On Line Certification Training – IHS Nurses Scope or Work

1. The Indian Health Service (IHS) is in need of access to on-line training for the following: 1) registered nurses (RNs) which include Public Health Nursing (PHNs) to maintain certification and complete continuing education training; 2) Basic-Advanced Certified Nurse Assistant (CNA) courses, and 3) Community Health Representatives (CHRs) to complete basic para-professional community health representative courses and refresher courses; and, certificates of completion after the user (RN, PHN, CNA or CHR) completes the courses or identified modules. This includes the 36 pre-existing Public Health Nursing (PHN) Training modules, video’s and competencies which will be provided by IHS and the 31 pre-existing CHR training modules (see attached Exhibit). These numbers may increase as IHS develops additional modules. In addition, standardized continuing education modules, if available and access granted including video recordings, shall be added to this on-line training as an addendum. Users shall be able to participate in self-directed Web-based education which shall be available at all times. Staff shall be able to decide when to access the training, day or night, from their home or while they are at work. The RN modules must offer accreditation for continuing nursing education credits by American Nurses Credentialing Center (ANCC).

2. Contractor will provide the following services to IHS:

A comprehensive training package for IHS RNs, CNAs and CHRs with unlimited usage for 1 base and 3 option years are required. See Exhibit A for future course topics/content to be required. For each training package, the contractor shall provide a Learning Management System (LMS) and training modules capable of the following

· Allow addition and/or deletion of courses to an individual users account.

· Must have pre-test capability allowing employees to “test out” when reaching minimum passing score.

· Contractor shall provide a detailed process of how they will create new or custom educational modules including use of subject matter experts to successfully develop the material

· Must have post-test or assessment of learning tool.

· Must be able to survey or evaluate course.

· Ability for course participants to print out certificates of completion from the Internet.

· All user data must be stored on host server with the customer’s own database.

· System must be able to accept LMS user authentication.

· Host server must be secure and a guarantee that sensitive information is protected.

· The ability to create new or custom educational materials is required.

· Ability for local administrator(s) at each IHS medical facility to determine access and administrative privileges for users and managers.

· Ability to provide Exception Reports in that the administrators can assign course curriculum and then track who has not completed said curriculum

· Ability to assign curriculum and/or courses to a user or group of users with specified required date for completion.

· Ability to include a remediation function to show users which test questions were answered incorrectly.

· Ability to show which questions were missed and provide another opportunity to answer them.

· Electronic training manual for using LMS shall be included

· Technical support will be provided at no additional cost.

· Unlimited user access.

· Ability for IHS to review and modify existing contractor modules for contractor to implement in the LMS.

· Registration for all users to include email address in their account; and, for RNs: license number, type and state required in self-registration.

· Create a custom CHR curriculum or series certificate that is issued when the user completes all the courses in a group of courses assigned (including any CNAs courses as recommended)

Learning Management System

Description of Services: Contractor shall furnish all licenses, parts, materials, labor, tools, equipment, supervision, and support necessary to provide installation, maintenance, and software updates for the Online Clinical Education Courses System and the delivery of service to the IHS medical facilities during the period covered by the agreement. Contractor shall provide a license and any telephone support must be provided at no additional cost. Licenses and services shall be performed in accordance with the terms and conditions as further defined in the statement of work.

The contract is intended to expand access of online learning to clinical staff by offering courses on a 24 hour a day/7 day a week basis. This would be provided via Internet connection, with the Contractor hosting this learning management system (LMS). Contractor will provide needed data extracts on a regular basis in a format usable by both parties.

The products and services described shall have the following features, capabilities and course content:

· Web-based learning management system with training content for healthcare professionals

· Courses will be hosted by the Contractor and launched from the Contractor’s Online Learning Management System

· Ability to distribute courseware via the Internet.

· Courses of various clinical subjects will train, test, and track continuing education (CE) for clinical staff via the Internet.

· Upon completion of course(s) and post-test(s) on the Internet, the course participant will receive immediate scoring and then may (print out) CE completion certificates.

· Non-exclusive license to employ Internet courses for training in IHS medical facilities.

· Servers are geographically deployed across the United States for greater stability

· System must provide training, testing, tracking, and printable education records for record keeping for IHS users that complete the online courses.

· Contractor must be an authorized provider of CE and CE credit must be included in license fee. The Accreditations must be through the American Nurses Credentialing Center, the California Board of Registered Nursing, and the Florida Board of Nursing

· Access to any and all programs added to course series outlined in the agreement.

· Contractor will host all course content, testing functions, and CE course completion record keeping on contractor’s server of any required data.

· Data extracts will be provided by host on a regular basis in a format usable by Contractor and IHS medical facilities.

· Courseware must be AICC (Aviation Industry Computer Based Training Committee) compliant.

· Provide an online and print User's Guide and a technical FAQ.

· Ability to provide accessibility to data in usable format.

· Access to system 24 hours day/7 days a week with appropriate available customer/technical support.

· No employee personal data will be stored on the Internet.

· User (employee) data must be directly accepted from the education tracking system.

· Site must be secure.

· Must be accessible from locations other than employee’s worksite.

· Allow addition and/or deletion of courses to an individual users account.

· Must be Jaws 5.10 screen reader compatible.

· Must have pre-test capability allowing employees to “test out” when reaching minimum passing score.

· Must have post-test or assessment of learning tool capability linking completion of course to the export/import functionality.

· Must be able to survey or evaluate course.

· Ability for course participants to print out certificates of completion from the Internet.

· Ability to view course content (text and graphics, links, PowerPoint, streaming video streaming, etc.) online from any PC with Internet access.

· All user data must be stored on host server with the customer’s own unique database.

· System must be able to accept LMS user authentication.
