About this file
This is a Single Source Justification for a simplified acquisition by the Air Force Materiel Command (AFMC) to procure antenna servo motors for the 520th Software Engineering Squadron's telemetry antenna control program. The contracting activity is AFMC/AFSC OL_H/PZIEB, with Purchase Request number PRI 24427 and project name Alexsys 15394 Servo Motors.
The acquisition involves the purchase of four Kollmorgen servo motors (Part Number 303661-31, 400/480 VAC) with a required delivery time not to exceed 90 days after receipt of order. The motors are critical components for upgrading 50-foot telemetry tracking antennas at Jonathan Dickinson Missile Tracking Annex in Florida, which support the Long Range Telemetry System and provide telemetry services to Navy Test and Evaluation and other Range users. The current antenna control systems (Microcomputer Buffer System, Telemetry Radar Input Output, and Telemetry Radar Acquisition Computer) are obsolete and designated as sustainment worst actors. The justification for single-source procurement cites brand-name considerations under FAR 13.106-1(B)(1), stating that using any alternative brand would necessitate a complete system redesign, eliminate the government's existing $1 million investment in 16 identical motors, and incur an additional estimated $1 million in redesign and reprocurement costs. A search of NASA SEWP and GSA 2GIT databases found no other vendors offering this product, with the OEM confirming that TCS Inc. is the sole authorized vendor for Kollmorgen servo motors. The contracting officer, Austin Hurst, signed the determination on March 5, 2026, confirming that circumstances deem only a single source reasonably available.

Section B: Description of the Supplies/Services Required
Section C: Justification for Soliciting from a Single Source or Brand Name
Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No
Contracting Activity: AFMC/AFSC OL_H/PZIEB
Project/Program Name: Alexsys 15394 Servo Motors
Purchase Request / Local ID Number: PRI 24427
Estimated Contract Cost (including Options):
The 520th Software Engineering Squadron (SWES), as part of its telemetry antenna control (TAC) program, requires the purchase of new antenna servo motors. This acquisition is a critical component of a larger project to upgrade the 50-foot telemetry tracking antennas used for rocket launches in Florida. The current antenna control systems, specifically the Microcomputer Buffer System (MBS), Telemetry Radar Input Output (TRIO), and Telemetry Radar Acquisition Computer (TRAC), are obsolete and have been identified as sustainment worst actors. To ensure the Long Range Telemetry System (LTRS) can continue providing telemetry support to users such as Navy T&E, this project will address the control and drive systems of the four TAA-50 assets at Jonathan Dickinson Missile Tracking Annex (JDMTA). These upgrades, including the new servo motors, will sustain their functionality and ensure the antenna systems can continue interfacing with existing systems for serial pointing data and the transport of Range User and/or Range Safety data.

FAR 13.106-1(B) (1) "Soliciting from a single source. (1)For purchases not exceeding the simplified acquisition threshold.
(i)Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization)".
The 520th Software Engineering Squadron (SWES) requires the immediate, single-source procurement of new antenna servo motors for its telemetry antenna control (TAC) program.
To use any other brand is not possible; it would force a complete system redesign, nullifying the government's existing investment in 16 identical motors and costing an estimated $1 million in redesign and re-procurement costs. Therefore, this specific motor is the only viable path forward to prevent project failure and ensure mission sustainment.
