LIMITED SOURCE JUSTIFICATION
I. CONTRACTING ACTIVITY
Contracting Activity: SMC/RNK 483 N Aviation Blvd.
El Segundo, CA 90245-2808
Task Order Number: FA8802-14-F-3014
Contracting Officer:
Contractor: Leidos, Inc. (formerly SAIC) 10260 Campus Point Drive San Diego, CA 92121-1522
II. NATURE AND/OR DESCRIPTION OF THE ACTION BEING APPROVED
This limited source justification explains the rationale for awarding a sole source Advisory and Assistance Services (A&AS) task order (FA8802-14-F-3014) under the General Services Administration (GSA) Schedule 871-1 against contract no. GS- 23F-0107J with Leidos, Inc. The contract type for this order will be Firm-Fixed Price with a Cost-Reimbursable (No Fee) Line Item for Other Direct Costs (ODC) and travel.
III. DESCRIPTION OF THE SUPPLIES/SERVICES REQUIRED TO MEET
THE AGENCY'S NEEDS
This "bridge" effort will provide continued A&AS support for SMC/RN' s conversion of the Air Force Satellite Control Network (AFSCN) to a Net centric/Service-oriented Architecture, planned legacy upgrades, design and deployment of key development projects performed under the Satellite Control Network Contract (SCNC), and acquisition security requirements including Information Assurance. Legacy upgrades include the Electronic Schedule Dissemination (ESD), Remote Tracking Station (RTS) Block Change (RBC), and Unified S-Band efforts. Other required support includes evaluation and implementation of AFSCN Engineering Change Proposals.
The Government estimates that 2,320 labor hours will be required to accomplish this order with a price not greater than $2,950,000.00, including ODC and travel. The type of funds budgeted are Fiscal Year 2013 Air Force 3080 (Other Production) funds. The Period of Performance will be from 1 May 2014 to 31 December 2014.
In addition, the order will permit up to six months of optional performance to be ordered in accordance with Federal Acquisition Regulation (FAR) clause 52.217-8, "Extension of Services." The purpose of this option is to ensure that essential services are performed without interruption until award of a contract resulting from SMC/RN' s Systems Engineering & Integration (SE&I) acquisition.
IV. IDENTIFICATION OF THE AUTHORITY /RA TIO NALE FOR LIMITING
SOURCES
FAR 8.405-6, Limited Sources, requires an ordering activity to justify its actions when restricting consideration of Schedule contractors to fewer than three as required by the ordering procedures for Federal Supply Schedules in FAR 8.405-1 or 8.405-2. The specific circumstances that justify restriction of this "bridge" acquisition is consistent with FAR 8.405-6(a)(l )(i)(C), which states: "In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order was not previously issued under sole source or limited-sources procedures."
This new order will replace the current order (FA8802-09-F-3004), which expires on 30 April 2014. This limited source order will provide continued technical expertise required to assist the RN team in executing key modernization and sustainment activities on the AFSCN involving Information Assurance, systems engineering, and acquisition security support. The technical expertise to be ordered under the "bridge" effort will be fully consistent with the scope of work in the expiring order.
The expiring order was competitively awarded under a Blanket Purchase Agreement (BPA) no. FA8802-09-A-0005 on 1May2009. The ordering period for the BPA ended 31 December 2013, thus necessitating a new GSA order for this "bridge" contract. Under the terms of the BPA, all orders are subject to a five year limitation based on the initial order award date. The expiring order included an exercised option which will reach that five year limitation on 30 April 2014. The original order was competitively awarded to SAIC now Leidos, Inc .. The unsuccessful offerers were
The new order must be awarded with performance beginning no later than 1 May 2014 to prevent an interruption in obtaining essential services. The "bridge" contract is a logical follow-on which is necessary in the interest of economy and efficiency in accordance with FAR 8.405-6(a)(l)(i)(C). Conducting a competition for this "bridge" effort would result in the loss of essential economies and efficiencies inherent in the incumbent's performance and would result in interrupted services, adversely affecting the RN Program mission. A competition of this "bridge" effort would not allow sufficient time to develop the Request for Proposal (RFP), conduct a competition, and manage a transition to a new contractor. A minimum of three months are needed to develop requisite familiarity with the AFSCN and related requirements, and an additional five months are required to solicit and award a new contract for a total gap in service of eight months. Any delay in obtaining such services would undermine SMC/RN's ability to sustain the Tracking Telemetry and Commanding (TT &C) capabilities required by military and civil users of the AFSCN. As a result of these inefficiencies, the RN and programs under the AFSCN would experience unacceptable performance, schedule, and cost impacts.
Leidos provides critical subject matter expertise in information assurance (IA), systems engineering, and security related functions. Any gap in obtaining services from Leidos will impact RN programs because required subject matter experts in IA, systems engineering, and acquisition security will not be available to support ongoing program activities. The Government' s projected cost of impact of an eight month delay in obtaining these required services is $15,000,000. This impact reflects the monthly cost of work performed on the AFSCN contract that will be delayed in the event the "bridge" order is not awarded as planned. The incumbent possesses an understanding of the AFSCN Program and the technical activities and stakeholder interactions required to perform the order requirements. Leidos is the only firm capable of providing the required services in the efficient and economical manner required to prevent an unacceptable delay in obtaining essential services for the limited duration of the bridge order, until the requirement can be competed as part of the RN SE&I Program.
V. DETERMINATION BY THE ORDERING ACTIVITY CONTRACTING
OFFICER THAT THE ORDER REPRESENTS THE BEST VALUE
CONSISTENT WITH FAR 8.404(d)
In accordance with FAR 8.404(d), the GSA Procuring Contracting Officer (PCO) has determined the Schedule 871-1 rates for Leidos to be fair and reasonable. The Air Force PCO will use the proposal analysis techniques at FAR 15.404-1 to determine a fair and reasonable price. The Government technical evaluation will review the labor hours, skill mix, ODC and travel requirements. There is no indication that the labor market for the labor categories and rates utilized will change significantly. The Contracting Officer will review any applicable terms and conditions, proposed labor rates, including discounts, and will conduct price and cost analysis to ensure that the Government obtains a fair and reasonable price for this effort.
VI. DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AMONG
SCHEDULE HOLDERS AND THE RESULTS, OR A STATEMENT OF THE
REASON MARKET RESEARCH WAS NOT CONDUCTED
A survey of GSA Schedule 871-1 , Professional Engineering Services, Strategic Planning for Technology Programs/Activities, indicates that additional firms may possess the basic technical capability to perform the requirements under different circumstances. However, no other 871-1 Schedule firms can satisfy the need for existing domain expertise with the AFSCN and RN acquisition security requirements necessary to perform a "bridge" order starting 1 May 2014.
VII. OTHER FACTS SUPPORTING THE JUSTIFICATION
The length of the subject "bridge" order is commensurate with the expected award date for the RN SE&I acquisition, which affords an opportunity to efficiently consolidate requirements (see section VIII).
VIII. ACTIONS THE AGENCY MAY TAKE TO REMOVE OR OVERCOME
ANY BARRIERS THAT LED TO THE RESTRICTED CONSIDERATION
BEFORE ANY SUBSEQUENT ACQUISITION FOR THE SUPPLIES OR
SERVICES
This "bridge" order is required to provide continuity of essential IA, systems engineering, and acquisition security services until these requirements are competed and awarded as a part of the RN SE&I acquisition, which is projected to be awarded on February 2015.
IX. CONTRACTING OFFICER'S CERTIFICATION
The Contracting Officer's signature on the Coordination and Approval Document evidences that he has determined this document to be both accurate and complete to the best of his knowledge and belief.
X. TECHNICAL/REQUIREMENTS PERSONNEL'S CERTIFICATION

XI. FOR JUSTIFICATIONS UNDER 8.405-6(a)(l), A WRITTEN
DETERMINATION BY THE APPROVING OFFICIAL IDENTIFYING THE
CIRCUMSTANCE THAT APPLIES
This limited source justification document serves as the written determination documenting the circumstances that apply under FAR 8.405-6(a)(l)(i)(C). This new order is a logical follow-on to the original Federal Supply Schedule (FSS) order, which was placed competitively in accordance with the applicable FSS ordering procedures.
