Market research identified three other Seriola cultivation facilities in Hawaii, Florida, and Maine as non-viable alternatives due to proprietary constraints, operational struggles, or insufficient scale. Additional logistical advantages include proximity to a major international scientific conference scheduled in San Diego in January 2026 and significant travel savings for attendees. The determination was certified by Catherine Purcell, Marine Resources Management Specialist, on July 8, 2026, and approved by Kimberla Fairley, Contracting Officer, on July 9, 2026.

SIMPLIFIED ACQUISITION PROCEDURES (SAP)

FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD

1. Agency and contracting activity. Department of Commerce, National Oceanic Atmospheric

Administration (NOAA), National Marine Fisheries Service (NMFS), Southwest Fisheries Science Center (SWFSC), Fisheries Resources Division.

2. Description of supplies or services required to meet agency needs (including the estimated value). NOAA Fisheries has a mission to ensure that marine aquaculture grows sustainably and is economically viable. As part of that mission, the NOAA Fisheries Southwest Fisheries Science Center (SWFSC) is organizing and hosting the 5th Seriola Workshop in January 2027 in San Diego, California. .

The SWFSC is planning to host the 5th Seriola Workshop. For a workshop focused on Seriola aquaculture, the success of this workshop requires a hands-on environment where attendees can tour a fully operational, large-scale aquaculture facility. Throughout the days of the workshop program, the goal is to share successful methods, compare day-to-day operations, and view specialized infrastructure in person. Without direct access to a functional, collaborative facility, a significant portion of the educational value of this workshop would be entirely lost.

HSWRI stands out as the only facility on the contiguous U.S. West Coast currently culturing a Seriola species; this organization is also unique in that they have actively cultured Seriola for over 20 years (since 2003). It offers unique assets that cannot be replicated elsewhere:

• Comprehensive On-Site Learning: Because HSWRI cultures 90% of its stock in-house, participants can examine the entire lifecycle of the fish—from eggs and larvae to juveniles and massive mature fish. Mature fish spawn on site in tanks that range in size from 30 m3 to 140 m3 in size.

• Advanced Systems Engineering: The facility features large-scale, specialized infrastructure that is incredibly rare to find. Attendees will get a first-hand look at advanced filtration systems, protein skimmers, live-feed culturing, egg-collector systems, larval rearing systems, and precise light and temperature controls.

• Open Collaboration: Unlike for-profit alternatives, HSWRI allows access to its physical tank infrastructure and biological processes (like breeding strategies and live feed cultivation) specifically to advance the wider aquaculture industry.

Note on Scale: The sheer size of HSWRI’s infrastructure and the physical size of mature Seriola (broodstock fish reach may reach 4.9 feet in length, and 79 lbs. in weight) make this location uniquely qualified. Replicating this workshop at a smaller or experimental facility is
