SELECTION

JUSTIFICATION

Reclamation did not solicit full and open competition for this award based on the following criteria:

Pacific States Marine Fisheries Commission (PSMFC's) purpose is "to promote the better utilization of fisheries - marine, shell, and anadromous, which are of mutual concern, and to develop a joint program of protection and prevention of physical waste of such fisheries in all of those areas of the Pacific Ocean over which the compacting states jointly or separately now have or may hereafter acquire jurisdiction." PSMFC is uniquely qualified to do marking and tagging work specifically at Coleman and Nimbus hatcheries; they have been doing the work for a number of years as well as at the Central Valley hatcheries funded by other organizations and at hatcheries in the Pacific Northwest. PSMFC maintains the database in which the tagging and recovery data resides and is made publicly available at http://www.rmpc.org/.
