SYNOPSIS:
This is a notice of intent to negotiate on a sole-source basis. The National Oceanic and Atmospheric Administration (NOAA), Acquisition and Grants Office (AGO), Western Acquisition Division (WAD), Ocean and Atmospheric Research (OAR) and Global Monitoring Laboratory (GML), Laboratory Support for Barbados and Ireland requirement is hereby synopsized in accordance with FAR 5.207, Preparation and Transmittal of Synopses:

(16) Description:
This requirement is for the maintenance of the Ragged Point, Barbados (RPB) observatory facility and instrumentation year-round to ensure instrument performance,data quality, security and calibration. The site must be staffed 5 days a week. Facility maintenance includes, but is not limited to, general upkeep and rust mitigation for the Advanced Global Atmospheric Gas Experiment (AGAGE) trailer and maintenance of the inlet lines on the adjacent tower. Additionally, flask air sampling at Mace Head, Ireland is required. This includes a target sampling frequency of two flask pairs per week.

NOAA intends to award a sole-source contract to the University of Bristol under the authority of 41 U.S.C. 1901, using SAP up to $7.5 million as authorized by FAR 13.500(a) and implemented by FAR 13.501(a).
This notice of intent is not a request for competitive proposals. However, any firm that believes it can meet this requirement may provide written notification to the Contracting Officer. Firms who believe they can meet this requirement are required to submit in writing an affirmative response demonstrating a comprehensive understanding of the requirements.
All written responses must include proof of possessing permits and a written narrative statement of capability, including detailed technical information demonstrating their ability to meet the requirement. A determination by the Government not to compete this requirement based upon responses to this notice is solely within its discretion. Affirmative written responses must be received no later than the due date and time of this notice.
Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
