About this file
This document contains questions and answers regarding Amendment 0002 to Solicitation 140R8123R0003 from the Department of the Interior Bureau of Reclamation for risk management support services. The amendment clarifies that proposed responses should exclude cover pages and tables of contents from the 20-page limit, as these pages will not be counted toward the total. It also specifies that while experience as an administrator in Xacta 360 or similar tool is required by section 7.1 of the performance work statement, the role refers to a user with escalated privileges rather than a system administrator responsible for backend management. The solicitation remains for an indefinite-delivery, indefinite-quantity contract to provide risk management support as described in the performance work statement.

140R8123R0003/Amendment 0002 – Risk Management IDIQ Questions and Answers (#69‐70)
62. Attachment F, Pg 4. Would the Government confirm if the FISMA support seed task order is for the Xacta 360 system administration?
a. No, please refer to tasks in Section 4 in the PWS, system administration is not included.
69. Based on the Government’s response to question 62, would the Government please confirm that
FISMA PWS section 7.1 does not require “Expert level experience as both a “User” and an “Administrator” within Xacta 360, or an equivalent level of expertise within another GRC tool (such as eMASS, Archer, CSAM, etc.), to include, but not limited to; assigning user roles, …”.
a. FIMSA PWS Section 7.1 does require the experience as stated. An “administrator” role in this context is a user account with escalated privileges that is needed to perform tasks such as changing workflow steps, adding/removing users from boundary profiles, and conducting some troubleshooting for regular users. A "system administrator" role and related experience, such as someone who would manage the backend of Xacta, is not required.
49. Pg 29. 52.212-1(a). Would the Government confirm whether sequential numbering shall include cover pages and tables of contents? If so, please confirm that cover pages and tables of contents are not included in the page count for page limited volumes.
b. Cover pages and table of contents will be included in the page count.
70. Typically, the table of contents and cover pages are sequentially numbered as I, ii, iii, iv, etc. but not included in the page count. If it is included, then this would significantly impact the 20 page count provided for response. Please confirm that the Cover pages and table of contents are not included in the page count.
a. RFP updated on Amendment 0002 to exclude cover page and table of contents from 20-page count.
