The Internal Revenue Service (IRS) Criminal Investigation (CI) Center for Science and Design (CSD) anticipates awarding a Brand Name or Equal to Firm Fixed Price purchase order to procure software perpetual licenses and training. This Request for Quotation (RFQ) is issued as a Total Small Business Set-Aside for the acquisition of two (2) Amped AUTHENTICATE, Brand Name or Equal, in accordance with the requirements and salient characteristics identified in this solicitation.
The Government has identified Amped AUTHENTICATE as the brand-name product that represents the characteristics and level of quality necessary to satisfy the Government's requirements. In accordance with FAR 11.104 and FAR 52.211-6, Brand Name or Equal, quotations proposing an equal product will be considered, provided the quoted product satisfies all salient physical, functional, and performance characteristics identified in this solicitation.
Offerors proposing an "equal" product shall provide sufficient technical information with their quotation to demonstrate that the proposed product meets each of the Government's stated salient characteristics. The Government will evaluate the information provided to determine whether the proposed product is acceptable.
The NAICS Code for this requirement is 513210 Software Publishers, and the PSC Code is DE10 IT and Telecom - End User as a Service: Help Desk
INSTRUCTIONS
The vendor shall prepare and submit a complete quotation in accordance with the instructions contained in this section. Failure to follow these instructions may result in the quotation being considered non-responsive.
These instructions are designed to:
• Promote clarity and consistency,
• Streamline evaluation,
• Reduce the need for clarifications, and
• Ensure compliance with the Evaluation Criteria outlined in 52.212-2 - Commercial Products and Commercial Services (Oct 2025) and the Evaluation Factors and Basis for Award.
Your response to this RFQ requires it to be based on the Statement of Work (SOW) below.

The period of performance consists of a one (1) twelve (12)-month base period and four (4), twelve (12) month option periods
Base Year: 09/30/2026 – 09/29/2027 Option Year 1: 09/30/2027 – 09/29/2028 Option Year 2: 09/30/2028 – 09/29/2029 Option Year 3: 09/30/2029 – 09/29/2030 Option Year 4: 09/30/2030 – 09/29/2031
Vendors must be actively registered in the System for Award Management (SAM) at the time of award. In accordance with FAR 4.1102 and FAR 52.204-7, the Government will verify the apparent successful Offeror's SAM registration prior to award. Failure to maintain an active SAM registration may render a vendor ineligible for award.
EVALUATION FACTORS AND BASIS FOR AWARD
The Government anticipates awarding a Firm-Fixed Price task order to the offeror whose proposal is the most advantageous to the Government, price and other factors considered. This is a lowest priced technically acceptable acquisition evaluated using the procedures outlined in the
FAR 15.101-2 (1).
Final selection for award will be made to the responsible contractor whose quote conforms to the RFQ and represents the Lowest Priced Technical Acceptable offer to the government.
As such, award will be made to the Offeror whose quote represents the best value, as determined by an integrated assessment of technical and non-technical factors. The Government intends to award a one-time Firm Fixed Price (FFP) performance-based delivery order consisting of a twelve-month base period.
The government will evaluate each offeror’s understanding of the requirements and ability to perform the work on the basis of its quote. It is the vendor’s responsibility to provide information and evidence that clearly demonstrates its ability to satisfactorily perform the contract requirements as stated in the solicitation and based upon the factors identified in this solicitation.
All quotes received by the receipt date for quotes will be fairly considered in accordance with the evaluation criteria. Quotes not conforming to these instructions may be eliminated from consideration for award. Vendors may be given an opportunity to remedy minor irregularities in quote submissions to conform to these instructions if it is in the government’s best interests.
Quotes determined technically unacceptable will be removed from consideration and a price evaluation will not be performed.
The government reserves the right to make an award on the basis of initial offers received, without conducting discussions. Therefore, initial offers should contain the offeror’s best terms from both a technical and price perspective. The government, however, reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The government may also reduce the number of highly rated quotes and create a competitive range for purposes of efficiency.
The government will make a determination of the vendor’s responsibility prior to award in accordance with FAR Part 9.1 and FAR Part 52.209-5. Any offerors found NOT responsible will not be eligible for an award.
A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the government may accept an offer (or part of an offer), whether or not there are clarifications/negotiations after its receipt, unless a written notice of withdrawal is received before award.

SOFTWARE LICENSE AND TRAINING
1. INTRODUCTION/OVERVIEW
In support of its law enforcement investigative mission the Internal Revenue Service (IRS) Criminal Investigation (CI) Center for Science and Design (CSD) has a need to purchase (2) Amped AUTHENTICATE software perpetual licenses as detailed in Section 3 Scope.
2. BACKGROUND
CI is charged with the enforcement of the federal income tax statutes. CI's top priority is the investigation of violations of the federal income tax law. Additionally, CI special agents lend their financial investigative expertise to money laundering and narcotics investigations conducted in conjunction with other law enforcement agencies at the local, state, and federal levels. The Center for Science and Design (CSD) is responsible for the acquisition, processing, and analysis of evidence related to ongoing criminal investigations. CI’s forensic audio/video imaging specialists must verify the authenticity of incoming evidentiary image files to identify if the files have been altered or influenced/generated by AI technology. This is in support of CI’s criminal investigations.
3. SCOPE & SALIENT CHARACTERISTICS
The contractor shall provide a digital capture workstation meeting the operational requirements of the IRS-CI Latent Print section at the Center for Science and Design. AMPED Authenticate is specified as the brand name reference for this acquisition. However, equivalent systems (“or equal”) will be considered, provided they meet or exceed the following critical physical, functional, and performance characteristics:

MANDATORY SALIENT CHARACTERISTICS (“OR EQUAL” BENCHMARKS)
To be considered for contract award, any alternative vendor proposing an “equal” system must formally demonstrate that their product meets or exceeds the following critical functional, analytical, and evidentiary capabilities required of the baseline AMPED Authenticate product.
• Objective Authentication of Images and Video: The system must provide scientifically validated, repeatable, and fully documented authenticity testing for digital multimedia evidence, producing testable indicators of genuineness or manipulation suitable for courtroom admissibility. Capabilities must include analysis of structural integrity, metadata consistency, and AI-generated or AI-altered content detection.
• JPEG Dimples Detection: The software must include an analytical module capable of identifying compression artifacts (“dimples”) characteristic of specific camera models, providing a non-metadata-based method of determining whether an image originates from a particular physical device.
• Correlation Plotting for Digital Zoom/Resizing: The system must include correlation-based evaluation tools to detect whether an image has been digitally zoomed, scaled, or resized, and whether it is being presented as an original despite evidence of manipulation.
• Variation of Prediction Footprint (VPF) Video Analysis: The system must include VPF-based analytic capability to detect multi-generation compression within video files. This functionality must reliably identify whether a submitted video is an original or a recompressed derivative.
• Video Continuity and Temporal Coherence Analysis: The system must include tools to detect discontinuities, repeated visual frames, abrupt transitions, or other indicators of temporal tampering, including removal or alteration of visual information.
• Image Shadow Consistency Analysis: The system must include AI-focused forensic tools capable of evaluating shadow geometry to detect inconsistencies commonly found in AI-generated or AI-manipulated images.
• Image Reflection Consistency Analysis: The system must include analytical tools to evaluate reflection geometry, enabling detection of AI-generated or AI-altered inconsistencies in reflective surfaces.
• Face GAN Deepfake Detection: The system must include detection algorithms specifically designed to identify GAN-generated facial imagery within digital still images.
• Diffusion-Model Deepfake Detection: The system must include forensic identification tools capable of detecting images created or altered using diffusion-based AI systems such as Midjourney, DALL-E, Stable Diffusion, and Flux.
• Multi-Format Authentication Capability: The system must support ingestion and authentication of a wide range of still-image and video formats, including JPEG, TIFF, BMP, PNG, HEIF, AVIF, MP4, MOV, MKV, AVI, and major RAW formats, ensuring flexibility to analyze evidence from varied sources.
• Integration with External Reference Platforms: The system must be compatible with major contextual-analysis resources, including Google Images, Suncalc, Flickr, and Camera Forensics, enabling geographic verification, temporal verification, and camera-specific comparison workflows.
• Hexadecimal File Structure Viewing: The system must include an internal hexadecimal viewer with search and comparison functionality, enabling deep-structure file analysis without reliance on external hex tools.
• Social Media Upload/Download History Reporting: The system must provide the capability to identify whether an image originated from or passed through major social-media platforms—including Facebook, Flickr, Tumblr, Imgur, WhatsApp, Messenger, Instagram, Tinypic, Telegram, and LinkedIn—along with reconstruction of upload/download provenance when available.
• Fourier Frequency-Domain Screen-Capture Detection: The system must include Fourier-based frequency-domain analysis tools to detect screen-capture signatures and determine whether an image being presented as camera-original is actually a derivative capture.
