About this file

This Statement of Need solicits a vessel charter for the Northwest Fisheries Science Center (NWFSC) to recover and redeploy scientific instruments in the Strait of Juan de Fuca and Puget Sound. The four-day mission requires a vessel and crew experienced in locating and recovering three NOAA platform-style autonomous acoustic recorder moorings and one NOAA subsurface anchored mooring, using GPS positioning and acoustic release systems. The vendor must safely handle delicate scientific instrumentation, remove and replace acoustic recorders, and redeploy moorings at precise locations specified by NOAA.

Key technical requirements include communicating with acoustic releases, recovering mooring components without damage, and having alternative recovery methodologies if primary systems fail. Deliverables include an Excel spreadsheet with date, time, location, acoustic recorder numbers, and release codes within one week of trip completion. The period of performance runs through May 31, 2026, with the work to be conducted entirely at sea. Security requirements are minimal, with no need for facility access, government IT equipment, or email addresses. The point of contact is Marla Holt from NMFS/Northwest Fisheries Science Center's Conservation Biology Division.

STATEMENT OF NEED

Vessel Charter to Recovery Scientific Instruments Deployed at Sea

13 Aug 2025

1.0 GENERAL

1.1 BACKGROUND

The NWFSC assesses the movements and habitat use of marine mammals in the Pacific Northwest. We use autonomous acoustic recorders deployed on subsurface moorings to determine their occurrence. These units have been widely used by other marine mammal researchers, which will be important for comparison of the data we collect.

1.2 OBJECTIVE

Provide vessel and labor for four days with experience specific to the recovery and redeployment of three NOAA platform-style autonomous acoustic recorder moorings and redeployment of one NOAA subsurface anchored mooring, all in the Strait of Juan de Fuca and/or Puget Sound.

2.0 TECHNICAL SPECIFICATIONS

The vendor will have a vessel and crew with direct experience in:

Locating each mooring location with a global positioning system (GPS) Successfully communicating with acoustic releases using a NWFSC provided deck set to locate them and trigger the float release system Successfully and safely recover each mooring without damaging delicate scientific instrumentation.

Employing an alternative methodology to safely and successfully recover the mooring without damaging delicate scientific instrumentation in the event of a mooring system failure Removal of each acoustic recorder from its mount and replacement with NWFSC-supplied recorders for the recovery/redeployment of a platform-style mooring as needed.

Rearming the acoustic release and resetting the rope in the rope bucket and float system for the redeployment of a platform-style mooring as needed.

Safely and efficiently redeploy an 800lb acoustic recorder platform-style mooring in a manner so as not to damage delicate scientific instrumentation at the precise location specified by NOAA Using a NOAA-supplied acoustic release deck set, recover all components except anchor using the acoustic release system For the subsurface anchored mooring, Employing an alternative methodology to safely and successfully recover the mooring without damaging delicate scientific instrumentation In the event of a system failure for the subsurface anchored mooring

Assemble the mooring components per NOAA-provided diagram for the subsurface anchored mooring and redeploy at the precise location specified by NOAA

3.0 DELIVERABLES & SCHEDULE

Deliverables include date, time, and location (Latitude/Longitude) of each mooring recovered or redeployed, including acoustic recorder numbers, acoustic release number (and release codes) of each mooring which shall be provided in an Excel spreadsheet via email within one week of completion of the trip.

4.0 PERIOD OF PERFORMANCE

The period of performance for this contract shall not exceed May 31, 2026

5.0 PLACE OF PERFORMANCE

The place of performance will be at mooring locations in the Strait of Juan de Fuca and Puget Sound, Washington.
