Performance Work Statement (PWS)

Lower Yakima River Monitoring to Support Water Quality Gaging

Bureau of Reclamation

Changes to the performance work statement are highlighted in yellow.

1.1 Scope

The Bureau of Reclamation (USBR) seeks Contractor services to conduct water quality monitoring on the lower Yakima River through June 2023. Samples shall be collected on a bi-weekly basis at 10 locations along the lower Yakima River as conditions allow. Two continuous water quality monitors will also be installed at two locations. These samples shall be analyzed for suspended solids, turbidity, nutrients, organic carbon, water temperature, dissolved oxygen, and alkalinity. In addition, as this project is in conjunction with another sampling project by the United States Geological Survey (USGS), the

Contractor will need to perform upkeep and calibration on multiple nitrate sensors that the USGS is monitoring. All data and results shall be submitted to the Washington State Department of Ecology’s

(Ecology) Environmental Information Management database for record keeping.

1.2 Project Background

USBR requires Contractor services to support the development of a water quality model of the lower

Yakima River that Ecology is developing. This model will then be used by USBR and will be coupled to an operations model to better understand how water operations might be used to lower water temperature and increase dissolved oxygen at key parts of the river system where salmon migration occurs.

The USGS is also installing two more continuous water quality monitoring gages in the lower Yakima in

2022 as a complementary monitoring effort. The goal of both sampling efforts is to collect enough data to properly calibrate the water quality model of the lower Yakima River.

To this end, the Contractor shall collect water quality data, field measurements, and water samples from the mainstem Lower Yakima River. The Contractor shall collect this data in contract with the USBR to support the continuous water quality monitoring in the Lower Yakima River by the USGS. The data will be part of a larger data set used to model and simulate water temperature and DO levels in the Lower

Yakima River Basin. The Contractor shall install continuous water quality monitoring sensors at several locations to fill in gaps of data collection and improve the understanding of data variability (Table 1).

Meters shall be installed and maintained following Ecology’s statewide ambient monitoring program protocols (Hallock, 2009) and continuous water quality monitoring protocols established by the USGS

(Wagner et al., 2006). Grab samples shall be analyzed back at the laboratory and all samples will meet the measurement quality objectives outlines in Ecology’s Programmatic Quality Assurance Project Plan

(QAPP; McCarthy and Mathieu, 2017). In addition, maintenance and calibration shall be performed on the nitrate sensors at the two USGS gages.

3.0 Tasks

The Contractor shall complete the following tasks:

1. Collect biweekly samples of suspended solids, turbidity, nutrients, organic carbon, and alkalinity in the Lower Yakima River mainstem and major tributaries through November 2022 (dependent on weather and river conditions). A list of samples and sites are provided in Figure 1 and Table 1.

2. Monitor continuous (diel) temperature, turbidity, and DO at several stations. A list of samples and sites are provided in Figure 1 and Table 1.

3. Submit results of monitoring into Ecology’s Environmental Information Management database.

4. Assist with nitrate sensor calibration and upkeep at the two USGS-installed gages.

5. Perform water quality monitoring and sampling at all specified locations during 2023 runoff season should conditions allow.
