I. Contracting Activity.

The contracting organization responsible for this action is Air Force Materiel Command (AFMC), Air Force Life Cycle Managment Center (AFLCMC), PEO Digital (HB), Force Protection Division Contracting Office (HBUK), 3 Eglin St., Bldg 1612, Hanscom AFB, MA 01730-2100. The Contracting Officer is Mr. Brett Maguire, who can be reached at

II. Nature and/or description of the action being processed.

This is an individual Justification and Authorization (J&A) for the sole source procurement of Interim Contractor Support (ICS) for continuous maintenance and as needed repair of the current Whiteman AFB installed Electronic Security System (ESS). This action is to be awarded as a new contract, and will be

III. Description of supplies/services required to meet agency needs.

The period of performance for this action is with an estimated cost of of FY18 3080 funds. This estimate is based on ICS labor for 2 FTEs for . Hardware spares list was estimated by the HBUN engineering team. Labor and travel are estimated at and , respectively. Spares are estimated at The contract will include the following CLINS: 0001 ICS(CPFF), 0002 Travel (CR), 0003 Data (NSP).

Northrop Grumman (NG) was the installation agent for the refresh design of the Whiteman Air Force Base (AFB)

Electronic Security System (ESS). The ESS is , including design and installation, which will be conducted by

, an FFRDC. Currently is undergoing the design creation, and will begin installation once the design is approved. Until the new installation begins, which is estimated to happen in , this contract will provide continuous maintenance of the currently installed system, including replacement of , to ensure consistent performance at its current level of operation as requested by the customer, The required maintenance will meet thresholds and guidance outlined in this contracts Performance Work Statement.

IV. Statutory authority permitting other than full and open competition.

The specific statutory authority permitting other than full and open competition for this acquisition is 10 USC 2304(c) (1), as implemented by FAR 6.302-1, and required by FAR 6.303-2(b)(4).

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

Subsection 1

a) The Whiteman ESS Installation Delivery Order (FA8728-09-D-0009 0017) was awarded competitively to Northrop Grumman in off the Force Protection Site Security Indefinite Delivery Indefinite Quantity Contract Vehicle (FPS2). The scope of this Delivery Order was to install the ESS Design created specifically for the Whiteman AFB by Each site is unique, and the subsequent ESS employed at each site is unique, including the choice of software, hardware, firmware, and their integration to form a cohesive and effective ESS.

After successful Government Acceptance Test, the system would be turned over to the Air

Force. After system turn over, any required continuous maintenance or repair would be completed organically as is required for all systems. During installation of the design, March 2018 FOR OFFICIAL USE ONLY Page 3 of 5

. Additionally the Approved Equipment List (AEL) required the use of equipment that was .

At this point, over after contract award, . A redesign and installation is out of the current Delivery Order's scope of work. The Government has chosen to accept the current installed system as is and descoped the current Delivery Order.

and the Delivery Order Period of Performance ends , allowing Northrop Grumman (NG) time to finalize all CDRLs and fully demobilize. The Government has chosen to contract the new design and installation to through . The official approval for this decision was made in late .

, the current ESS will require to keep the system at its current level of operation without any lapses in system performance due to the classification. The Air Force will not take over the maintenance and repair of the system until it is certified and turned over through official means. However, certification and turn over will not occur until the Technical Refresh installation has been concluded. Therefore, the Government must use Interim Contractor Support for maintenance and repair until is ready to take over when they begin installation of the Technical Refresh. Per AFI 31-108, classified Electronic Security Systems shall be maintained and repaired organically after system turnover.

Therefore, no contractor other than the installer itself has experience in maintaining and repairing a ESS.

The of the Whiteman ESS also precludes other contractors (other than Northrop Grumman) from providing appropriate maintenance and repair

b) This contract action is continuing maintenance and repair services from the previous Delivery Order FA8728-09- D-0009 0017 to sustain the Whiteman ESS at its current level of operation without lapses in system performance until begins installation of the technical refresh in . While has already been awarded the Technical Refresh Design and Install contract, and , they are . The approval of the decision to proceed with a technical refresh happened in late for the Technical Refresh. This action will not include options.

c) Northrop Grumman is the only contractor who has the familiarity with the existing Whiteman AFB ESS Design and has been actively conducting installation and performing maintenance in support of it since .

Because Northrop Grumman installed this they have unparalleled knowledge and understanding of how the current system works.

Subsection 2

d) Award to any other source would result in unacceptable delays in fulfilling the Air Force's requirements. The Whiteman AFB area in ESS requires the outlined by AFI 31-108. A Notice of Proposed Contract Action (NOCA), was publicized IAW FAR 5.201 on 27 March 2020 and archived on 10 April. No letters of interest were submitted in response to the notice, nor were letters of protest.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

It is anticipated that the cost will be considered fair and reasonable by using historical prices for similar services as method of analysis. This action is below the certified cost or pricing threshold and will be utilizing other than certified cost or pricing data IAW FAR 15.403-3.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

A Notice of Proposed Contract Action (NOCA), was publicized IAW FAR 5.201 on 27 March 2020 and archived on 10 April. No letters of interest were submitted in response to the notice, nor were letters of protest.

IX. Any other facts supporting the use of Other Than Full and Open Competition.

The period of performance for this acquisition is . Once installation begins on the Technical Refresh, shall take over the requirement as part of Contract DE-NA0003525. The acquisition itself is for Interim Contractor Support. The requirement will no longer exist once the ESS is certified and turned over the the Air Force as AFI 31-108 dictates that ESS shall be maintained and repaired organically. Therefore no actions needs to be taken at this time to remove barriers to competition, as this requirement will not exist at the conclusion of DE-NA0003525.
