Requirement Specifications Title: Water Flowmeter
Water Flowmeter Specification
DESCRIPTION
The Bureau of Reclamation has over 30 sites that have installed acoustic flowmeters to accurately measure flowrate for our hydroelectric units and total flowrate from our powerplants. A majority of these installed sites have Accusonic internal or feedthrough transducers. Our current portable flowmeter console is over 20 years old using old technology.
Bureau of Reclamation is upgrading our portable flowmeter with a new system that easily connects to a laptop to take flowrate measurements. The performance test group tests our hydroelectric units for flowrate, power, head to calculate efficiency per ASME PTC 18 test code. During testing we have found the powerplant’s flowmeter console can have issues and we use our portable flowmeter as a backup to continue the testing without delay or additional cost to the plant.
This is a Name Brand or Equal requirement for a:
Accusonic Portable Flowmeter Console-PN 8510+10ACR6
A. The flowmeter console shall incorporate the following components, features, and functions:
1. Capably to measure discrete acoustic travel times to arrive at an average velocity for each of the acoustic paths. These velocity data points shall be integrated over the cross-sectional area of flow to determine the average flowrate through the pipe. The method of measuring and computing water velocity shall be independent of the speed of sound in water.
2. Fully compatible with Accusonic internal mount and feedthrough transducers.
3. Console housed in NEMA 4X wall-mount weatherproof enclosure.
4. Operating up to ten (10) acoustic paths in the same measurement section.
5. Minimum 4 Gigabyte internal data logging storage
6. 90-250 VAC, 47-63 Hz or 100-300 VDC External Power
7. Evaluate each acoustic signal received and shall reject those which are distorted by reflections or reverberations or whose amplitude is below a minimum value. Velocity and rate-of-change-of-velocity limits shall be user-selectable and adjustable on- site.
8. LCD Touchscreen Display for user interface, with a minimum of 4 lines of vertical output display.
9. The touchscreen display shall be mounted inside a clear door of the enclosure, to view outputs without opening exterior door.
10. Capable of communication via a PC through a Microsoft Windows 10 user interface.
11. Display pipe flowrate and totalized flow.
12. Does not exceed 35 pounds.
13. Minimum of four (4) isolated analog 4-20 mA outputs of flowrate in two different pipe sections.
14. Designed to return to full operation following a short-term power interruption, with all stored values retained.
15. The flowmeter console shall include a Modbus interface via RS-232, RS-485, or TCP/IP, capable of providing flowrate, total flow, and flowmeter alarming.
16. The flowmeter console shall have at a minimum auxiliary relay with contacts rated for
125 Vdc, to annunciate a flowmeter watchdog alarm, a flowmeter under voltage alarm, and a general flowmeter system alarm.
17. Diagnostic information: signal travel times, sonic velocity, signal gains, signal to noise ratio, error messages.
18. Manufacter’s owner’s manual, software, software license (if required) and product data sheets.
DELIVERY
The flowmeter console system shall be delivered to:
Bureau of Reclamation P.O.#_____________ Denver Federal Center Building 67 6th and Kipling Denver CO 80225
The contractor shall protect all parts from corrosion, deformation, and other types of damage during storage, handling, and delivery. Damage to the systems during transit shall be repaired at the contractor’s expense.
WARRANTY
A. The flowmeter manufacturer shall provide a factory warranty for a period of one (1) year following shipment of the flowmeter system. During the one (1) year warranty period, the manufacturer shall, at the manufacturer's option, repair or replace any part which fails due to defects in materials.
