About this file
This is a Statement of Work document issued by Texas A&M University (TAMU) Administrative Services Procurement Office on behalf of the Naval Air Station Corpus Christi (NASCC) under Partnership Agreement Number N0969726GTC16358. The project focuses on invasive species management, specifically the eradication of Brazilian peppertree (Schinus terebinthifolius) across approximately 5.5 acres at NASCC, including two shoreline sections (Dimmit and Southern Fence Line) and two golf course areas. The contractor must participate in a virtual kickoff meeting to clarify field work plans and schedules, execute cut-stump treatment methodology during appropriate environmental timing windows, and submit draft reports within 30 days of field work completion and final reports within 30 days of receiving government comments. The contract period of performance runs from 8 June 2026 through 7 June 2027 (12 months), with monthly task order status reports required at minimum quarterly intervals. Key deliverables include meeting minutes submitted within five days of completion, draft survey reports, and final reports with photographs and Geographic Information System (GIS) data.
The contractor must employ commercially-certified herbicide applicators licensed in Texas, provide proof of certification prior to work commencement, and report all herbicide applications monthly through the NAVFAC online pest management reporting system (NOPRS). All vehicles transporting herbicides must be properly marked, equipped with fire extinguishers, spill containment kits, emergency eye-wash stations, and first aid kits, with herbicides stored in locked compartments separate from vehicle cabs. Cost estimates must be prepared using PACES or RS Means with itemized breakout costs presented in tabulated format within submitted reports. All submittals must be delivered electronically to NAVFAC Southeast and designated installation points of contact, with file transfers conducted through DoD SAFE or an approved FTP site; flash drive usage is prohibited. Base access requires submission of personnel lists and timeframes to the Installation Natural Resources Manager at least two weeks prior to arrival, with SECNAV 5512 forms completed upon first visit to obtain DBIDS passes. The Principal Investigator is identified as Mathew Kramm, Ph.D., with the Installation Natural Resources Manager contact listed as Scott McGuire.

STATEMENT OF WORK
Partnership Agreement Number: N0969726GTC16358
Period of Performance: 8 June 2026 – 7 June 2027 (12 months)
Invasive Species Management at Naval Air Station Corpus Christi, Texas.
Background
The Naval Air Station Corpus Christi (NASCC) environmental program ensures military mission activities remain unencumbered and are conducted in compliance with all applicable environmental laws, regulations and policies. The NASCC Integrated Natural Resources Management Plan (INRMP) helps to guide the implementation of the environmental program.
On an annual basis, NASCC staff meet with partners from federal and state natural resources management agencies to evaluate the INRMP’s support of the mission and the effects of its implementation. Additionally, the United States Navy (Navy) has a requirement to control and manage invasive plant species located on Navy lands under Section 7 U.S. Code (U.S.C.) 2814, 16 U.S.C. 670a-f, and Executive Order (EO) 13112. In accordance with the NASCC INRMP and aforementioned regulations, the purpose of the tasks outlined in this Statement of Work (SOW) is the removal of the invasive species Brazilian peppertree (Schinus terebinthifolius) on two sections of the NAS CC shoreline know and “Dimmit” and the “Southern Fence Line”.
Purpose
The purpose of this task order is to treat invasive Brazilian peppertree (Schinus terebinthifolius) on two sections of the shoreline and two sections of the golf course (Attachment A) at NAS Corpus Christi, Nueces County, Texas.
Tasks:
The Partner will perform the following tasks in support of this project.
1. Participate in a virtual Kickoff Meeting.
2147-TAMU
a. Prepare Meeting minutes that clarify the planned field work, tentative schedule of tasks and installation access requirements.
2. Brazilian pepper tree eradication in mapped areas (Dimmit and Southern Fence Line)
a. At the appropriate environmental timing, cut stump methodology shall be used to treat Brazilian peppertree in mapped areas with the goal of eradication. Mapped Brazilian peppertree areas total approximately 5.5 acres (Dimmit ~2.4 ac; Southern Fence line ~ 2.5 ac; Golf Course East ~0.25 ac; Golf Course West ~0.25 ac).
3. Submit report of all activities.
a. The report shall include an introduction, methods, results, discussion, and reference section.
i. All habitat management methods shall be thoroughly described.
ii. Relevant maps of habitat management areas shall be provided in report.
b. Submit a draft report to all applicable Navy persons of contact for feedback and input prior to submitting a final revised report.
c. Submit a final report no later than 30 days after receipt of Government comments.
d. Photos and GIS shall be submitted with draft and final report.

Proof of certification shall be provided to the NRM before commencement of work. It shall not be acceptable for uncertified personnel to work under the supervision of a certified person.
Herbicide providers shall record and report all herbicide applications conducted on the installation, including surveillance, non-chemical, and chemical control measures. Reports shall be submitted, at least monthly, using the NAVFAC online pest management reporting system (NOPRS). The NRM will assist in obtaining an account and will provide instructions on how to use the system.
