1. Project Title: Subscription to web-based job hazard analysis application

2. Description of Need: The service is a subscription to a web-based database for developing job hazard analysis (JHA) documents for the CGB Region’s operational activities. The Reclamation Safety and Health Standards (RSHS) mandates proper work planning and outlines compliance standards for day-to-day activities. The JHA is a document that is required for work that exposes employees to safety/health hazards. This document is developed to identify the task/project, including equipment needed, specific operations, instructions, hazard assessment, and elimination/control for those hazards. The subscription for unlimited access to the database will enable CGB facilities to develop and maintain standardized JHAs for use at all facilities/projects. The standardization reduces the effort for development and duplication, while increasing continuity of safety practices. This program also allows for reference to applicable codes, standards, and regulations for evaluating variable types of hazard exposure.

The CGB Region’s effort to transition to a web-based application for JHA development was originally competed and awarded in FY2014 (R14PX01093). The JHA application award was used to test the application for Reclamation’s needs; the application met Reclamation’s needs and the contract was expanded to include all CGB facilities and unlimited CGB Region users.

The current application stores already-developed JHAs to allow employees access to customize and modify existing JHAs for similar work projects. The already-developed JHAs cannot be transferred to a new application due to exclusive licensing/software. Employees in the CGB Region have already been trained on how to use the current web-based application to develop JHAs in accordance with the RSHS.

PERFORMANCE WORK STATEMENT (PWS)

CALIFORNIA-GREAT BASIN REGION JOB HAZARD ANALYSIS (JHA) WEB-BASED APPLICATION

June 9, 2023

1.0 INTRODUCTION:

1.1 The CGB Regional Office of Safety and Emergency Management (CGB-160) is responsible for leading the Safety and Occupational Health (SOH) Program for the CGB Region, including providing area office support. One way that CGB-160 supports the SOH Program is by providing access to a web-based JHA application for CGB Region employees called Job Hazard Analytics. Access to Job Hazard Analytics allows CGB Region employees to be more efficient in safely performing hazardous work tasks, as well as ensuring that there is consistency in JHA preparation. This in turn increases employee understanding and comprehensive of a JHA.

2.0 SCOPE: Acquire a one-year subscription (with 4 option years) to the contractor’s service – Job Hazard Analytics – the web-based JHA application.

3.0 PERSONNEL QUALIFICATIONS: N/A

4.0 GOVERNMENT-FURNISHED EQUIPMENT (GFE) AND MATERIALS:

7.0 GOVERNMENT VEHICLES: Contract employees required to utilize any Government vehicle (cars, trucks, heavy equipment, etc.) either as a driver or passenger shall be required to sign a “Hold Harmless” release. This includes Government-procured rental vehicles. The Contractor shall use or rent their own vehicles whenever possible and practical. Signed releases are due to the CO 1 day before use of a Government vehicle. Government vehicles are for official use only.

8.0 SECURITY: No security requirements over and above what the contractor will provide at their web page and on their servers as needed.

8.1 The Project Manager or Contracting Officer’s Technical Representative (COTR) listed in paragraph 13.0 will assist with the Contractor’s entry into secure areas and inform the Contractor of security procedures. The Contractor shall comply with all security procedures.

8.2 Reclamation has identified specific security sensitivity designations for information related to Government facilities.

8.3 All contractor produced and Government furnished information related to this contract is designated Public Information (Non Official-Use-Only), except for the Government furnished work products which are designated Official Use Only – SENSITIVE (FOUO/SENSITIVE).

8.4 The Contractor shall be required to supply Reclamation with the legal names and other personal information of employees who will be working under this contract.

8.5 Reclamation reserves the right to perform security checks on Contractor employees.

9.0 TRAINING: N/A

10.0 DELIVERABLES: Upon execution of this contract, provide the CGB Region with a subscription to Job Hazard Analytics for one year. CGB Region safety personnel will be designated as system administrators and will be able to establish user accounts for employees in the CGB Region, will be able to reset user passwords, and will be able to customize the drop-down menus in Job Hazard Analytics. The table below provides a listing of deliverables and the recipients.

10.1 Deliverable #1: Access to Job Hazard Analytics The deliverable is CGB Region access to Job Hazard Analytics with unlimited site licenses. The contract effort made by the contractor will be performed on their web-based host servers at their place of business, with the data used by CGB Region being delivered to CGB Region employees over the Internet through government computers, tablets, and smart phones assigned to and controlled by CGB Region employees. Employees can access Job Hazard Analytics from any Internet connection; it is not necessary to be on the DOI network to access the web-based system. Once the contract is awarded, notify Denise Caldwell that the CGB Region has access to Job Hazard Analytics.

11.1 Contractor’s Performance Assessment Reporting System (CPARS). The attached Contractor Performance Report is provided for your information. This report will be completed by the Contracting Officer’s Technical Representative (COTR) at the end of the performance period. This information will be input into the Contractor’s Performance Assessment Reporting System (CPARS) when the system becomes available.

12.0 Identification of Contractor Employees: All contract personnel are required to identify themselves as contractors. Whether attending meetings, answering Government telephones, or working in other situations where their contractor status is not obvious to third parties, they must make their status known to avoid creating an impression that they are Government employees.

WBR 1417.202 Use of options.

The total evaluated price will be calculated as the sum of the CLINs’ extended prices, including the base, all option CLINs, and the 52.217-8 Option to Extend Services. The Option to Extend Service’s price will be calculated by prorating the last option’s CLIN price for a period of 6 months.
