About this file

This is a Request for Bid issued by the Iowa Department of Transportation for transport fuel service at two maintenance garages located in Denison and Rockwell City. The Iowa DOT seeks qualified fuel vendors to provide diesel fuel #1 and #2, biodiesel additive, and winter and summer additives to support operations at both locations. Estimated quantities include 2,000 gallons of ULS Diesel Fuel #1 and 5,000 gallons of ULS Diesel Fuel #2 at the Denison facility, with slightly lower volumes of 600 and 4,800 gallons respectively at Rockwell City, plus approximately 500-600 gallons of biodiesel additive at each location. The bid opened on September 17, 2026, at 1:00 PM CDT, with responses due by October 8, 2026, at 1:00 PM CDT. A public bid opening will be held on October 8, 2026, accessible via Microsoft Teams meeting link. The initial contract term extends from execution through June 30, 2027, with optional renewal periods available for up to five additional 12-month terms, not to exceed six years total. No pre-bid meeting or mandatory site visit is specified in the solicitation.

Pricing for this contract will be structured as a fuel margin added to the Iowa DOT's daily posted rack pricing for diesel and biodiesel products, with separate pricing for winter and summer additives calculated per treated gallon. Bidders may submit negative or positive margins and must clearly designate the sign value in the additional items fields; the Iowa IMPACS system does not allow negative unit prices to be entered directly. Award will be made to the responsible bidder whose submission is most advantageous to the Iowa DOT, considering cost and other factors including mandatory requirement compliance, proposed staffing, schedule adherence, past work performance, and work capacity. Delivery terms are F.O.B. Destination, and the successful contractor must maintain required insurance coverage as specified in the Standard Terms and Conditions. The Iowa DOT is a tax-exempt agency and will provide tax exemption certificates upon request. All bidder questions must be directed to Kyle Williams at Kyle.Williams@iowadot.us or +1 515-233-7960, and responses will be posted publicly on the Q&A Board. Award may be made for any one group or combination of groups, with all items within a group required to be bid for group award consideration.
