Salient Characteristics

Title: Microhardness Tester Specifications and Statement of Work

1.0 Background

Reclamation’s Materials and Corrosion Laboratory (MCL) is purchasing a microhardness tester for the purpose of evaluating the hardness of materials used in various applications, including coatings, elastomers, and polymer materials. Currently, the MCL lacks a dedicated microhardness testing device, which limits our ability to assess material properties accurately and efficiently.

2.0 Scope

The scope is to acquire a commercially available laboratory-grade, off-the-shelf microhardness tester, including delivery, installation support, and all necessary accessories and documentation.

3.0 Objectives

The objective is to acquire a microhardness tester that enables precise and repeatable hardness testing across a wide range of materials and sample types. The system must support both micro and macro indentation testing and include automation features to improve throughput and reduce operator variability.

4.0 Technical Requirements

4.1 Testing Capabilities

• Must support both Vickers and Knoop hardness testing methods

• Load range: 5 gram force (gf) to 2000 gf (micro) and up to 50 kilogram force (Kgf) (macro)

• Capable of testing hardness in the range of 0–1000 Vickers Hardness (HV) or equivalent

• Must accommodate small samples down to 1 mm in size

4.2 Automation and Imaging

• Automated or semi-automated indentation and measurement

• Auto-focus and auto-indent pattern placement

• Automated z-axis movement

• High-resolution digital imaging system with automatic shading correction

• Pixel calibration and edge detection for accurate measurement

• Objective lenses with at least 10X and 50X magnification (additional options preferred)

4.3 Software Features

• Integrated software for test setup, execution, and reporting

• Case depth analysis and hardness contour mapping

• Customizable data export (e.g., Excel-compatible)

• Visual tracing and pattern definition tools

• Touchscreen or PC-based interface with intuitive controls

• Manual override and measurement capability

4.4 Standards Compliance

• Must conform to ASTM E384 2022 and relevant ISO standards for micro/macro hardness testing

4.4 Service Package

5.0 Space Requirements

The microhardness tester will be placed on a laboratory bench. Ensure there is sufficient space for operator access and additional equipment if needed.

5.1 Electrical Requirements

• The microhardness tester should operate on standard laboratory voltage (110V) with appropriate safety features.

• It must include a built-in calibration system to ensure accurate measurements.

5.2 Furnishing requirements

• The Government will provide a standard-issue Windows-based desktop computer for use with the microhardness tester’s software. The system must be compatible with:

o Windows 10 or 11 (64-bit) o USB 3.0 or higher for hardware interface o Sufficient storage and memory for data logging and analysis o No internet/cloud connectivity required

The contractor must ensure that all necessary drivers and software are compatible with this environment and provide installation support if needed.

5.0 Tasks

The tasks will involve using the microhardness tester to evaluate the hardness of various materials, including metal coupons and coatings. The tester should provide reliable and repeatable results to aid in material selection and quality control processes.

6.0 Delivery (at what point is the contract considered closed and delivered)

6.1 Training (or training materials) The supplier is responsible for delivering the microhardness tester, as detailed in the Tasks Section, to the loading dock at entrance S-6 of Building 56 on the Denver Federal Center in Denver, Colorado. The supplier must ensure the device is undamaged during shipping and comes equipped with all required parts, including a user manual and calibration standards.

7.0 Qualifications

The Contractor must have at least 5 years of experience in manufacturing microhardness testing equipment.

8.0 Government-Furnished Property

The Government is furnishing a government-issued computer as part of this acquisition for data analysis and reporting.

Security

The Supplier is responsible for ensuring the shipment passes all security requirements. The supplier will need to provide all necessary documentation to pass all security checks.

9.0 Place of Performance

The equipment is to be delivered to:

Matthew Jermyn 303-445-2317 Building 56, Door S-6 Bureau of Reclamation Denver Federal Center Denver, CO 80225

Period of Performance

The system shall be ready to be delivered within 90 days of contract award (preferably by 30 March 2026).
