1.) In reference to the case numbers listed in 2.1 on page 2—are applicants able to propose different case numbers for each location based on our own data and knowledge of the need?
Answer: Yes, Offerors may propose different number of cases per area as long as the amount does not exceed the total number of cases per each period as listed in Section 2.1 Price Assumption and as long as proposals meet all other requirements.
2.) The proposal indicates that the applicant can propose “alternate locations as agreed to between ORR and the contractor” other than what is listed in 3.7 (E) on page 5. What is the process for proposing different locations? We would like to include alternate locations in our proposal—is it possible to get agreement from ORR on those locations prior to proposal submission? Instead of Phoenix, AZ and San Antonio, TX we’d like to propose Los Angeles, CA and New Orleans, LA.
Answer: Locations specified are what is required.
3.) Will this contract cover Child Advocate services to unaccompanied children who have been released from ORR custody to sponsors?
Answer: No, this contract will only cover child advocate services for unaccompanied children in ORR custody.
4.) The proposal states on page 7, “no more than 10% of federal funds received under this contract may be used for administrative expenses.” Does HHS have an expanded definition of what it considers administrative expenses? Would that include the time of the Project Director overseeing the services provided by the Child Advocates? Would it include the time of the Child Advocates? We see those costs as being directly related to service provision.
Answer: ORR does not have an expanded definition of administrative expenses. ORR considers child advocates time as direct and project director’s time either direct or administrative, depending on the task.
5.) If we were to propose using volunteers to support the direct service work the Child Advocates are providing, could we consider that time in the 25% match?
Answer: Yes
6.) Is this a follow-on requirement? If so, could you please provide the incumbent contract number for this opportunity? If not, is this a new requirement?
Answer: No. This is the first Child Advocate solicitation. Child Advocate services were never its own solicitation. Previously it was a component that was added on to the legal services contract.
7.) I was reading through the new grant posted yesterday for the ORR Child Advocate Program and I had one question
From the looks of it your are seeking to have services in certain service areas (city, states). However, it alluded to the fact that there may be room for other areas... Perhaps I am reading it wrong... Nevertheless, I would like to see if it could include Los Angeles and surrounding
Counties. Please advise.
Answer: The specified areas are the required locations for child advocate services.
