About this file
This document is a Sole Source Determination using Simplified Acquisition Procedures (SAP) for an action not exceeding the Simplified Acquisition Threshold. The Department of Commerce, NOAA Acquisition and Grants Office, intends to negotiate a sole-source contract with Loligo Systems for the purchase of a Loligo core microplate respirometry system and associated equipment. The EFS Division requires this specialized equipment to measure oxygen respiration in marine larval and juvenile bivalves. Loligo Systems is the sole provider, as their system is uniquely capable of working in seawater environments, handling a variety of sample sizes, and providing precise measurements. The new Loligo microplates will also integrate with the existing Loligo equipment owned by the EFS Division, improving efficiency and expanding testing capabilities. The total estimated value is not provided. The period of performance is date of award plus 60 days. The government conducted market research and determined Loligo Systems is the sole source capable of meeting the requirement.

SINGLE SOURCE DETERMINATION USING
SIMPLIFIED ACQUISITION PROCEDURES (SAP)
FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD
(AUTHORITY: FAR 13.106-1(b)(1))
143041-24-0269
1. Agency and contracting activity. Department of Commerce, NOAA Acquisition and Grants Office
(AGO), Western Region Acquisition Division Field Delegate and Northwest Fisheries Science Center (NWFSC), Environmental Fisheries and Sciences (EFS) Division, Seattle, WA 98112.
2. Description of supplies or services required to meet agency needs (including the estimated value).
This request is for the purchase of a Loligo core microplate respirometry system, manufactured by Loligo Systems along with all of the necessary parts for it to function. The EFS Division requires the use of this microplate respiration system to measure oxygen respiration in various sizes of marine larval and juvenile bivalves. The Loligo Systems brand is essential because of the variety of sample sizes it can handle, the precision of its measurements and its known record for working in seawater environments. Furthermore, the new Loligo microplates will fully integrate with existing Loligo microplates (at 1.7mL capacity) owned by the NWFSC EFS Division, enabling compatibility across instrumentation, which will increase efficiency in training of staff and improve collection of respirometry data for species at different life stages. The purchase of this system will allow the EFS Division to continue to address objectives of key importance to the National Marine Fisheries Service mission. These include innovative problem-solving approaches to address challenges facing sustainable aquaculture development and understanding the impacts of climate variability on shellfish.
The EFS Division requires the following Loligo System parts in order for the unit to operate as a fully functioning, integrated and flexible unit:
1) Loligo Systems - Microplate system (Core) (24 channels/80uL) #SY25000. Quantity:1
2) Loligo Systems - 24-well glass microplate (24 channels/1700uL) #CH25040. Quantity:1
3) Loligo Systems - Water bath for microplate PN: CH10505. Quantity:1
Period of performance is date of award plus 60 days.
3. Identification of the single source or the brand name to be solicited.

4. Supporting rationale. Only one source or brand name is reasonably available as detailed below:
□ Brand Name – This particular brand name is essential to the requirement and market research indicates similar products do not meet or cannot be modified to meet agency needs.
The system is able to work in seawater systems, which not all chambers can handle. The system is stable in oxygen respiration rates and provides little noise when making measurements. This is essential because once a system for micro-respiration is established it can be adapted to other marine aquatic organisms. The brand name is essential because of the variety of sample sizes it can handle, the precision of its measurements, its wide acceptance by the scientific community as the gold-standard method for determining respiration rates, and its known record for working in seawater environments.
□ Compatibility to existing systems or equipment - The required supplies must be compatible in all aspects (form, fit, and function) with existing systems or equipment, and the source is uniquely qualified to meet the requirement.
The Loligo Microplate System is a core microplate respiration system needed to measure oxygen respiration in various sizes of marine larval and juvenile bivalves. The new Loligo Microplates will fully integrate with the existing 2 microplates (at 1.7mL capacity) owned by the NWFSC EFS Division. This will increase the number of replicates that can be tested in the 1.7mL well format by 33% and also provide add-on capacity by increasing the range of life-stages that can be tested in the current system (i.e. the new system includes an 80uL plate for testing the smallest bivalve larvae). The integration the new and existing Loligo microplate systems will enable a higher throughput of testing and expansion of life-stage capacity for measuring respiration rates in larval and juvenile bivalves.
5. Market Research.
The EFS Division of NWFSC conducted market research in June 2024 to identify available sources and to evaluate the availability of the marketplace to meet the requirements in the purchase of a microplate respirometry system.
Based on the results of the market research (conducted via internet search and catalog inventory), the government determined that there is a single vendor that can meet the requirement of this procurement, Loligo Systems (see attached quote). This vendor is the manufacturer of the equipment and does not sell their product through additional vendors. This product is not available on GSA (see attached search of Loligo System products). There is no other company that makes the specified model of microplate reader that is being requested.
The Loligo microplate reader system meets the needs of NWFSC and allows EFS Division to continue to advance and efficiently expand its physiology studies aimed at advancing sustainable shellfish aquaculture.
6. Technical/Requirements Representative Certification
I certify that this requirement constitutes the Government’s minimum needs and the supporting data provided herein is accurate and complete to the best of my knowledge and belief.
