This is a Request for Quotation (RFQ) for WYAO Type 2 Inaccessible Bridge Exams issued by the Bureau of Reclamation's Missouri Basin Regional Office. The solicitation seeks a contractor to inspect 3 bridges located at dam sites in Wyoming (Seminoe, Alcova, and Boysen Dams) using high-resolution photography and non-destructive testing methods. The bridges are located at heights of 30-50 feet and require examination of inaccessible areas to generate maintenance recommendations, in compliance with Bureau of Reclamation Directive FAC-07-01.

Key details include a quotation submission deadline of August 29, 2025, at 11:00 AM EDT, with quotes valid for 90 calendar days. The contract will be firm-fixed price with a performance period from October 1, 2025, to September 30, 2026. Contractors must have a National Highway Institute (NHI) licensed bridge inspector and provide high-resolution imagery, crack mapping, and concrete testing. The government will evaluate quotes based on technical approach, past performance, and price, with the intent to award to the most advantageous offeror without discussions. Questions and Answers:

For Informational Purposes Only:

Question: The RFQ mentions 3 bridges total, but the last page (Page 55) under the Non- Disclosure, lists three numbers under Alcova plus one each at Boysen and Seminoe. Can you confirm if it’s 3 structures total or 5 across the 3 sites?

The Government’s Response: It is 3 bridges only. Alcova has 3 separate but related drawings available.

1.0 Background

The Bureau of Reclamation Wyoming Area Office is seeking to inspect 3 bridges inaccessible areas using high resolution photographs and either of repetitive sounding, ultra-sonic, or other non-destructive testing comparable method. The bridges are located within Wyoming. All inspected bridges are located at Bureau of Reclamation dam sites.

Findings will be used to generate maintenance recommendations for the bridges. Bridges are required by Bureau of Reclamation Directive FAC-07-01 to be inspected every 6 years.

Bridge plans can be obtained for the contractor’s use after submission of a non-disclosure agreement (see attachment 1).

2.0 Scope

The scope of the project work is to inspect 3 specific bridges at inaccessible areas using high resolution imagery and non-destructive concrete testing methods.

There are no applicable land use restrictions, and the inspections are limited to the area of bridges at Reclamation dams.

The contractor must provide a communication system that ensures seamless communication between project personnel and allows government inspectors to contact the contractor at any time.

Only approved contractor personnel and equipment, along with any required government-provided equipment, may be transported by contractor vehicles, trailers, or animals.

Any hazards that could affect personnel or equipment must be identified and mitigated by the contractor before starting operations.

The contractor must comply with all applicable federal, state, and local regulations and permitting procedures.

3.0 Objectives

The objective of the project work is to inspect inaccessible bridge areas which are located above dam spillways or reservoirs at a height of 30 to 50 feet at approximate elevations of 4,700 feet to 6,400 feet.

Deliverables will be a bridge inspection report for each bridge and all additional bridge inspection data.

4.0 Tasks

All information for Bureau of Reclamation dams is considered “Controlled Un-Classified” information. The contractor must submit a non-disclosure agreement (see attachment 1) (RSN-6) to proceed with the project work.

Upon receipt of the non-disclosure agreement (see attachment 1) (RSN-6) the government will provide the most recent bridge inspection report available for Alcova (no reports available for the other bridges) and the following bridge plan drawings.

1. 144-D-198-RD-1

2. 144-D-1400-RD-1

3. 144-D-199-1-0

4. 285-D-383-RD-1

5. 144-D-1088-RD-1

Prior to any on-site work, the contractor will submit a safety plan (RSN-1) which will demonstrate that contractor personnel and equipment will safely perform the inspections. The safety plan will be reviewed and approved by Reclamation prior to inspections. The contractor will not loiter near rock walls and will preference the far side of cut roads. Safety equipment required to be on site includes safety glasses, hard hat, steel toe boots and gloves. The contractor’s safety plan will identify any additional specialized safety equipment required to perform the inspections.

The contractor must demonstrate that equipment will capture the imagery and data specified in the project before proceeding with the project work (RSN-2).

The contractor will access secure areas and perform the testing only while escorted by the Bureau Representative.

Wyoming winds can be severe and weather is unpredictable. Contractor should be well experienced with operating in windy environments and schedule as possible to avoid inoperable days.

The bridge locations and materials and sizes are described in section 8.

The bridge inspections shall be completed by a NHI licensed bridge inspector. The contractor shall submit a copy of the NHI licensed bridge inspector certification.

Inspection Task Requirements:

1. Inspect inaccessible areas of bridges being sides and underside of deck, and superstructure, and bearings, and a minimum of 10 feet lower for abutments. The inspection will visually observe and report visual conditions of bearings.

2. Features that are accessible will not be inspected, such as sections for approach, approach railing, railing, signs, top of deck, deck drains, and curbs/railing.

3. Inspect from bridge deck out of line of sight of system or from different location without accessing confined spaces.

4. High resolution imaging 20 Megapixels or better will be stitched into a cohesive singular image for each bridge element.

5. Map cracks 0.01 inches and wider and measure and report width, length, and location.

6. Test concrete by repetitive sounding or ultra-sonic or other non-destructive testing comparable method that can determine poor “drummy” areas of concrete.
