About this file
This is a Determination to Solicit from a Single Source document for solicitation 140R6025Q0014, justifying the Bureau of Reclamation's decision to procure Absolyte GP 90G09 battery cells from a single source for the Spirit Mountain Power Plant in Wyoming.
The requirement is for 60 Absolyte GP 90G09 battery cells (including 2 spares), configured in 10 modules of 6 cells each, with specific technical requirements including 344 Amp-hours rating at 8-hour rate, 2.23-2.27 float voltage range, and 20-year design life. The justification for single-source procurement centers on the cells being uniquely tailored to fit the existing mounting system, with any alternatives requiring extensive modifications to electrical characteristics, space constraints, and seismic-rated I-beam mounting system. The delivery date is set for August 1, 2025. The procurement will be conducted as a Total Small Business Set-Aside, with price reasonableness to be determined through technical evaluation and cost comparison per FAR 13.106-3(a)(2).

DETERMINATION TO SOLICIT FROM A SINGLE SOURCE
Pursuant to Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), for purchases not exceeding the Simplified Acquisition Threshold (SAT) Contracting Officers may solicit from only one source if the circumstances of the contract action deem only one source is reasonably available (e.g., urgency, exclusive licensing agreements, brand name, or industrial mobilization).
Pursuant to FAR 13.106-1(b)(1)(ii), when a single source is identified to provide a portion of the purchase as a Brand-Name, the documentation in paragraph 3 must state that this determination is only for a portion of the requirement.
1. Agency and Contracting Activity. U.S. Department of the Interior, Bureau of Reclamation.
2. Name and Address of Single Source. Absolyte GP 90G09 cells
3. Description of Supplies/Services and Estimated Cost. Bureau of Reclamation, Wyoming
Area Office (WYAO) is seeking bid solicitation from contractors to supply the replacement of 60 Absolyte GP 90G09 battery cells to the Spirit Mountain Power Plant, to ensure the continuing stability and reliability of the power plant and to meet the existing capacity requirements.
Spirit Mountain 125 VDC battery A. 60 Cells. Two of these cells will be spares. The spare cells are cells 59 & 60. See the sketch labeled “Attachment A” for the arrangement of these cells.
B. Ten modules of VRLA Absolyte GP 90G09 cells. See the sketch labeled “Attachment A” for the arrangement of these cells.
C. Each steel tray module containing six cells. See the sketch labeled “Attachment A” for the arrangement of these trays.
D. Cell rating: 344 Amp-hours at the 8 hour rate to 1.75 volts per cell.
E. Nominal volts per cell =2.
F. Nominal Specific Gravity = 1.310.
G. Float voltage range of 2.23 to 2.27 volts per cell at 77 degrees F.
H. Maximum foot print of 25 inch by 60 inch and 49 inch high. Ten six cell modules configured in two stacks as shown in “Attachment A”.
I. 20 years design life in float applications at 77 degrees F.
J. Modules must be capable of mounting to previously existing 90G09 I beam mounting bases meeting or exceeding standard 2005 IEEE-693 seismic qualification.
K. Supply all necessary hardware and accessories to install these modules as two side by side stacks of five modules as shown in “Attachment A”. Refer to necessary hardware list below.
Necessary Hardware and Accessories
A. Four stack tie plates and hardware necessary to attach these plates.

The Delivery date listed on the PR is 08/01/2025.
4. Description of Circumstances, including why only one source is reasonably available.
Line Item No. 1, The Absolyte GP 90G09 cells are uniquely tailored to fit our current mounting system without further engineering calculations or redesign. The existing battery configuration and overall system architecture are designed around these particular battery cells, which guarantees compatibility with our operational needs. Adopting a different brand or model would require extensive modifications, including:
• Redesigning Electrical Characteristics: Any alternative battery would necessitate careful engineering evaluations to assess how different dimensions and specifications may impact our entire power system.
• Space Constraints: The battery installation area in the power plant is extremely confined.
The physical dimensions of the GP 90G09 cells have been specifically suited for the available mountings. No variations of batter cell dimensions can be accommodated without significantly hindering accessibility and potentially compromising operational safety.
• The current setup features a secure mounting system on an I-beam that is bolted to the concrete floor, specifically engineered for the 90G09 cells, ensuring a seismic-rated installation. Installing a different model would necessitate a comprehensive reconfiguration, requiring additional labor to dismantle the existing I-beam and create new mounting points in the concrete. This would not only increase installation time and costs but could also jeopardize the seismic integrity of the installation.
5. Determination of Fair and Reasonable Price. Determination will be made using comparison of proposed costs/prices and technical evaluation. FAR 13.106-3(a)(2)(i) to ((vii).

Description of Market Research. Market Research by the customer indicated this item could not be acquired through GSA Product Search. Contract Specialist market research found that Unicor, AbilityOne, and GSA Global did not provide the identified parts brand name. SBA Market Research showed several vendors with the identified NAICS code and resulted in a Total Small Business Set-Aside.
