About this file

This document is an Amendment to a solicitation for the Bureau of Reclamation's Wyoming Area Office, specifically for three watercraft and trailers. The amendment provides revised specifications for tunnel hull boats between 18-22 feet long, with requirements including a 80-100 horsepower outboard motor with jet foot, electric start, six minimum seats, and various accessories like a battery charger, bilge pump, and lifting eyelets. Accompanying trailers must have LED lights, a 7-pole electrical connector, DOT-compliant brake system, and be galvanized or coated to prevent corrosion.

The solicitation requires delivery of three complete, operational watercraft with trailers to the Wyoming Area Office in Mills, WY by April 1, 2026. Manufacturers must provide inspection certifications demonstrating compliance with DOT, WYDOT, and Wyoming Game and Fish Department regulations. The amendment also includes responses to vendor questions about boat capacity, seating, and submission procedures, clarifying that all quotations must be submitted via email to czook@usbr.gov, with no changes to the original receipt date.

Amendment Details

1. Removed required specifications in its entirety. Replaced with revised required specifications in its entirety.

2. For informational purposes only provide Government’s response to industry questions.

For Informational Purposes Only:

Question:

First and main question would be, that this boat has a requirement of 6 seats. We can of course install 6 seats, but would there be 6 people in this boat at the same time or are these just 6 different locations for people to sit? I ask because generally, an 18’ boat is not large enough for 6 people, even if a USCG sticker may indicated “up to 6 passengers.” We would want to ensure the boat is large enough and has enough power to navigate efficiently with 6 people if this is the case.

Government’s Response:

We are requesting a minimum 18' and maximum 22’ watercraft with the power rating and seating as specified by the revised salient characteristics. 6 seats minimum are required as listed in the salient characteristics.

Question:

Do I need to email the items to you?

Government’s Response:

As stated in the solicitation under 52.212-2 “All quotations must be submitted via email to czook@usbr.gov.”

For convenience, essential changes on the revised solicitation pages are indicated by a vertical line within the margin, whereby the lines or paragraphs are changed from the previous version. However, all portions of the revised solicitation pages shall apply, whether changes thereon have or have not been indicated.
