Attachment B Seed Task Order Pricing / Attachment G Seed Task Order Three PWS, CLIN
Positions - Currently, the Government lists 18 FTEs across the six CLINs to support Seed Task
Order Three, however, there is no project management CLIN or labor category to provide project oversight. Seed Task Order One provides a CLIN for a full-time Helpdesk Manager/Lead role to provide oversight of 12 other FTEs. Seed Task Order Two provides a CLIN for a full-time Project
Manager 2 to provide oversight of 12 other FTEs. Given the number of FTEs in Seed Task Order
Three and the required high-level activities – e.g. analyses, strategy development, financial material weakness resolution, etc. it would seem to be an inherent risk to not have a full-time
Project Manager CLIN to manage performance, quality, schedule, resources, submit deliverables, and serve as a single Point of Contact for the Task Order.
• Will the Government please clarify its intent with regard to the CLIN Positions listed for Seed
Task Order Three?
A: For application development, the government project management office (PMO) will provide oversight in addition to the Project Manager that is required under Attachment A, IDIQ Section 10.1.
