Iowa was awarded the State Personnel Development Grant (SPDG) in August 2026, which is a five-year award. Iowa GROWS: Growing and Recruiting Outstanding Workforce for Students is a strategic initiative to transform Iowa’s special education workforce by creating accessible career pathways that produce 100 special education apprentices (80 newly licensed; 20 positioned for licensure) and establishing 60 state-owned, evidence-based professional development courses to strengthen the skills of every educator serving students with disabilities by the end of the grant period. Iowa GROWS will address the special education teacher shortage through three objectives:

1. Career Pathways: Special Education Licensure. Iowa GROWS will expand career pathways, enabling educators to earn special education credentials while employed in Iowa schools and early childhood settings.

2. Educator Capacity. Iowa GROWS will build a sustainable online repository of evidence-based courses to increase the knowledge and skills of administrators and educators serving students with disabilities.

3. Continuous Improvement and Sustainability. Iowa GROWS will build and maintain a rigorous evaluation and reporting system to assess effectiveness, drive continuous improvement, and sustain evidence-based practices across the grant.

Contract Term

The term of the contract will begin upon award and successful negotiation of a contract and end after one (1) year.

The Contract may be renewed by mutual agreement of both parties for four (4) additional one-year terms for a total contract term not to exceed five (5) years.
