Bidders are required to comply with numerous prerequisites before submitting a bid, including registration with the Montana Secretary of State, obtaining a Unique Entity Identifier (UEI) from SAM.gov, certifying non-discrimination against firearm entities, providing proof of insurance, and submitting responses to all required questions. The solicitation allows bidders to submit exceptions to the draft contract and Montana's Standard Terms and Conditions through a designated Q&A Board by the questions submission deadline.
