Questions and Answers for Solicitation 140R8119Q0170 Question 1: In regards to your solicitation 140R8119Q0170, do you by chance know the capacity of the existing mixed media filter or what would be the capacity of the full scale membrane filtration (MF) system?

Answer 1: The full-scale process would be 2250 gallons per minute treated flow.

Question 2: In Part 2.01.o., it says the contractor will provide lifting, unloading and placement services for the pilot equipment. Therefore if we need a forklift to unload the pilot from the truck it is delivered on and place it in the building, it is our responsibility to arrange a forklift and operator to be on site when the pilot is delivered? If that is the case, do we also need to do the same to remove the pilot and load it on a truck at the end of the pilot study? Just checking so we can include that in our price if needed.

Answer 2: Yes. It is the contractor's responsibility to unload (at pilot commencement) and reload (at conclusion of pilot) the pilot equipment with a contractor supplied forklift and forklift operator to and from the delivery truck.

Question 3: Part 2.01.n. says the available floor space in the building is 5.5 ft x 15 ft, while part 2.02.c. says it is 5.5 ft x 12 ft. Can you please confirm the available floor space?

Answer 3: 5.5 x 15' is the correct area of floor space available. This has been updated in paragraph 2.02c. of the Statement of Work document.

Question 4: Do you have a sense as to when you might be awarding a contract for the piloting? I am also wondering if there might be some flexibility in the timing of the pilot test.

Answer 4: The solicitation action for this acquisition is of a competitive status--meaning there are other small business vendors competing for this requirement! So, the question is when we award this action, and the answer is as soon as we receive quotes and have a proper source selection process amongst all qualified and responsive quotes.

Question 5: Do you have a sense as to the number of technologies or vendors that will be piloted? We view our pilots as an investment and it helps me with some of our internal decision-making if I can make a business case for the application.

Answer 5: The number is to be determined.

Question 6: Have you determined what would qualify as a “successful” pilot and what a schedule for implementation might be?

Answer 6: Please read the RFQ in its entirety.

Question 7: Are there specific effluent treatment goals for the filtrate?

Answer 7: No. We solely expect the membrane to be able to successfully pass integrity testing.

Question 8: If I am reading it correctly, I believe that the pilot equipment will be located indoors, as long as it can fit in a footprint of 5.5’ x 15’ – would you mind confirming that is correct? (at one point, the dimension appears to be listed as 5.5 x 12’).

Answer 8: Correct, the footprint is 5.5'x15' Question 9: The spec mentions that coagulants will be supplied by the owner. Are those coagulants decided upon? Will the owner be supplying a common coagulant feed system as well?

Answer 9: The membrane unit will be fed water from a full-scale process that employs sodium hydroxide to coagulate influent particles and precipitate iron, zinc, cadmium and some manganese. This is the only coagulant that will be tested. The water quality expected to feed the membrane unit is in the PWS, Section 11.02, Table 1.d. In addition to coagulant the plant will dose anionic polymer in the flocculation reactor. The polymer used will be Magnafloc 338.

Question 10: The solicitation refers to the Contractor and their responsibilities. Is a licensed General Contractor required or can the manufacturer/supplier of the MF/UF Pilot act in that capacity?

Answer 10: The manufacturer / supplier of the MF / UF pilot can act in this capacity.

Question 11: How many pilots from different manufacturers will you be choosing to pilot? A single one or multiple?

Answer 11: Only one pilot will be selected from the proposal(s).

Question 12: If the Solicitation is due on 3/22 and you want the pilot to start on 4/1, how many days after the solicitation closes will you be able to notify the winning bidder(s) and issue a notice to proceed?

Answer 12: The period of performance will be adjusted based on the date of award. We do not have a specific number of days in between receiving proposals and awarding the contract. This will depend on how long it takes to evaluate all proposals received.

Question 13: Are you looking for a lump sum price for five months (4/1/2019 – 8/31/2019) of operation or a monthly rental fee with other costs itemized?

Answer 13: This will be a firm-fixed price contract.
