About this file
This is a Limited Sources Justification (LSJ) document for the Department of the Interior's Bureau of Reclamation. The document justifies a sole-source procurement of Trimble, Inc. survey equipment, software, and licenses. The Field Contracting and Commodity Operations (FCCO) requires these additional Trimble brand GPS survey items to integrate with their existing inventory, citing that alternative brands would cause compatibility issues, potential project delays, and costly system updates.
The procurement will be conducted through GSA's Multiple Award Schedule Program under contract 47QSMS24D002E. The justification notes that an RFQ will be posted on GSA Advantage, and the Trimble equipment is already determined to be fair and reasonably priced. The primary rationale for limiting sources is that the Trimble equipment is the only acceptable option for the agency's specific requirements, and switching to another manufacturer would necessitate significant technological modifications that could disrupt ongoing projects.

LIMITED SOURCES JUSTIFICATION (LSJ) AND APPROVAL
For Orders or BPAs established under Federal Supply Schedules
In accordance with FAR 8.405-6, the proposed contractual action is pursuant to the statutory authority under the Multiple Award Schedule Program [Title III of the Federal Property and Administrative Services Act of 1949 (41 U.S.C. 251, et seq.) and Title 40 U.S.C. 501, Services for Executive Agencies]. This template is required for all limited sources justifications over the micro-purchase threshold, including brand name.
1. Agency and Contracting Activity (FAR 8.405-6(c)(2)(i)). Department of the Interior, Bureau of Reclamation (Reclamation), Acquisition Operations Branch, Denver, Colorado.
2. Nature/Description of Action (FAR 8.405-6(c)(2)(ii)). Procurement of Trimble, Inc.
Trimble Survey Equipment, License & Software.
3. Description of Supplies/Services (FAR 8.405-6(c)(2)(iii)). Reclamation has a need for additional Trimble brand GPS survey equipment, software, and licenses.
4. Authority and Circumstance Justifying Limiting Sources (FAR 8.405-6(c)(2)(iv) and 8.405-6(c)(2)(xi)).
A. Proposed Contractor Name. Trimble Inc.
Authority Circumstance FAR 8.405-6(a)(1)(i)(A) An urgent and compelling need exists, and following the procedures would result in unacceptable delays.
FAR 8.405-6 (a)(1)(i)(B) Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.
FAR 8.405-6 (a)(1)(i)(C)
In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order or BPA must not have been previously issued under sole-source or limited-sources procedures.
FAR 8.405-6(b)(1) Brand name specifications shall not be used unless the particular brand name, product, or feature is essential to the Government’s requirements, and market research indicates other companies’ similar products, or products lacking the particular feature, do not meet, or cannot be modified to meet, the agency’s needs.

B. Rationale Supporting the Circumstance to Limit Sources. The requested Trimble Inc. equipment/service has been identified as the sole equipment acceptable for this procurement. The Field Contracting and Commodity Operations (FCCO) already possesses a range of Trimble, Inc. equipment, and these new items will be integrated and utilized alongside the current inventory. Selecting another brand would not only necessitate significant updates to multiple components but could also result in incompatibility and inoperability issues. Such disruptions could potentially delay projects and lead to costly downtime, affecting overall productivity and project timelines.
5. Best Value Determination (FAR 8.405-6(c)(2)(v)). The requested Trimble, Inc.
equipment/Service are commercially available from GSA and has already determined to be fair and reasonable.
6. Description of Market Research (FAR 8.405-6(c)(2)(vi)). Market research was conducted and based on previous delivery orders, Trimble currently has a Contract established through GSA (47QSMS24D002E). A notice of intent was not posted due to FAR 5.202(a)(11) and 5.202(a)(13). An RFQ will be posted on GSA Advantage along with a redacted copy of this LSJ.
7. Any Other Supporting Facts (FAR 8.405-6(c)(2)(vii)). None
8. Actions Taken to Remove or Overcome Barriers to Restricted Consideration (FAR
8.405-6(c)(2)(viii)). At this time there is nothing that is or can be done to overcome barriers to competition. As the requested Trimble, Inc. items need to work with the Reclamation’s existing Trimble, Inc. inventory, Trimble, Inc. would have to update their software to allow other manufactures equipment to function with the Reclamation’s equipment.
