STATEMENT OF WORK

Replacement of Hydraulic Laboratory Flow Control Equipment

1. Introduction - The Hydraulic Investigation and Laboratory Services (Hydraulics Lab) Group of the Technical Service Center operates the only hydraulic laboratory for the Bureau of Reclamation (Reclamation). The lab is used to perform site-specific hydraulic model studies and carry out experiments related to Reclamation’s applied research program. The purpose of this procurement is to replace and upgrade the control system used to measure and regulate flows delivered to operating experiments in the lab.

2. Background - The hydraulic laboratory was constructed in the late 1940s. The current control system was installed in 2006 and utilizes 4 Red Lion Human-Machine Interface (HMI) touch screen panels with associated hardware to register venturi meter differential pressures, calculate discharges (flow rates) and then maintain a constant discharge or constant pump outlet pressure by regulating control valves associated with the 18 venturi meters subdivided into 4 system quadrants (See attachments 1-2 for full details). The system also contains 18 isolation valves that control how the water travels through the laboratory’s piping system from pump to experimental facilities. Existing equipment is becoming unresponsive and needs repair or replacement. Laboratory staff have had difficulty in recent years integrating upgraded valve actuators into the existing system, for unknown reasons. The existing system also needs additional capabilities incorporated into the design to allow for flow rates into models to be controlled based on a local water level or water pressure reading obtained from the testing location (experimental facility). Upgrading and replacing the control hardware, actuators, and valves will be necessary to accomplish the Government’s objective.

3. Scope - The laboratory is located in Building 56 on the Denver Federal Center and covers an area of 65,000 ft2. Several permanent test flumes and other facilities are present, but most of the area is available for temporary model installations, which can reside from a few months up to several years. The primary water supply system for the fixed facilities and temporary experiments in the lab consists of a 250,000-gallon sump, four 100 to 150 hp pumps with variable speed motors, 18 venturi flow meters in sizes ranging from 3-inch to 14-inch diameter with accompanying downstream motor-operated gate valves to throttle the flow, and a piped distribution system that encircles the lab in a below-grade chase. The pipe distribution system includes an additional 18 motor-operated isolation valves that are located around the perimeter of the lab (in the pipe chase) or in the pump pits (See: Figure 1).

Flow measurement is accomplished with the venturi flow meters, which are organized into four sets of meters (4 meters each in the southwest and southeast quadrants of the lab, and 5 meters each in the northwest and northeast quadrants). Each set of venturi meters is served by a single U-tube mercury manometer and one differential pressure transducer, both located in a control panel that serves two adjacent quadrants (one control panel at the north end, one at the south).

Each of the 4 control panels monitor each venturi meter, as well as pump and valve operating controls and associated equipment. Pressure signals from the venturi flow meters are brought into the control panel for measurement by the manometer and/or pressure transducer systems. A manifold system with solenoid valves (south) or motor-operated isolation valves (north) is used to connect the venturi meter piezometer ports to the pressure measurement systems.

Flow rates can be determined by visually reading one of four manometers and using a calibration table, or by use of the Red Lion HMI’s, which compute the flow rate from the measured pressure and a calibration equation. The position of the throttling gate valves can be set manually using the flow controllers, or automatically using proportional-integral-derivative (PID) control algorithms that regulate the valve position to provide constant discharge (the usual operating condition) or a constant pump discharge pressure (an occasional operating condition).

Calibration relationships for the venturi meters are determined using a weight-based calibration tank located near the center of the lab. Four differential pressure transducers are used to determine the flow rates through each quadrant of venturis.

In addition to the 18 flow controllers, each quadrant contains a closed-loop controller to regulate the speed of the respective quadrant’s pump-motor. This controller is operated through the HMI to adjust the motor speed using a variable frequency drive (VFD). The 18 isolation valves located around the perimeter of the lab and in the vicinity of the pump pits can be controlled by any single HMI or using manual toggle style switches at each control panel. The controls on both the south and north end of the laboratory were installed in 2006 and contain:

• Venturi meters in sizes of 4”, 6”, 8”, and 12” diameter on the southeast (SE) and southwest (SW) corners of the lab, with manual selectors to pick which venturi will be used as the measurement device.

• Venturi meters in sizes of 3”, 4”, 6”, 8”, and 12” diameter on the northwest (NW) corner of the lab, with manual selectors to pick which venturi will be used as the measurement device.

• Venturi meters in sizes of 4”, 6”, 8”, 12”, and 14” diameter on the northeast (NE) corner of the lab, with manual selectors to pick which venturi will be used as the measurement device.

• Gate valves in corresponding sizes, operated by 480-volt Auma current loop actuators.

The control equipment sends a 4-20 mA current loop signal to the valve indicating the desired valve position. The valve actuator sets the valve to that position. These valves and actuators date to about 1990 (north end).

• Electric motor-driven gate valves in corresponding sizes, operated by Auma pulse-type actuators. The control equipment energizes and deenergizes the valve motors whenever a valve movement is needed. These valves and actuators date to the late 1980s (south end)

• Red Lion HMI’s and associated input/output (I/O) boards for communication with equipment.

The Hydraulics Lab is seeking a turn-key replacement or upgrade of the existing integrated control system which includes the replacement of the control system (HMI & IO boards), all major valves (venturi control valves replaced with ball valves and isolation valves replaced in-kind), associated actuators, and all four existing VFD drives. This turn-key replacement includes the removal and disposal of old equipment and hardware and the installation and functional testing of the new equipment and hardware.

Technical Requirements - Contractor must design and install a system for measuring and controlling the flow rate of water delivered to operating experiments served by the fixed flow delivery system in Reclamation’s Hydraulic Laboratory. Contractor must uninstall, remove, and dispose of all existing equipment and hardware that will be replaced, including all valves, actuators, VFD drives, and control system components. The system must be installed in the laboratory in Building 56 on the Denver Federal Center during a 6-month period following notice to proceed. The system shall provide laboratory personnel the capability of accurately measuring discharge into operating experiments and providing automatic control of flow rate or water level in operating experiments.

The system provided shall have the following capabilities and characteristics:

• New valves & actuators (powered by existing 480 voltage) with compatible control means as described in Table 1. Existing flow control valves are gate valves, which will be replaced with ball valves and may require modification of the existing piping, including changing the location of the flanged connection to accommodate a wider body valve.

• Flow control valves requirements:

o Must provide good flow control over the complete valve stroke.

o Full port valves when fully open.

o Drip/leak tight when closed.

• Isolation valves requirements:

o Full port when fully opened.

o Drip/leak tight when closed.

o Flange to flange width must be 14-inches or less to fit in existing piping.

o Must fit within the existing valve vaults when actuators are installed (7-ft-long x 4-ft-wide x 26-inch-deep) o Provide resilient long-term (25+ years) drip/leak tight operation while installed and operated on their side (shaft oriented horizontally).

• One new 150 HP capable Variable Frequency Drive (VFD).

• Three new 100 HP capable Variable Frequency Drivers (VFD).

• Four flow meters to be installed in/on existing 12” pipe accurate to +/- 1.0% from 1-15 ft3/sec, one at each venturi bank quadrant to be used as a redundant and instantaneous discharge measurement. Piping may need to be modified to accommodate the proposed flow meters. The inclusion of this flow meter into the new control system is important.

• Integrated, selectable control of the 18 venturi flow meters and associated control valves in the laboratory to permit the delivery of specified target flow rates to an experiment, or the

140R8124Q0035 Page 8 of 70 maintenance of target water levels at a user-selected location within an operating experiment (water levels would be measured with equipment provided by the government in the future).

The system shall also have the capability to accept custom control algorithms that regulate flow to meet user-defined objectives (e.g., deliver a specified flow hydrograph to an experiment).

• Human-Machine Interface (HMI) equipment should be provided at the north and south control panels. Separate HMIs for each quadrant (northwest, northeast, southwest and southeast) of the lab should integrate information and functions from all controlled devices.

Each HMI should provide a view of overall laboratory operations, control of all perimeter isolation valves, control of associated pump pit isolation valves, and control capability for associated venturi meters and control valves. Regulation of pump-motor speeds and control capabilities that utilize the variable-speed drives of the pump motors are also necessary.

• The HMIs in each control panel must provide set-point operation of the gate valves downstream from each venturi meter, as well as automated control of flow rate or water level via self-tuning PID control. The system should be able to perform the above tasks based on the following scenarios:

o Constant discharge from the sump to the test facility.

o Constant water level in the desired test facility (wireless and relocatable would be preferred) – current system does not have this flexibility.

o Constant pressure in the desired test facility (wireless and relocatable would be preferred) – current system does not have this flexibility.

o Constant pump pressure at the pump.

• Control hardware must utilize a real-time operating system (RTOS) that provides continuous uninterrupted availability of the control system.

• An uninterruptible power supply or other suitable equipment or method should be provided to prevent loss of system programming during unplanned power outages of up to 72 hours duration.

• The HMI and the distributed I/O system bringing data into the application should be programmable in the same language, preferably a visual programming environment easily learned by laboratory personnel who will maintain and improve the system in the future.

• Data acquisition hardware must have National Institute of Standards and Technology (NIST) traceable I/O and allow for custom calibration.

• Data acquisition hardware must be expandable to allow for future integration of data channels related to operating experiments in the laboratory.

• Applications to allow the control system to be viewed and operated from Apple and Android smart phones and tablets and Windows based laptop computers must be provided to allow

140R8124Q0035 Page 9 of 70 remote control of flow rates and/or water levels from handheld devices communicating with the control hardware via a local wireless link within the laboratory.

• Trend charts for each venturi meter should be provided within the HMIs. Trend charts should show the target flow (or other controlled variable, such as water level or pump pressure), the actual flow rate (or other controlled variable), and throttling valve position.

Trend charts should show optional time durations ranging from 1 minute to 1 year.

• Hardware and/or HMIs must provide analog output of discharge, water level and/or pressure in selectable test facility, and pump pressure at 1 Hz. This analog signal should be able to transmit into a local data acquisition system that is in use at the testing facility (wired and wireless output is required).

• Hardware must have rated operating range of 0 to +40 ºC, with 50g shock and 5g vibration ratings.

• Existing control wiring is believed to be in good condition, but replacement of some wiring runs may be necessary.

• Manual overrides for automatic controls must be provided. Manual controls for venturi meter throttling valves should be in the form of soft buttons on the HMI screens. Existing physical switches and buttons that presently provide manual control for chase valves should continue to provide manual control.

• Alarms should be raised when a controlled flow rate deviates from its target by more than a user-specified percentage.

• Alarms should be raised, and calls, texts, and emails be sent to at least 4 programmable individuals when water is present in either pump pit or reaches 2-inches deep in any part of the pipe chase.

• The contractor must work with the Hydraulics Laboratory staff to minimize disruption of ongoing work in the laboratory during installation and configuration of the new control system.

5. Deliverables -

1. Uninstallation, removal, and disposal of existing equipment being replaced.

2. Installed and working control system with functionality as described above.

3. Control system commissioning and training.

4. Documentation of system capabilities.

5. Drawings showing as-built installation of electrical equipment and control hardware (paper copies and electronic versions in AutoCAD 2004 or later format).

6. User’s manual for system operation (2 paper copies, and 2 electronic copies on USB capable drives).

7. Documentation necessary for compliance with all information technology (IT) security requirements.

7. Period of Performance - Project must be completed within six months of receipt of Order.

9. Work Hours - Normal work hours are Monday through Friday, except federal holidays, 7:30 a.m.

to 4:00 p.m. Hours outside of this perimeter, or overtime, are not permitted without the express written consent of the Contracting Officer.

10. Security - All service locations under this contract are within secured areas. The Contracting Officers Representative (COR) shall arrange for Contractor’s entry into such areas and inform Contractor of security procedures. Contractor shall comply with all security procedures.

Contractor shall supply the Reclamation with the legal names of all employees who will be working under this contract. Reclamation reserves the right to perform security checks on such employees.

If, in the judgment of Reclamation, any employee fails to meet minimum security requirements or proves to be detrimental to the security of Reclamation’s facilities, Contractor, upon request, shall remove such employee from any work under this contract.

11. Site Visit – Two methods will be used to go over the existing site situation:

A. One 1-hour virtual presentation will be made to provide a general overview of the site and work to be performed. A Teams invite will be sent to interested vendors. One 1-hour Teams virtual presentation is scheduled for Monday, June 3, 2024, at 1:00 pm. MST.

Interested vendors must email the Contract Specialist, Ms. ConnieAnn Tudela- Kately at ctudelakately@usbr.gov no later than Friday, June 1, 2024, at 12:000 pm MST to receive an invite for the Teams virtual presentation.

B. One 2-hour on site meeting will be established to provide vendors time to see the site in person and take any needed measurements. Site visit is scheduled for Tuesday, June 11, 2024, at 10:00 am. MST (additional site visits will be scheduled at the approval of the Contracting Officer). Please note that all visitors will need Government issued photo id’s (driver’s license or passport) and will need to wear closed toed shoes.

(a) The Contracting Officer is the only individual authorized to enter into or terminate this contract, modify any term or condition of this contract, waive any requirement of this contract, or accept nonconforming work.

(b) The Contracting Officer will designate a Contracting Officer's Representative (COR) at time of award. The COR will be responsible for technical monitoring of the contractor's performance and deliveries. The COR will be appointed in writing, and a copy of the appointment will be furnished to the Contractor. Changes to this delegation will be made by written changes to the existing appointment or by issuance of a new appointment.

(c) The COR is not authorized to perform, formally or informally, any of the following actions:

(1) Promise, award, agree to award, or execute any contract, contract modification, or notice of intent that changes or may change this contract;

(2) Waive or agree to modification of the delivery schedule;

(3) Make any final decision on any contract matter subject to the Disputes Clause;

(4) Terminate, for any reason, the Contractor's right to proceed;

(5) Obligate in any way, the payment of money by the Government.

(d) The Contractor shall comply with the written or oral direction of the Contracting Officer or authorized representative(s) acting within the scope and authority of the appointment memorandum. The Contractor need not proceed with direction that it considers to have been issued without proper authority. The Contractor shall notify the Contracting Officer in writing, with as much detail as possible, when the COR has taken an action or has issued direction (written or oral) that the Contractor considers to exceed the COR's appointment, within 3 days of the occurrence. Unless otherwise provided in this contract, the Contractor assumes all costs, risks, liabilities, and consequences of performing any work it is directed to perform that falls within any of the categories defined in paragraph (c) prior to receipt of the Contracting Officer's response issued under paragraph (e) of this clause.

(e) The Contracting Officer shall respond in writing within 30 days to any notice made under paragraph (d) of this clause. A failure of the parties to agree upon the nature of a direction, or upon the contract action to be taken with respect thereto, shall be subject to the provisions of the Disputes clause of this contract.

a) Performance of the work under this contract shall be subject to the technical direction of the Reclamation Contracting Officer's Representative (COR). The term "technical direction" is defined to include, without limitation:

(1) Inspecting and accepting or rejecting work performed under the contract.

(2) Representing the Government in technical phases of the work. The COR is responsible for the technical administration of the contract and will provide instructions and interpretations to the Contractor on all technical matters relating to the contract. The COR will supervise or oversee all Government technical and administrative personnel assigned to assist the

COR.

(3) Reviewing and, where required by the contract, approving submittals of technical data, shop drawings, samples, literature, plans, or other data required to be delivered by the Contractor to the Government.

(b) The Contractor will receive a copy of the written COR designation from the Contracting Officer. It will specify the extent of the COR's authority to act on behalf of the Contracting Officer.

(c) Technical direction must be within the scope of work stated in the contract. Only the Contracting Officer is authorized to determine if a change is within the scope of the contract; therefore, the COR does not have the authority to, and may not, issue any technical direction that -

(1) Constitutes a direction of additional work outside the Contract requirements;

(2) Constitutes a change as defined in the contract clause entitled "Changes;"

(3) In any manner causes an increase or decrease in the total contract cost, or the time required for contract performance;

(4) Changes any of the expressed terms, conditions or specifications of the contract; or

(5) Interferes with the Contractor's right to perform the terms and conditions of the contract.

(d) All technical direction shall be issued in writing by the COR.

(e) The Contractor must proceed promptly with the performance of technical direction duly issued by the COR in the manner prescribed by this clause and within its authority under the provisions of this clause. If, in the opinion of the Contractor, any instruction or direction by the COR falls within one of the categories defined in (c)(1) through (c)(5) of this clause, the Contractor must not proceed and must notify the Contracting Officer in writing within five (5) working days after receipt of any such instruction or direction and must request the Contracting Officer to modify the contract accordingly. Upon receiving the notification from the Contractor, the Contracting Officer must -

(1) Advise the Contractor in writing after receipt of the Contractor's letter that the technical direction is within the scope of the contract effort and does not constitute a change under the Changes clause of the contract; or

(a) The Contractor shall not require any person employed in the performance of this contract (including subcontracts) to work under conditions which are unsanitary, hazardous, or dangerous to the employee's health or safety.

(b) Contractor shall comply with the most current version of the Bureau of Reclamation Reclamation Safety and Health Standards (RSHS) and, if applicable, the requirements of the Accident Prevention Clause (FAR 52.236-13 ).

(c) Comply with the standards issued by the Secretary of Labor at 29 CFR Part 1926 and 29 CFR Part

1910 from the Occupational Safety and Health Administration, U.S. Department of Labor, www.osha.gov.

(d) In the event there is a conflict between the requirements contained in paragraphs (b) and (c) referenced herein, the more stringent requirement shall prevail.

(e) The Contractor shall submit a written proposed safety program as prescribed in the RSHS and the written specifications.

(f) The Contractor shall maintain an accurate record of, and shall report to the Contracting Officer (or authorized representative) in the manner prescribed by the Contracting Officer, all cases of death, occupational diseases, or traumatic injury to employees or the public involved, and property damage in accordance with the RSHS and OSHA guidelines.

(g) The rights and remedies of the Government provided in this clause are in addition to any other rights and remedies provided by law or under this contract.

(h) If the RSHS is updated or amended by Reclamation during the course of this contract, the contractor will be notified in writing. The contractor shall comply with the current RSHS immediately upon written notification. Should the contractor feel that the updated version of RSHS constitutes a substantive change to the contract, affecting price or time (or both), the contractor may request an equitable adjustment in the contract price. Any such requests shall include a price proposal submitted in compliance with Contract Clause WBR 1452.243-80, Modification Proposals - Bureau of Reclamation, and in sufficient detail to allow meaningful analysis of labor, equipment and material.
