TSC tTEM V2 (tTEM2) System Upgrade

Type: Sources Sought

1. NOTICE

This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only.

1.1 The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 334519, Other Measuring and Controlling Device Manufacturing, which has a corresponding Size standard of 100 employees. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women- Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code.

Additionally, please provide any anticipated teaming arrangements and delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners.

2. DESCRIPTION

The Bureau of Reclamation (Reclamation) has a requirement to procure a tTEM V2 imaging system upgrade to rapidly map/image subsurface electrical conductivity distributions related to subsurface hydrogeologic conditions down to approximately 590ft below ground surface or more that may impact a Reclamation facilities structural integrity. The system will help inform Safety of Dams risk analyses, help inform feasibility and design studies related to modification and new construction projects, and to help inform ongoing modification and new construction projects.

Reclamation currently owns a tTEM V1 system which is now outdated and has increasingly experienced significant electronics failures due to heavy field use. This requirement is for upgrading the existing V1 system with the new updated tTEM V2 data collection system electronics and accessory components needed to convert the existing system hardware. Some of the existing V1 system’s components are compatible with the new V2 system. This upgrade involves trading in the old electronics for the new electronics, allowing Reclamation to convert the V1 system to a new tTEM V2 system at a discounted cost. Reclamation also owns licenses to Seequent’s (Aarhus Geosoftware) Workbench and tTEM module software that is natively compatible with the tTEM system’s data formats.

Watertight Integrity:

Electronics housed in Pelican Case or similar field-rugged cases with IP65+, all connections are waterproof and field-ruggedized.

Environmental Operating Temperature:

-20 to 50°C (-4 to 122°F)

Transmitter Electronics Cooling:

Tx electronics are kept at an operating temperature of 70°C +/-2°C (158°F) @ current 30 A (+/- 1 A) using pumped circulation fluid-cooling system for heat exchange. This system feature is critical to operation of TEM instruments in high ambient temperatures above 90°F.

tTEM2 SYSTEM OPERATION CHARACTERISTICS:

• Dual (low and high) alternating transmitter moments (LM, HM) to achieve both shallow and deep information.

• Transmitter electronics are liquid-cooled with either deionized water and/or aluminum-compatible coolants, heat exchangers, and fans.

• Automatic transmitter current shut-off overheating protection.

• 221 and 331 Tx Coils:

- LM transmits 3 Amp with a turn-off times of 3us and a first usable gate starting at ~4.5us (after beginning of the current off-ramp) for shallow imaging.

- HM transmits 30 Amp with a turn-off times of 4.5us and a first usable gate starting at ~10us (after beginning of the current off-ramp) for deep imaging.

• 333 Tx Coil:

- LM transmits 1 Amp with a turn-off time of 6us and a first usable gate starting at

~10us (after beginning of the current off-ramp) for shallow imaging.

- HM transmits 25 Amp with a turn-off time of 13us and a first usable gate starting at

~25.5us (after beginning of the current off-ramp) for deep imaging.

• Repetition frequencies for the two transmitter moments results in a raw sounding obtained every 0.8 sec corresponding to 3-4 m spacing between soundings at a production speed of 15-25 km/h.

• Both LM and HM transmitter waveforms are alternating/bipolar.

• Duty cycle of the transmitted waveforms can also be reduced to further avoid system overheating issues in extreme hot field temperature environmental conditions.

• Depending on field conditions and line density, the production rate is approximately 1 km2 per day = 100 hectares/day, spanning from ~150 Ha/day in good conditions and ~50 Ha/day if conditions are poor.

• Obtain usable data as close as 30-70 m to a coupling source (e.g., metallic infrastructure).

• Advanced TEM signal optimization with data collection parameter settings:

- Powerline cycle noise suppression with raw stack size adjustment.

- Pulse repetition adjustment to suppress VLF signals.

- Fast Tx waveform repetition rate suppresses Tx-Rx orientation and motion-induced noise.

POWER SUPPLY

• The transmitter is powered by an external battery suitcase, containing a 12V 100 Ah LiFePO4 battery.

• 100 Ah Tx battery shall run a for close to two full field days (~20hrs of constant operation).

• Receiver electronics use a smaller, pocket sized (RRC2054) battery (10.8V, 6.9Ah).

• RRC2054 batteries each lasts about a single field day (~8-10hrs of constant operation).

tTEM2 SYSTEM DATA COLLECTION HARDWARE AND SOFTWARE

• The data collection system (internal Intel NUC or Industrial SBC inside the transmitter/receiver electronics unit) runs a Linux OS and has an SSD or eMMC with 128GB or more, 8 GByte of memory.

• The system has mesh WiFi access point and support for 4G network (SIM card not supplied), making real-time remote field support possible.

• A cellphone or field rugged tablet or laptop is connected to the system’s mesh WiFi network to configure/operate the system during data collection.

• Data collection controller app available for both iOS and Android.

• The system comes with a GIS based navigation system supporting all ordinary GIS formats for background themes or maps, and for showing driving lines and real-time data quality.

• Location data is logged continually by one SBAS (Satellite Based Augmentation System) GPS mounted on the TX-Rx unit (SBAS-enabled submeter GPS supplied with system).

• Standard data collection software/App provides a real-time GIS-based navigation with display of the survey path, current location, line numbers, status parameters, and various alarms from the instrumentation, and has an integrated OpenStreetMap basemap as the default map background. Pre-planned survey lines and GIS maps can also be loaded into the navigation system.

• The optional premium functionality subscription add-on to the data collection software unlocks features in the IOS/Android app and also provides a Windows app for displaying the real-time inversion models in cross sections on a PC.

The premium functionalities are:

• Data is automatically processed and inverted in real-time. The model of the subsurface geological layers is displayed at every 10 m in a cross-section view and the position of the model is shown on the map.

• The DOI is calculated together with the quality of the data fit. These parameters are shown in the cross section.

• The accumulated station stack size for every 10 m is shown in the app.

• The individual transients are gated using non-square gates, also known as tapered gates. Tapered gates increase the signal-to-noise ratio by up to a factor of 2.

tTEM2 SYSTEM IMAGING RESOLUTION AND DEPTH OF INVESTIGATION

• Shallow resolutions: Vertical= 2-3 m, horizontal 10 m (depending on driving speed).

• System capable of imaging up to 130m (~427ft) or 180m (~590ft) below ground surface

(if used with the 221/331 Tx coils, or if used with the 333 Tx coil, respectively).

tTEM2 SYSTEM CALIBRATION

• System calibration factors and results of field-testing at the Aarhus Test site are provided with the system.

• Low pass filters rejecting 50 Hz and 60 Hz powerline harmonic and vibration noise are delivered in Seequent (Aarhus) Workbench import format. Other filters can be designed upon request.
