About this file

This is a Request for Quote (RFQ) document issued by the Iowa Department of Natural Resources (DNR) seeking contractor services for vegetation removal on state property. The project involves removing all trees and brush from up to 9 acres of remnant prairie on the East Fork Wildlife Management Area—Behounek Tract located in Humboldt County, Iowa (Section 8, T93N, R28W), approximately 1 mile north of Livermore. The scope of work includes felling all trees measuring 3 inches diameter at breast height (DBH) and larger, cutting stumps flush with the ground, treating stumps with herbicide provided by the state, piling cut trees in designated areas for future DNR burning, and forestry mowing all brush to enable future tractor maintenance. Work must be conducted on dry or frozen ground to minimize soil disturbance. The RFQ was posted on July 14, 2026, with a submission deadline of August 5, 2026, at 2:00 PM CDT. The project deadline for completion is February 28, 2027. Two line items are specified: Tree Removal (3" DBH and larger) and Brush Removal (trees smaller than 3" DBH), both covering up to 9 acres each.

Bidders must provide per-acre cost proposals, with the final acreage and award amount subject to available funding and state discretion. Payment terms follow Iowa Code 8A.514, allowing the state sixty days to pay invoices, with bidders able to offer voluntary discounts for payment within 15 or 30 days. Bidders must demonstrate Iowa contractor registration, provide proof of Pesticide Applicator License from the Iowa Department of Agriculture and Land Stewardship, submit documentation of chemical application personnel and their certifications, provide three professional references, and accept standard DNR contract conditions and general conditions. No specific funding amount is identified in the solicitation, and the state reserves the right to adjust the quantity of authorized work based on available funding.

Objective: This project will involve the removal of all trees and brush from up to 9 acres of remnant prairie on the East Fork WMA – Behounek tract in Humboldt County (Section 8 T93N R28W). Access to the site will be in the NW corner of the State property (-42.84565N/-94.184672W) along Oak Avenue, approximately 1 mile due north of Livermore, Iowa. All trees and brush present are to be removed. All trees 3” DBH and greater will be felled and the stumps cut flush with the ground, and treated with herbicide (provided by the State). Cut trees and stump butts will be piled in areas designated by Unit staff. No grubbing or pulling of root balls will take place. Tree piles will be stacked tall and tight to facilitate burning of the piles by DNR staff at a later time. All brush will be forestry mowed to facilitate future maintenance of the site. Finished site conditions will be such that use of a tractor mower is possible. All work will happen on dry or frozen ground to reduce potential soil disturbance.
