Questions and Answers for Notice of Funding Opportunity June 30, 2020

Q1. Can WHA please clarify if there is a minimum number of countries that applicants need to include in their respective proposals?

A1. There is no set minimum or max number of countries that need to be included in an applicant proposal to be considered for this opportunity. It is up to the applicant to determine how many countries are feasible to include in a regional proposal that addresses all the objectives highlighted in the Notice of Funding Opportunity.

Q2. Could WHA please provide further information on the desired country focus for this opportunity? Would it be sufficient to develop a proposal that focuses just on one high-income country and one middle- or low-income country?

A2. There is no desired country focus for this opportunity. The applicant should be able to identify countries in need of assistance. Proposals can include a mixture of high-, middle-, and low-income WHA countries and are not restricted to just one income level.

Q3. Can WHA please clarify how “regional” is defined in this Notice Of Funding Opportunity and what this definition entails? Should all the countries from Latin America and the Carribean [sic] be considered or is there a minimum number of countries that should be involved in the regional aspects of Objectives 1,3 and 4?

A3. In the Notice of Funding Opportunity, “regional” implies that applicant proposals should take into account both individual country and regional problems/issues regarding GBV survivor service providers and propose a project that achieves the NOFO objectives in an achievable and sustainable way. Activities can be a mixed approach of country-specific or regional in nature, and it is up to the applicant to design an approach that meets the opportunity objectives listed.

Q4. Are the objectives on Pg. 5 of the Notice of Funding Opportunity the only objectives that applicants should include in their proposals?

A4. Yes, the only objectives for this opportunity are listed on page 5.

Q5. Will the inclusion of references/citations be included in the 20 page count limit?

A5. No, the inclusion of references/citations will not be included in the 20 page count limit for the proposal.

Q6. Are resumes or CVs required for key personnel?

A6. No preference, a CV or resume is acceptable for key personnel as a separate appendix included in the proposal package submission.

Q7 Is there a minimum or maximum number of past performance [sic] to include in the proposal?

A7. No, it is up to the applicant to determine the number of past performance examples or experiences to include. The applicant may list past projects that are relevant to this Notice of Funding Opportunity and/or attach past performance examples as an appendix.

Q8. Does the proposal need to present/describe a separate approach for the two different tiers of country by income that we are aiming to target under this work?

A8. The applicant may determine an approach for each objective listed in the Notice of Funding Opportunity. The applicant may choose one approach for both income tier countries or two different approaches.

Q9. The NOFO lists countries representing three language groups. Is it a requirement to work in languages other than Spanish?

A9. No, there is not a requirement to work in all three languages. The applicant should determine what countries and languages should be included in the proposal given the funding available, the proposed countries of activities, and the plan to meet the objectives.

Q10. Are the PMP & Logframe [sic] to be considered as 2 separate tables in the Attachment (c) or do we embed the PMP component into the logframe [sic] itself?

A10. The results/logic framework and PMP should be in one tab in the proposal submission. The logic framework can be embedded in the PMP component or separate in the same tab.

Q11. Detailed Line Item Budget: Should applicants provide a detailed budget for each project year and a consolidated budget or should it be just one single detailed budget for all three years?

A11. The detail line-item budget should be submitted as one consolidated detail line-item budget for the duration of the proposed project period of performance (number of months.)
