About this file
This document is an industry questions and responses document for a Request for Information (RFI) related to the Advanced Weather Interactive Processing System (AWIPS) Cloud Migration project. The National Oceanic and Atmospheric Administration (NOAA) National Weather Service is seeking industry feedback on approaches to develop, deploy, and operate Cloud AWIPS, which involves transitioning operations and applications from legacy on-premises infrastructure to a cloud environment. Key details include a response deadline of June 17, 2025, at 12:00 PM Eastern Time, with responses limited to 10 single-sided pages, and an anticipated NAICS code of 541511 (Custom Computer Programming Services) with a size standard of $34 million.
The RFI covers multiple technical aspects of the cloud migration, including security requirements (FISMA High baseline controls), availability (99.999% uptime), user authentication (Common Access Card and Yubikey), and a strategic shift from deterministic to risk-based decision-making forecasting. NOAA is seeking a solution that can create microservices, support probabilistic forecasting, integrate with various data sources, and potentially be operational across National Weather Service sites by the end of 2026. The government emphasizes that this is a market research tool, and no contract will be awarded directly from this RFI, with the goal of gathering industry insights to inform future solicitation development.

1. Industry Question 1
Would you kindly confirm if this is an entirely new effort or is there an incumbent currently providing these services? If so, would you please provide the incumbent contract details?
NOAA Response to Industry Question 1
This is a new effort.
2. Industry Question 2
Will successful vendors be required to also be FedRAMP compliant? If so, can companies who are not currently FedRAMP compliant design solutions to run in FedRAMPed environments such as Palantir's FedStart. Will this meet the FedRAMP requirement?
NOAA Response to Industry Question 2
The solution must be Federal Risk and Authorization Management Program
(FedRamp) compliant. That means that any cloud-based components used in the solution (such as the cloud platform/toolset the solution runs on or cloud-based software running on that platform) must be FedRamp approved. We are also still required to comply with National Institute of Standards and Technology (NIST)
800-53 High baseline controls for the things we manage/build/configure ourselves, even if that is running on a FedRAMP approved platform.
3. Industry Question 3
With regard to this requirement 3.1.2. Cybersecurity and Infrastructure Security Agency - High
Value Asset are there specific accreditation or standards vendors are required to achieve in order to meet this standard?
3. REQUIREMENTS/SPECIFICATIONS:
3.1.Security:
3.1.1. Federal Information Security Modernization Act - High Impact (Confidentiality -
Moderate, Integrity - High, and Availability - High).
3.1.2. Cybersecurity and Infrastructure Security Agency - High Value Asset
NOAA Response to Industry Question 3
The Request for Information (RFI) states that Cloud Advanced Weather Interactive
Processing System (AWIPS) must meet Federal Information Security Management
Act (FISMA) High baseline control requirements (Confidentiality - Moderate, Integrity - High, Availability - High) security requirements and that it is identified as a High Value Asset (HVA). Respondents should align their solutions with guidance from the NIST, specifically the standards defined in the latest release of
NIST SP 800-53 (5.1.1). In addition, the solution should comply with the
Cybersecurity and Infrastructure Security Agency (CISA) control overlay for HVA systems (version 2.0). Incorporating these standards ensures that the solution provides comprehensive risk management, secure architecture, and robust incident response capabilities.
4. Industry Question 4

Can the Government provide the number of attendees allowed for the one-on-one meeting?
NOAA Response to Industry Question 19
There is no limitation on who vendors bring to the one-on-one sessions. While there is no set limit, vendors should keep the number of attendees to a reasonable level necessary to support a productive discussion.
The purpose of these one-on-one sessions is to gather objective feedback for the
Government on the requirements and to foster open dialogue. These sessions are not a platform for vendor promotion.
20. Industry Question 20
Can the Government confirm if the current "Lift and Shift" AWIPS used by Incident
Meteorologists meet the AWIPS FISMA security controls? Will additional controls be required by the new "Cloud AWIPS"?
NOAA Response to Industry Question 20
As the RFI states that Cloud AWIPS must meet FISMA High baseline control requirements (Confidentiality - Moderate, Integrity - High, Availability - High) security requirements and that it is identified as a HVA. Respondents should align their solutions with guidance from the NIST, specifically the standards defined in the latest release of NIST SP 800-53 (5.1.1). If the user groups are classified across multiple Agencies (e.g., FAA, etc.), please provide information regarding the respective Agencies' expectations from AWIPS.
NOAA Response to Industry Question 22
Within the on-premises system, AWIPS utilizes the following roles:
● standard (e.g., forecaster)
● privileged user (e.g., system administration)
● escalated user (e.g., focal point)
Non-NOAA Federal partners who have access to AWIPS are limited to standard roles.
Responses to this RFI will assist the Government in establishing an acquisition strategy, timeline, and requirements for RFP release.
23. Industry Question 23
What user authentication technology is currently used by AWIPS?
NOAA Response to Industry Question 23
Common Access Card based authentication for all users. NOAA has recently distributed Yubikeys to employees, and this will also be permitted going forward as a method for authentication to NOAA systems.
24. Industry Question 24
What is the average data volume and the data classification for daily processing?
NOAA Response to Industry Question 24
Data Volume: The National Weather Service (NWS) has 3 types of offices; (1)
Weather Forecast Offices (WFOs), (2) River Forecast Centers (RFCs), and (3)
National Centers. WFOs and RFCs have an average daily data volume of 500 GB while National Centers have an average daily data volume of 1 TB.
Data Classification: AWIPS ingests a variety of data types such as GRIB2, netCDF, text (in various formats), radar and BUFR.

NOAA Response to Industry Question 29
The ability to calculate, analyze, display and produce products based on joint probabilities of hydro-meteorological with datasets such as land, sea, or air traffic
(transportation), available fuels (wildfire management), population demographics, land usage, etc that could be joined with hydro-meteorological data to provide potential impacts to personal safety, utility infrastructure, transportation, etc.
30. Industry Question 30
What are NOAA’s expectations for visualizing probabilistic forecast data, such as percentile-based outputs and exceedance thresholds, in a way that is intuitive for forecasters and external partners?
NOAA Response to Industry Question 30
The ability to view multiple representations of probabilities (percentile, exceedance, etc) as well as the ability (forecaster perspective) to “drill down” to view underlying components and/or ensemble members in either a geospatial, volumetric, point sounding, cross-sectional, or time-series perspective.
31. Industry Question 31
How does NOAA want the cloud-based AWIPS to interface with the National Water Model
(NWM) to provide probabilistic streamflow and total water level guidance for coastal and inland flooding applications?
NOAA Response to Industry Question 31
The National Water Model (NWM) is one of the many data sources that should be able to be displayed in AWIPS.
32. Industry Question 32
NOAA indicated that the agency performed a limited capacity "lift and shift" migration to the cloud for the AWIPS software. What are some of the challenges the team faced and the lessons learned as part of this limited migration?
NOAA Response to Industry Question 32
This information was provided as background into efforts to date by the
Government. To ensure an open and unbiased consideration of innovative approaches, the Government is not releasing information on our efforts at this time.
Respondents are encouraged to propose solutions based on industry best practices and their technical expertise.
33. Industry Question 33
NOAA references "more generalized approach whereby workload can easily be distributed across many field offices, national centers, and/or deployed locations. This transformation emphasizes an approach that enables workload to be distributed seamlessly across field offices, national centers, and deployed teams." What constitutes "workload" in this context? Does it denote any or all of the following: (a) user activities; (b) data ingestion and storage; (c) processing via application of algorithms to ingested data; (d) production of visualizations from processed data; and (e), generation and dissemination of products such as data, notifications, alerts, etc.?
NOAA Response to Industry Question 33
In this context, the workload is that of the forecaster to use AWIPS in order to produce the products and services necessary to fulfil the NWS’ mission. Workload also includes all of the supporting information technology system processes necessary to enable the forecaster activities.
34. Industry Question 34
NOAA indicates that, "the agency is shifting from a deterministic forecast and warning paradigm to one rooted in risk-based decision-making. This approach integrates probabilistic forecasts with non-weather and water datasets to better support risk analysis and guide decisions to mitigate hazardous impacts to communities at all levels, from regional and state to city and local."
This appears to be a fundamentally different conceptual framework from that of current AWIPS.
Is it NOAA's vision that Cloud AWIPS begin as a technology transformation to support the current conceptual framework (i.e., a deterministic forecast and warning paradigm) and evolve into one that supports the new paradigm, or should Cloud AWIPS begin primarily as a conceptual transformation to adopt the new paradigm as its foundation?
NOAA Response to Industry Question 34
It is primarily the latter, to a probabilistic impact based risk decision paradigm and include legacy approaches only to the extent needed to bridge the transition. NWS sees the shift as being a phased approach that quickly establishes a base capability within 12-18 months with full capability in less than 5 years.
35. Industry Question 35
As it relates to the requirements in the RFI sections 2 and 3, what is the status of the current microservices pilot? Can the Government share any applicable lessons learned to inform responses to this RFI?
NOAA Response to Industry Question 35
The Government is currently 30 months into a 36 month microservices refactor for backend processes such as data ingestion. To ensure an open and unbiased consideration of innovative approaches, the Government is not releasing information on our efforts at this time. Respondents are encouraged to propose solutions based on industry best practices and their technical expertise.
36. Industry Question 36
As it relates to the requirements in the RFI sections 2 and 3, can the Government share the status of the River Forecast Center (RFC) /Center Weather Service Unit (CWSU) Cloud lift and shifts?
