on-site labor services supporting routine and preventative maintenance of 400Hz converter products operated by the SWTF-T organization under the 557 and 558 Squadrons. The requirement covers evaluation services and preventative maintenance for three UFC-200F converter units (Part Number 198-18020-22, Serial Numbers 606, 607, and 608), with services to be completed within 30 days After Receipt of Order (ARO). The estimated total cost is redacted. The statutory authority cited is 10 U.S.C. 3204(a)(1) based on only one responsible source being available. The justification notes that Unitron does not authorize independent third parties to perform services on their converters and requires trained Unitron technicians to safely conduct evaluations and preventative maintenance, as the Government lacks organic capabilities to perform this work. Parts and labor resulting from evaluations must be approved by the Resource Advisor prior to procurement or utilization. Market searches on GSA 2nd Generation IT, NASA SEWP, and GSA Advantage yielded no alternative sources. The primary NAICS code is 811219. Future efforts to overcome competition barriers include frequent market scanning for new qualified companies.

I. Agency and Contracting Activity (RFO 6.104-1(a)(1)):

Agency: AFMC Contracting Activity: AFMC AFSC OL:T/PZIMB

II. Nature and/or description of the action being approved (RFO 6.104-1(a)(2)):

This document approves the award of a contract on a sole source basis to Unitron for on-site labor time for only routine and preventative maintenance in support of the SWTF-T organization. This justification is made on an Individual basis.

III. Description of supplies/services required to meet agency needs (RFO 6.104-1(a)(3)):

This procurement is for the contractor to provide evaluation services only for 400Hz Converter products. If parts and labor are required for repairs resulting from the evaluations, then the needed parts and labor hours will need to be approved by the Resource Advisor (RA) and authorized for Government purchase prior to any parts procured, labor hours utilized and repairs made. The long-term plan is to have personnel trained and familiar with the equipment.

IV. Statutory Authority Permitting Other Than Full and Open Competition (RFO 6.104-1(a)(4)):

10 U.S.C. 3204(a)(1), Only one responsible source and no other supplies or services will satisfy agency requirements.

V. Rationale for Use of Authority (RFO 6.104-1(a)(5)):

The SWTF-T organization operates 400 Hz converters manufactured by the Original Equipment Manufacturer (OEM) Unitron.

The 557 and 558 Squadrons use 400 Hz converters that convert 60Hz of power to 400Hz to run their test operations. All Unitron 400 Hz devices require immediate evaluations and preventative maintenance to continue the organization's operations, which also includes certifications.

Unitron does not authorize independent third parties to perform services on their converters; Unitron subcontracts with an approved third party if their technicians are unavailable to perform the service. Trained Unitron technicians are required to safely perform the evaluations and preventative maintenance. The Government does not possess organic capabilities to perform the requirement.
