The Bureau of Reclamation, Missouri Basin Region, intends to issue a Commercial Request for
Quote (RFQ) for the following Brand Name or equal supplies:
125 VDC DEAD-FRONT DISTRIBUTION SWITCHBOARD
See specifications attached
Delivery location is Bureau of Reclamation, Wyoming Area Office (WYAO) Warehouse, 205
Chamberlain Road Mills, WY 82644. FOB Destination of all supplies with an anticipated delivery date on or before September 1st, 2026.
It is anticipated the simplified acquisition set aside will be a Total Small Business with Lowest
Price Technically Acceptable evaluation criteria.
It is anticipated the Request for Quote (RFQ) will be posted on or about 25 August 2025 via the
SAM.gov website.
It is incumbent upon contractors to monitor the SAM.gov web page for RFQ release and all subsequent amendments.
The product service code is 6110 and the NAICS code is 335313.
HARD COPIES OF THE SOLICITATION WILL NOT BE ISSUED. Quotations are not requested and will not be accepted from this Pre-Solicitation Notice.
It is required all companies are to be actively registered in SAM.gov prior to submitting a quotation for this solicitation.

Boysen Powerplant B2A Panel Replacement
SCOPE
1. Design Requirements
Acceptable Manufacturers: Eaton, Schneider Electric, Siemens, Mitsubishi Electric, or
ABB.
Design electrical and physical layout of new 125-volt direct current distribution switchboard.
Design new equipment to facilitate use of new control and power cables – Bottom entry.
Deliver switchboard assembly. Breakers installed. Devices wired and ready for field connections at terminal blocks.
Elevation: 4650 feet above sea level
Ambient Temperature: 40 degrees Celsius

3. Submittals Submit the following electronically to Thomas Murphy, tlmurphy@usbr.gov. cc Contracting Officer. A response letter will be sent either approving, approving subject to identified changes or not approved within 14 calendar days.
PRODUCTS
DISTRIBUTION SWITCHBOARDS
Suitable for use with 2-wire, 125-volt, direct-current, ungrounded power supply, having an occasional equalizing voltage of 140-volt direct current.
Mounting: Floor.
Conform to NEMA PB 2.
Assemble boards so that individual breakers can be removed or added without disturbing adjacent units, without loosening or removing supplemental insulation supplied to meet requirements of UL, and without additional machining, drilling or tapping.
Assemble boards with molded-case circuit breakers individually mounted on fixed framework behind easily removable plates.
Provide blank spaces for future circuit breakers on each board as indicated on drawings. Cover blank spaces with removable plates.
Outgoing control cables: Bring internal wiring of switchgear/switchboard out to terminal blocks for connection to external cables. Make provisions for supporting and terminating external control cables.
Terminate wiring which connects to outgoing control cables at terminal blocks.
A. Enclosure:
1. Provide fully self-supporting structures with vertical sections bolted together to form required arrangement.
2. Dead-front, rigid.
3. Front and rear alignment of switchboard sections, with front and rear access.
4. Totally enclosed except bottom for bottom entry of cables.
5. All sections shall have removable access plates.
6. Fabricate with sheet steel not lighter than No. 12 United States Standard gauge.
7. All covers secured with captive screws.
8. Finish: Manufacturer’s standard finish.
B. Main Bus:
1. Rating:
a. Continuous: 400 amperes, minimum.
b. Short circuit: 10,000 amperes, minimum.
2. Copper, bolted type bars.
3. Bolt bus with silver plating at joint.
4. Extend copper ground bus entire length of switchboard sections.
a. Mechanically and electrically bond each vertical section.
b. Equip with a No. 4/0 AWG terminal for connection to building ground system.
c. Drill and tap at 1-inch intervals for 8/32-inch screws.
C. Circuit Breakers:
1. Molded-case type.
a. Main supply breakers: Molded-case switch without thermal trip elements and without instantaneous trip elements.
b. All other circuit breakers: Thermal-magnetic type with inverse-time trip characteristics on overload and instantaneous trip on short circuit.
2. Voltage: 250-volt direct current.
3. Interrupting Rating: 10,000 amperes, minimum.
4. Main bus connection: Bolted type.
5. Arc quenchers.
6. Quick-make and quick-break toggle mechanisms.
7. Trip-free operating handle.
8. In accordance with NEMA AB3.
9. Two-pole breakers equipped with common trips so an overload on one pole will automatically cause both poles of breaker to open.
10. Single operating handle. Do not use handle ties on multiple-pole circuit breakers.
11. Provide permanently installed padlock attachments for locking breakers in “OFF” position.
12. Provide lugs or terminals suitable for copper conductors on breakers for branch circuit cables. Size lugs or terminals in accordance with cable sizes indicated on drawings.
13. Connect breakers in branch circuits of direct-current boards to main buses such that adjacent poles of each breaker are opposite in polarity.
14. Mount circuit breaker handles to be operable from front of boards.
15. Circuit breaker ratings: As shown on the drawings.
16. Furnish spare breakers as indicated on drawings.
D. Circuit Nameplates
1. Not required. Government will create circuit directory
E. Battery Current Shunt:
1. Provide one current shunt for the 125-volt battery in direct-current distribution board as indicated on drawings.
2. Ratings: 100 mV, 200 ampere, Minimum overload withstand: 1.2x rated current continuously, 10x rated current for 5 seconds.
3. Accuracy: 0.25 percent.
F. Meters:
1. Provide one voltmeter and one ammeter on the front of the distribution board.
2. DC Voltmeter:
a. Weschler model BG-241, or equal, having the following salient characteristics:
1) Circular LED bargraph (0V-150 V DC).
2) Digital numeric display.
3) Retransmit 4-20 mA.
4) Accuracy 0.01 percent.
5) 125-volt direct current power.
b. Include 3-position selector switch to show voltages: Positive-to-Ground, Negative-to-Ground, and Positive-to-Negative.
3. DC Ammeter:
a. Weschler model BG-241, or equal, having the following salient characteristics:
1) Circular LED bargraph (+/- 150A).
2) Suitable for use with the shunt specified above.
3) Digital numeric display.
4) Retransmit 4-20 mA.
5) Accuracy 0.01 percent.
6) 125-volt Direct current power.
G. Relays:
1. Undervoltage and battery ground detection relay: Model BMR, manufactured by
E-MAX Instruments, Incorporated, or equal having the following salient characteristics:
a. Suitable for a battery voltage range of 90 – 150V.
b. Adjustable overvoltage and undervoltage setpoints.
c. Adjustable ground fault resistance limit settings 2 – 75k ohm.
d. LED indicators:
1) Power on.
2) Battery Overvoltage.
3) Battery Undervoltage.
4) Positive Ground Fault.
5) Negative Ground Fault.
e. Separate output contacts for over/undervoltage and for battery ground, each rated minimum 0.2A at 125 VDC.
H. Conductor Identifying Markers:
1. Self-laminating vinyl or heat shrink.
2. Black on White Machine lettering. Do not print wire markers by hand.
I. Terminal Blocks for Control Wiring:
1. 600 volts and 25 amperes.
2. Binding-head or washer-head screws having serrated or grooved contact surfaces or having lockwashers.
3. Molded insulating barriers between terminals.
4. Arrange and locate terminal blocks to support incoming and outgoing cables.
5. Separate adjacent rows of terminal blocks at least 6 inches edge to edge and at least
6 inches from sides, top, or bottom of the cabinet.
6. Install grommets at holes in enclosure for wires and cables.
7. Furnish sufficient terminal blocks to wire and make ready for operation all equipment on boards.
8. Provide 25 percent spare terminals on each terminal block.
9. Mounting: Near bottom for bottom entry of cables.
10. Use for wiring between vertical sections within equipment, and for incoming and outgoing control/alarm cables.
11. Readily accessible without removing wiring gutter covers.
J. Switchboard Wire:
1. NEC type SIS wire.
2. 14 AWG minimum with copper conductor.
3. Class K stranded in accordance with NEMA WC 70.
4. 600-volt insulation.
5. UL listed.
6. Do not splice wiring.
K. Fabrication:
1. Form the switchboard into an integral assembly complete with channel base.
2. Where welding is required, weld enclosures and sections along entire length of joint.
Do not use skip welding.
3. Make equipment, removable covers, terminal blocks, wiring, and wiring gutters accessible from fronts of the boards for operation, maintenance, removal, and replacement so boards are capable of being permanently mounted with rear against wall.
4. Provide gutter space on all sides of all boards.
5. Equip with channel bases, approximately 1-5/8 inches high, which do not obstruct cable slots or conduit.
6. Support bus bars by structural frames. Do not depend on breakers for support.
7. Wiring:
a. Wire equipment completely and as necessary for all equipment to function as required.
b. Terminate all control and alarm circuits that are required to be wired to external equipment on terminal blocks.
c. Make wire terminations with terminal connectors with ring tongues.
d. Keep exposed wiring to a minimum, but where used, form wiring into compact groups bound together and firmly supported, and shall be run straight, horizontally, or vertically with short-radius, right-angle bends.
Twist hinge wiring around longitudinal axis of hinge, wherever practicable, instead of bending laterally.
e. Protect each wire from abrasion where it leaves a channel or duct. Provide grommets for holes that are used for wires and cables.
f. Do not splice wiring.
g. Make all connections at device studs or terminal blocks.
h. Do not terminate more than two wires at each terminal point.
i. Make wiring between devices by most direct method rather than looping back and forth across panels and between switchboard sections.
j. Arrange wires or group on terminal blocks so that number of individual conductors associated with external cables can be minimized.
k. Form wiring into compact groups, bound together and firmly supported.
l. Protect wiring from abrasion where it leaves channels or ducts.
8. Dimensions
a. Floor-mounted boards.
b. 6 feet high, minimum, excluding bases. 8 feet high maximum.
c. Height of centerline of top circuit breaker handle. 6 feet 6 inches, maximum.
L. Source Quality Control:
1. Dielectric test in factory in compliance with NEMA PB2, as applicable.
2. Test circuits before shipment to demonstrate correctness of completed wiring connections and proper functioning of devices (RSN -2, Factory Test Report: Prior to Shipping).
EXTRA MATERIALS
Molded case breakers: one of each trip rating used.
Molded case switch: one.
Relays: one of each type used.
Meters: one voltmeter and one ampmeter.
Identify Extra Materials as such, and ship with switchboard.
DELIVERY
Switchboard delivery will be the responsibility of the contractor. Warehouse staff will be available to off-load with a 8,000lb forklift. If the vendor desires to transport in an enclosed trailer, the contractor will then be responsible for offloading. Delivery must be between the hours of 7:30 AM and 4:00 PM Monday through Thursday, excluding federal holidays, scheduled two weeks in advance.
