About this file

This document is a Determination to Solicit from a Single Source under the Simplified Acquisition Threshold (SAT) for the Navajo-Gallup Blending Study project.

The Bureau of Reclamation intends to award a contract to the Regents of the University of Colorado to provide analytical laboratory services and consulting services related to internal pipe corrosion in the Navajo-Gallup Water Supply Project San Juan Lateral drinking water transmission and distribution system. The analytical services include analyzing raw and treated drinking water for total and dissolved concentrations of inorganic cations and anions by ICP-MS or IC. The consulting services include recommendations for lab- and field-based testing, input to thermodynamic computer modeling, interpretation of water quality analysis and testing, and recommendations for potential chemical solutions like corrosion inhibitors. The estimated cost for these services is $50,211.97.

The justification for the single source award is that the previous contractor, Dr. Julie Korak, has familiarity with the ongoing work on the San Juan Lateral Blending and Corrosion project, reducing mobilization time and effort. Additionally, Dr. Korak's lab has the required analytical capabilities at a lower cost compared to commercial labs.

DETERMINATION TO SOLICIT FROM A SINGLE SOURCE

Pursuant to Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), for purchases not exceeding the Simplified Acquisition Threshold (SAT) Contracting Officers may solicit from only one source if the circumstances of the contract action deem only one source is reasonably available (e.g., urgency, exclusive licensing agreements, brand name, or industrial mobilization).

Pursuant to FAR 13.106-1(b)(1)(ii), when a single source is identified to provide a portion of the purchase as a Brand-Name, the documentation in paragraph 3 must state that this determination is only for a portion of the requirement.

1. Agency and Contracting Activity.

United States Department of the Interior, Bureau of Reclamation

Acquisitions Office

Denver, Colorado

TSC Navajo-Gallup Blending Study

2. Name and Address of Single Source.

Regents of the University of Colorado, The

3100 Marine St Ste 481 572 UCB

BOULDER CO 80309-0001

3. Description of Supplies/Services and Estimated Cost.

This project will investigate potential scenarios and solutions related to internal pipe corrosion in the Navajo-Gallup Water Supply Project San Juan Lateral drinking water transmission and distribution system.

Analytical laboratory services are needed to analyze raw and treated drinking water for total and dissolved concentrations of inorganic cations and anions by inductively coupled plasma with mass spectrometry (ICP-MS) or ion chromatography (IC). Additionally, consulting services related to internal pipe corrosion under drinking water conditions are needed, including recommendations for lab- and field-based testing based on previous experience, input to thermodynamic computer modeling, interpretation of water quality analysis and testing, and recommendations for potential chemical solutions (e.g, corrosion inhibitors).

The estimated costs for services is $50,211.97.

4. Description of Circumstances, including why only one source is reasonably available.

Dr. Korak completed tasks under a separate contract with the Bureau of Reclamation between 2020 and 2024 to support work for the San Juan Lateral Blending and Corrosion

Study project. The schedule for the San Juan Lateral Blending and Corrosion Study project was extended in 2024, but the contract with Dr. Korak expired with outstanding tasks due to the schedule extension at the Bureau of Reclamation. This contract is a continuation of work to support the extended San Juan Lateral Blending and Corrosion project schedule and includes a continuation of tasks previously supported by Dr. Korak. Dr. Korak is familiar

(11/2020) ongoing work on the San Juan Lateral Blending and Corrosion project, reducing mobilization time and effort for the tasks included in this contract.

5. Determination of Fair and Reasonable Price.

Dr. Julie Korak’s lab also has analytical capabilities required for this project. The lab has the capability to analyze water samples for total and dissolved cations/anions by inductively coupled plasma – mass spectrometry (ICP-MS) or ion chromatography (IC). The average price per ICP-MS/IC sample is approximately $29, independent of the number of cations/anions, which could be as high as eight per sample as an example (iron, lead, copper, calcium, sulfate, chloride, manganese, sodium). By comparison, commercial labs such as

Colorado Analytical Laboratories, Inc. (https://coloradolab.com/) in Lakewood, Colorado, or

Green Analytical Laboratories (http://greenanalytical.com/) in Durango, Colorado, charge

$15 to $20 per cation/anion, which would make the same example sample cost be as high as

$120 to $160. Therefore, using Dr. Julie Korak’s analytical capabilities would result in significant analytical savings to the project.

6. Description of Market Research.

Market research is based on recent quotes for water quality analysis by commercial laboratories from other projects also requiring analysis of inorganic anions and cations by ICP-MS or IC.
