2. Nature and/or description of the action being approved. :
a. Acquisition purpose and objectives. The purpose of this acquisition is to purchase Webinar Services for the Center for Faith Based and the IOS IDEA Lab.
3. Project background.
The Immediate Office of the Secretary (IOS) Center for Faith Base and Neighborhood Partnership (CFBNP) and the IOS IDEALab currently use the CITRIX Online Webinar and the OpenVoice Hi Def Integrated Toll Free Services during its Webinar meetings to support the various initiatives within their office. Because the number of participants has increased, CFBNP sometimes go over its allotted minutes for the toll free services. This caused an increase in the monthly total cost in FY2013 therefore CFBNP no longer could use the credit card to pay for service.
The monthly statements were above the credit card threshold. Since the IOS Admin Office also supports the IOS IdeaLab it would be cost effective to place both requests on one requisition. The webinar service was provided under contract number HHSP233201300175A and will expire September 30, 2014.
4. Description of the supplies or services required to meet the agency’s needs (including the estimated value). :
a. Project title. Webinar Service for CFBNP and IOS/Idea Lab

d. Statutory Authority for limited sources is 41 USC 253(c)(1) Only one responsible sole source. Limiting sources is justified in accordance with FAR 6.302-1(d) “The item is peculiar to one manufacturer.”
5. Rationale and Demonstration of the Proposed Contractor’s Unique
Qualification:
CITRIX is the company that IOS wants to continue to use for Webinar and Hi Def Open Voice Toll free services. CITRIX is the only service provider that can provide HI Def Integrated Toll/Toll Free Audio service with GoToWebinar services. This means IOS does not have to go through two separate providers for both the webinar and toll free services. With one click, CITRIX can use a GoToWebinar recording to capture the audio and web content at the same time. CITRIX LCC can do this because CITRIX is its own telephony provider and is the only company that can provide the integrated audio with the GoToWebinar for one click recording.
Other companies have to use a separate provider to get both Webinar and audio teleconferencing. CITRIX is also the provider that can control the audio from the GoToWebinar interface. One can mute and unmute individuals’ lines and identify where background noise is coming from.
CITRIX can also identify who is speaking through the GoToWebinar interface where other providers do not have that capability. With this service CFBNP is ensured that there is no background noise in the call and that one provider can provide both services.
6. Description of the efforts made to ensure that offers are solicited from as many potential sources as practicable. Indicate whether a FedBizOpps notice was or will be publicized as required by FAR Subpart 5.2 and, if not, which exception under FAR 5.202 applies.
A RFQ was posted in GSA e-buy; but no responses were received.
7. Determination by the Contracting Officer that the anticipated cost/price to the Government will be fair and reasonable.
The anticipated cost will be fair and reasonable since it will be the same as that on the previous contract HHSP233201300175A
8. Description of the market research conducted (see FAR Part 10) and the results, or a statement of the reasons market research was not conducted.
Market research was conduct on GSA-ebuy and the internet to determine if there were equivalent products on the market. But none were found.
9. Any other facts supporting the use of other than full and open competition.
None
10. Listing of sources, if any, that expressed, in writing, an interest in the acquisition.
No other sources have expressed an interest, in writing, in the proposed acquisition.
