Questions and Answers for Solicitation # 15-233-SOL-00746
Solicitation Reference/ page number Question
2.3, p. 3-4 Please confirm that the bullets provided in this section are the only work tasks the offeror should be responding to, and that there are no additional detailed functional tasks for this work.
That is correct. This is the only work tasks the respondent should be responding to. See also section 5.2 for a corresponding table of work tasks.
2.3, p. 4 (bullet 3) Please provide clarity on this requirement: Have available the capacity to provide from respective mental health databases - data reports, graphs, charts, and analyses as requested.
Does the government mean offerors must be able to provide data from respective mental health databases? This requirement means that the Government would like respondents to be able to pull meta health data from other respective mental health databases as well as from other Federal partners, national advocacy organizations and other professional literature, in addition to the SAMHSA URS and
NSDUH data, in order to compare and contrast trends in mental health and substance use.
11.2, p. 42 Please confirm that 10 point font is acceptable for tables, figures, and charts. No, page 42 states that the font should be no less than 12 point font. Therefore, 12 point font is required for tables, figures and charts.
11.2, p. 43 (Technical
Appendices)
Please confirm that transcripts and letters of commitment are not required in the Technical Appendix, but are named here as examples only. This is correct – those items are named as examples only.
11.2, p. 43 (Technical
Appendices) and 11.3
Please confirm where the government would like the response to the
“newly-issued representations and certifications in Section 10.” It is mentioned in the requirements for the Technical Appendices, and in instructions for the Price/Business Volume, “The price/business volume should also include all other information required by this
Solicitation in these instructions such as the Respondent's
Representations and Certifications, when required.” Please add your representations and certifications page in the Price/Business Volume.
12.4, p. 45 (Factor 2) Please clarify if any of the “professional data reports” to be produced will (1) require SAMHSA publication review (including initial concept clearance) and/or (2) if they will require formatting for the
SAMHSA website (including Section 508 Accessibility)?
“Responses should demonstrate the respondent's excellence in producing professional data reports, graphics and analyses to be provided to SAMHSA.” If yes, should the technical approach and the budget include this level of publication work? The professional data reports to be produced are for internal SAMHSA use only. There is no requirement for a publication review or for 508 compliance.
12.4, p. 46 Is the last evaluation sentence for Corporate and Key Personnel an item that will be evaluated in Factor 4, as opposed to Factor 3, which is Management/Utilization of Resources? “Management plans should be sound, feasible and show clear lines of authority and responsibility with quality control procedures.” The last sentence for Corporate and
Key Personnel is an item that will be evaluated in Factor 3. It was incorporated into Factor 4 in error and has now been corrected. Please see the attached word version of the solicitation.
Could you please clarify what the anticipated budget and work hours for this project will be? Respondents are advised that this requirement falls within the simplified acquisition threshold, as defined in FAR Part 2.
Can you share whether this is full and open or set-aside? It doesn’t explicitly say one or the other so I thought I would ask. (especially after you had folks submit market research under the sources sought phase) This is being procured using full and open competition.
If full and open – there doesn’t appear to be any small business participation plan or credit for including small firms in your proposal. I may have missed it, though. This is a simplified acquisition; therefore, there is no requirement for a small business participation plan. The
Government does not intend to give credit for any small firm inclusion.
There doesn’t seem to be anything related to past performance – either a volume or surveys. Is that accurate? This is correct. Past performance is not required.
Section 1.5: Will the Government define proposed Labor Categories? No. The Government expects respondents to have a firm enough understanding of the work to propose those labor categories that the respondents feel will best accomplish the work required. Respondents can reference U.S. Department of Labor Wage Determinations if guidance on labor categories is needed.
Section 2.3: Will the Government provide an extended scope of work? Section 2 is a full description of the work to be performed.
Will the Government accept representative resumes? If not, do proposed Key Personnel require a letter of commitment? The Government will not accept representative resumes. For Key
Personnel, a letter of commitment is required.
Is there a current contractor providing these services? If so, will the Government please provide incumbent contract information? There is no current contractor that is providing these services.
