About this file

This Statement of Work (SOW) details a procurement for the Internal Revenue Service Criminal Investigation (IRS-CI) Center for Science and Design (CSD) to purchase twelve specific components for a Keyence microscope attachment. The components include a VH Zoom Lens (20x to 2000x), lens joints, a motorized free angle stand, contamination and profile measurement modules, a high-performance camera, lighting unit, lens adapters, camera port expansion unit, stand branch unit, and a transmitted polarizer.

The procurement is intended to enhance the laboratory's investigative capabilities, specifically for the Chemistry and Questioned Documents sections that process paper, ink, and toner evidence for criminal investigations. The lab, which has the second-largest ink library in the USA and works cases for IRS, U.S. Secret Service (USSS), and Homeland Security Investigations (HSI), seeks to improve efficiency in evidence processing. The contract has a base year performance period of one year from the award date, with delivery to the IRS-CI Center for Science and Design located in Chicago, IL, and will be administered by the IRS Office of Procurement.

STATEMENT OF WORK

INTERNAL REVENUE SERVICE CRIMINAL INVESTIGATION (IRS-CI)

CENTER FOR SCIENCE AND DESIGN(CSD)

C.1 Introduction/Overview In support of its law enforcement investigative mission the Internal Revenue Service (IRS) Criminal Investigation (CI) Division Center for Science and Design (CSD) Chemistry and Question Document section has a need to purchase Attachment for existing Keyence microscope as detailed in Sections 2 Background and 3 Scope.

C.2 Background Internal Revenue Service – Criminal Investigation (CI) is the law enforcement arm of the Internal Revenue Service. CI is charged with the enforcement of the federal income tax statutes. CI's top priority is the investigation of violations of the federal income tax law. Additionally, CI special agents lend their financial investigative expertise to money laundering and narcotics investigations conducted in conjunction with other law enforcement agencies at the local, state, and federal levels. Center for Science and Design (CSD) Chemistry and Question Documents section is responsible for the acquisition, processing, and analysis of paper, ink and toner containing evidence related to ongoing criminal investigations.

The purpose of this procurement is to obtain one (1) attachment having twelve (12) components (listed in Section 3) for use and evaluation by the Questioned Documents and Chemistry sections at Center for Science and Design to assist in their mission requirements. Our laboratory has the second biggest library of ink in the USA behind USSS. IRS CI CSD is not only working the cases for IRS, but our laboratory work cases for USSS. Our lab has signed Memorandum of Understanding with USSS allowing both laboratories to work together on cases. Our laboratory is accredited and provides the highest quality results to the agents submitting cases. Our sections invest time in research and share the knowledge with USSS and HSI. Recently, our personnel were working with larger evidence and the current Keyence microscope a primary tool, but unfortunately process was lengthy and not efficient. If we do not increase the capacity of current Keyence we will compromise supporting the mission of Criminal Investigation on the long run.

Procuring the attachment to existing Keyence microscope will not only help with efficiency, quality, unique service provided, but it will deliver supportive evidence for tax and criminal cases.
