About this file
This document is a Performance Work Statement (PWS) for a structural engineering assessment and inspection of the National Oceanic and Atmospheric Administration (NOAA) Office for Coastal Management (OCM) facility located in Charleston, South Carolina.
The PWS requires the contractor to conduct a comprehensive structural assessment and prepare a detailed report examining the building's structural systems, foundations, and non-structural components. The assessment will focus on two areas of concern where structural cracking has been observed, likely due to foundation settlement. The report must include an analysis of deficiencies, recommendations for corrective measures with cost estimates, and an assessment of the building's load capacity and remaining useful life. The Government will provide existing facility drawings, and the contractor must have a South Carolina licensed structural engineer perform the work. This is a Firm Fixed Price contract with a period of performance from 7/22/2024 to 7/26/2024. The Government plans to hold a pre-proposal site visit, and proposals will be evaluated on a Lowest Price Technically Acceptable basis.

NOAA Office for Coastal Management Facility Structural Assessment
Performance Work Statement (PWS) 18 November 2023
I. SCOPE
The National Oceanic and Atmospheric Administration (NOAA) is a world leader in coastal science and management. NOAA’s Office for Coastal Management (OCM) provides the technology, information, and management strategies used by local, state, and national organizations to address complex coastal issues.
OCM’s facility is located on the Federal Law Enforcement Training Center (FLETC) in Charleston, South Carolina next to the Cooper River. The main building (Bldg 1) is a two story and 74,261 square foot facility. Bldg 1 consists of two older navy building merged with newer construction that links the building through a series of hallways, conference rooms and offices.
An envelope assessment on the facility was completed in June 2023. This assessment identified an area of the facility (north facing exterior wall vic. Rooms 125 and 126) that is showing signs of structural cracking (see Attachment 1, NOAA Envelope Inspection, Pg 91). The report indicates the apparent cause of the cracking may be due to foundation settlement.. A separate inspection identified the area (south facing exterior wall vic. Rooms 122 and 214) that could potentially be having similar issues. With that in mind, OCM is seeking an additional assessment report by a licensed structural engineer.
II. DESCRIPTION OF WORK
The contractor shall conduct a structural engineering assessment/inspection of the areas of concern. This assessment/inspection shall evaluate the areas of concern and develop a full structural assessment report that includes:
1. Introductory information, including a table of contents, property identification information, including address, ownership, listing in historic registries, building/structure type, etc., and an executive summary, including acknowledgements, why the report is being done, and the property’s current use.
2. General description of the various structural systems in the building/structure and applicable nonstructural components, including terminology and definitions of technical information cited in the detailed description sections of the report.
3. Descriptions of the existing condition of the various structural systems, including foundations, bearing walls, framing, columns and beams, floor systems, roof systems, and their connection and construction details. Descriptions should include identification and location of deficiencies, questionable construction details, failed details, and attempted corrective measures, etc. and documentation of structural systems that are performing effectively.
4. Descriptions of the existing condition of non-structural components and their connection details attached to structural or other building systems whose connections failure could be
Performance Work Statement (PWS) 18 November 2023 hazardous or cause significant damage, such as building facade, signs, rooftop towers, parapet walls, cornices, etc., as applicable. Descriptions should include identification and location of deficiencies, questionable construction/connection details, failed details, and attempted corrective measures, etc. and documentation of structural systems that are performing effectively.
5. Analysis of deficiencies, damage, and failures to determine/identify their evident, probable, or possible causes.
6. Recommendations for corrective measures, including conceptual level design solutions for stabilization and/or repair, and project prioritization or necessary sequencing. Provide a cost analysis for each recommended solution.
7. Assessment of deficient or damaged structural systems and components to determine load capacity and/or remaining useful life.
8. Existing conditions (“as built”) drawings of the building/structure, its structural systems, and a site plan. The drawings to be included will be provided by the Government.
9. Photo-documentation, including contextual exterior views of the building/structure in its existing setting, views of elevations, interior views of significant rooms/spaces, representative views of structural systems, and representative views of deficiencies, questionable construction details, failed details, and attempted corrective measures, etc. Photos should be keyed to a plan or otherwise location-identified.
10. Supplemental information, as applicable, including reference materials/publications regarding historic construction methods and materials, and technical information.
The report shall examine both the interior and exterior of the areas in question. The contractor shall have access to all available facility blue prints and drawings. All written guarantees should be addressed to 2234 South Hobson Avenue, Charleston, SC 29405.
