DESCRIPTION OF AMENDMENT
PURPOSE: To respond to questions submitted under this solicitation (Part I). Unless specifically noted, all specifications remain unchanged.
Part I: Responses to Questions Received Under the solicitation:
(1) What is your LMS (Learning Management System)? Do you have an LCMS (Learning Content
Management System) as a part of that or a separate tool? Is the expectation for this system to be SaaS?
The Children’s Bureau (CB) does not yet have a Learning Management System in place. CB intends to make decisions about an LMS in the coming months. Regardless of the LMS developed, all modules and content created for delivery by the LMS must be 508 compliant.
(2) Page 121 of 123, Section M.6 (Small Disadvantaged Business Participation Plan Evaluation): Can you please confirm that all offerors are eligible for up to an additional 20 extra points based on the sub-factors as stated on pages 121-122?
Offerors are eligible for up to 20 points for this subfactor.
(3) Page 105 of 123, Section L.7 (Subcontracting Plan): Can you please confirm that offerors must submit a subcontracting plan that meets or exceeds the HHS 2013 subcontracting goals as stated on page 105 or are those percentages to be used as guidelines?
Offerors should propose their own subcontract goals based on the type of work to be performed and what they intend to subcontract for. Offerors are encouraged to meet or exceed the agency goals; however, it is not a requirement that all the agency goals be met in order to be considered acceptable.
