This is a Sources Sought Notice, it is not a solicitation for work, nor is it a request for quote or proposal. The Bureau of Reclamation, Mid-Pacific Region, Bay-Delta Office is seeking businesses capable of developing environmental compliance documentation and all associated analyses and modeling on updates to the coordinated long-term operation (LTO) of the Central
Valley Project (CVP) and State Water Project (SWP), in accordance with the National
Environmental Policy Act (NEPA), as amended, Endangered Species Act Section 7(a)(2), the
Council on Environmental Quality (CEQ) Regulations for Implementing the Procedural
Provisions of NEPA (40 Code of Federal Regulations (CFR) Part 1500-1508), the Department of
Interior’s (DOI) regulations for implementing NEPA (43 CFR Part 46), and the Bureau of
Reclamation (Reclamation) NEPA Handbook (latest version available - dated February 2012), and Secretarial Order 3355 (Streamlining National Environmental Policy Reviews and
Implementation of Executive Order 13807). Additionally, the Biological Assessments (BAs) will include appropriate information on Essential Fish Habitat (EFH) that will result in conclusion of consultation with National Marine Fisheries Service (NMFS) under the Magnuson-
Stevens Fishery Conservation and Management Act (MSA). This contract will provide technical assistance for Track 1, and complete the ESA, NEPA, and MSA consultations for Revisions
(Track 2) to the Coordinated Long-term Operation of the CVP and SWP and Related Facilities and the ROC (Track 3) on LTO. As stated above, all three processes will inform each other and be intricately linked. Brainstorming, alternatives development, and modeling for each will inform and be used for the other two.
Reclamation anticipates a three-track process with all tracks initiated simultaneously, proceeding in parallel, but concluding at different dates. Options and alternatives that there is not time to analyze in the shorter processes (Track 1) will be analyzed in the third process (Track 3). This would not necessarily be specific to tasks, rather ideas that may not be developed fully. All three processes will occur concurrently, and alternatives development for each will inform the other two. This contract will provide technical assistance for the first process, and complete the environmental compliance and Endangered Species Act Biological Assessments for the second two processes.
