Questions and Answers
1. Is the division currently working in a consultative capacity with any personnel that could be utilized for this proposal? If so, could you provide their name and position?
Some of the tasks in this RFP are being performed by an existing contractor. The incumbent is SRA International. No, we cannot provide names or positions.
2. Regarding RFP Section B.2, Consideration and Payment (pp.1-5): Are there current non-government employees providing the work under Task 4? Yes. If so is it possible to communicate with the (two) administrative staff who are currently providing the work under Task 4? You will have to contact SRA International
3. How many people are you envisioning to fulfill tasks 1-4?
Please refer to pages 2-5 of the RFP.
4. Do tasks 1-4 run simultaneously, so that multiple tasks could not be completed at the same time by one employee, or do they run consecutively so that contractor personnel are able to be assigned to multiple tasks at one time?
The tasks will run simultaneously.
5. Could one employee fill multiple part time positions?
Yes, if they have the necessary subject matter expertise.
6. Could two individuals fulfill positions which go over the hours possible for one employee to complete such as the 3120 estimated hours mentioned for the Subject Matter Expert?
Yes
7. A 10 Page proposal limit is mentioned in the RFP, what is the total page limit for the entire piece?
There is no overall limit; however, please limit submissions to formation that is requested.
8. How do you envision contractor personnel fulfilling the section 508 compliance?
Please follow the instruction included in Attachment B~508 Assessment Template. In addition, pages 13-14, Section C-7 of the RFP list the two sections of the 508 compliance requirements that apply to this SOW. The other 508 compliance requirements are not applicable.
9. Regarding RFP Section L.2, Technical Proposal Instructions, Section 4 – Section 508 Compliance (pp. 54-55; Attachment B): For an entity that provides services rather than products generally, the categories in the Section 508 Evaluation Template (Attachment B) don’t quite fit. Is there a particular way a service provider should approach this requirement?
Documents, guides, and training materials developed under this SOW may be placed on the web and therefore must be 508 compliant. Please follow the instruction included in Attachment B~508 Assessment Template. In addition, pages 13-14, Section C-7 of the RFP list the two sections of the 508 compliance requirements that apply to this SOW. The other 508 compliance requirements are not applicable.
10. Generally in this RFP, should the terms “interstate” and “intergovernmental” be read as synonymous and include tribes?
Yes
11. Regarding RFP Section B.2, Consideration and Payment (pp.1-5): Are these labor hours the government’s current estimate of the work available at this time? Yes Should the proposal use these estimates to determine ceiling price for the base and each option period? Yes, however, if there is a significant increase in the workload it may require a modification to the contract.
12. Regarding the administrative work in RFP Section C.4.4/Task 4 generally, recording and transcription of phone conferences: Is the contractor responsible for the telephone conference facilities, recording, and transcribing conference calls and should that cost be included in the bid? OCSE provides telephone conference facilities and recording capability; however, the contractor may be responsible for transcribing conference calls.
13. Regarding Section C.5, Labor Category Qualifications (pp. 10-11): Is it possible to bid a Subject Matter Expert who is not an attorney for example an experienced training developer or child support subject matter expert? Yes
