About this file
This document is an amendment to a solicitation for a federal contract opportunity. The key details are:
This amendment provides follow-up answers to questions from a site visit and extends the solicitation due date from June 28, 2024 to July 8, 2024. The requirement is for a firm fixed price contract for lab control system upgrades, including lab valves and actuators, for the Bureau of Reclamation Hydraulics Investigations and Laboratory. The amendment clarifies details such as valve and actuator sizing, the number of powered vs. non-powered valves, and requirements for uninterruptible power supply, valve opening/closing speed, and flow control valve specifications. It also provides photos of motor nameplates and flow rate information for the venturi control valves. Contractors are required to bid on the full scope of work - partial bids will not be accepted.

Questions
1. Are the dimensions of the valves and actuators the need replacement (listed in Table 1) accurate?
Isolation Valve A is not correct. It is a 14” valve, not a 12” valve.
Valve Type: Isolation Location: North – A Size (in): 14 inch Existing Valve Type: Gate Valve Existing Flange to Flange Distance: 15 inch New Valve Type: Gate Valve Flow Control: NO
2. Do the Valve Operator Disconnect Cabinets need to be replaced?
No. There are valve operator disconnect cabinets on the east and west side of the lab (shown below). These do not need to be replaced.
Figure 1. The valve operator disconnect cabinet on the east side does not need to be replaced under this contract.
140R8124Q0035 - Amend 0002 Page 3 of 8
Figure 2. The valve operator disconnect cabinet on the west side does not need to be replaced under this contract.
3. Clarification was requested on the number of powered and non-powered valves in the north and south pump pits.
In the north pump pit, there are 4 motorized valves labeled as Valve A, B, C, D as shown in Table 1 of the statement of work. There are 3 other valves in the pump pit, but they are manually operated and will not be replaced as part of this scope of work. In the south pump pits, there are 3 motorized valves labeled as Valve J, K, L as shown in Table 1 of the statement of work.
4. Is an uninterruptible power supply for 72 hours really needed?
The goal is to not lose control system programming if the power goes out. If this is already included in the proposed system, then an UPS of 72 hour is not required.
5. Can a company submit for only part of the project (e.g., valves and actuators only)?
No. The bid must be complete with all elements in the solicitation. Subcontractors may be required to meet all required criteria in the statement of work.
6. Should globe valves be specified instead of ball valves?
The flow control valves on the venturis will be replaced with ball valves. We require flow capacity and flow control. Although globe valves have better flow control, we expect there would be too much head loss at the valves. Please proceed with ball valves.
7. HDMI screen
The HDMI screen does not need to be exact same size as the existing screen. The HDMI screens just need to be functional and fit in the available control panel space.
8. Has BOR considered purchasing spares parts?
140R8124Q0035 - Amend 0002 Page 4 of 8
Spare parts have not been requested in the solicitation. Venturi actuators should be sized as appropriate for each venturi and do not need to be interchangeable to provide redundancy.
9. Can we get photos of the motor name plates?
Figure 3. NE motor name plate (photo from one angle).
Figure 4. NE motor name plate (photo from a different angle).
Figure 5. NW motor name plate.
140R8124Q0035 - Amend 0002 Page 5 of 8
Figure 6. SE motor name plate.
Figure 7. SW motor name plate.
10. What is the required opening/closing speed for full open/close?
All valves should fully open/close in 30-60 seconds.
11. How do we envision staging installation?
The hydraulics lab would like to bring down only one quadrant at a time if possible to maintain functionality in the lab. If half of the lab (north/south) needs to be out of service, we will be able to accommodate this, but will need to work closely with the contractor on timing.
12. Should burned out lights on control panel indicators be replaced?
140R8124Q0035 - Amend 0002 Page 6 of 8
It appears that the signal is not being received from the isolation valves or venturi valves to turn the lights on. A new system should resolve this. However, if it is simply a bulb replacement, then please replace the bulbs. LED lights are not required.
13. What is the flow range for each venturi? What is the maximum pressure?

14. How many 14” venturi control valves are there?
The drawing in Figure 1 of the statement of work is correct. There is one 14” flow control valve at the NE venturi. The maximum size of the flow control valves on the NW, SW, and SE sides is 12”.
