About this file

This document is a Synopsis of a Notice of Intent to negotiate on a sole-source basis for a modification to an existing contract with Astronics Connectivity Systems & Certification Corp. for additional work to a Supplemental Type Certificate (STC) for a greenhouse gas instrumentation project for the National Oceanic and Atmospheric Administration (NOAA).

The modification is needed due to changes in the integration, design, and certification requirements that require additional work and a period of performance extension through May 2026. The contract is for $1305M323PNRMJ0676 awarded under simplified acquisition procedures. NOAA intends to modify the existing contract on a sole-source basis, but will consider written responses from any firms that believe they can meet the requirements by demonstrating technical capabilities and relevant experience. The place of performance is NOAA's Global Monitoring Laboratory in Boulder, Colorado. This requirement is not set aside for a small business program.
