About this file
This is a Request for Information (RFI) issued by the Iowa Department of Management on behalf of the Iowa Department of Public Safety regarding Digital Evidence Management System (DEMS) platforms and implementation approaches. The DPS seeks information on solutions capable of supporting centralized digital evidence intake, storage, management, sharing, retention, legal hold, immutable audit trails, and chain-of-custody controls across the agency. The RFI opened on October 16, 2026 at 7:00 AM CDT with a response deadline of November 19, 2026 at 3:00 PM CST. DPS is researching a centralized DEMS to standardize metadata and hashing practices, streamline evidentiary and records-retention workflows, and build a unified, agency-wide platform that supports consistent and efficient evidence handling. The RFI number is RFI-532-2541-2027, and responses will be sealed until the November 19 deadline. Responses will inform DPS's market analysis, technical and security due diligence, integration planning, rough order-of-magnitude cost and level-of-effort estimates, and planning for a future procurement.
Pricing terms and contract award information are not specified in this RFI, as this is an information-gathering phase preceding a potential future procurement. Respondents are required to submit contact information, state or country of residence, and a comprehensive Response to the Request for Information addressing DEMS platform capabilities and implementation approaches. Respondents may request confidential treatment of specific information by completing and signing Form 22, marking confidential pages conspicuously, clearly identifying each item requiring confidential treatment, and submitting both confidential and public copies of their proposal. The primary contact for questions is Steve Dawson at steven.dawson@dom.iowa.gov or +1 515-805-7902. Relevant commodity codes include computer software for microcomputers and systems (including cloud-based), database software, and law enforcement software.
