This is a Sources Sought Announcement for Medicine Creek Dam Concrete Repair of damaged spillway concrete and Access Improvements. The purpose of this notice is to gain knowledge regarding the types of interested contractors and their qualifications. The Bureau of Reclamation will use information obtained through this notice to develop an acquisition strategy. Proposals are not requested and will not be accepted from this Sources Sought Notice. THIS IS NOT A SOLICITATION
FOR PROPOSALS AND A CONTRACT WILL NOT BE AWARDED AS A RESULT OF THIS NOTICE.
Work is located at Medicine Creek Dam, which is approximately 11 miles north of Cambridge, Nebraska in Frontier County and forms Harry Strunk Lake. This earthfill embankment dam has a structural height of 165 feet and an uncontrolled spillway on the left abutment which empties back into Medicine Creek. The outlet works through the dam is controlled by a high-pressure gate and releases flow into an armored channel downstream.
The principal components of work that would be completed under this project include the following:
A. Provide construction management, including submittal preparation, transmittal, comment incorporation, and resubmittal process;
B. Construct a site access road, including culverts at the outlet works discharge channel crossing;
C. Saw cut and remove existing concrete from damaged areas within the spillway chute and along the outlet works stilling basin walls;
D. Furnish and place new concrete in repair areas, and raise the outlet works walls by 2 feet;
E. Repair cracked concrete on the spillway bridge piers;
F. Project closeout and lessons learned.
See attached drawings and pictures for more information.
The Government is seeking potentially interested contractors who have the specialized knowledge, experience and resources required to successfully complete a project of this size, scope and complexity particularly as it relates to specialized dam concrete spillway repairs. The NAICS Code for this project is 237990 – Other Heavy and Civil Engineering Construction with a business size standard of $45 million. In accordance with FAR 36.204, the estimated magnitude of this proposed construction project is between $1,000,000 and $5,000,000.
If your business believes it is qualified and able to perform the work required under this proposed project, please submit a capability statement demonstrating its ability to successfully manage and accomplish the various components of work outlined above. Potential contractors shall furnish a list of no more than three (3) Federal, State, local government, or commercial projects completed within the last 10 years, which are similar in scope and complexity to the work identified under this Sources Sought Notice. You must clearly demonstrate in your capability statement the ability to successfully complete projects in a timely manner, manage a variety of construction disciplines and work collaboratively with owners. Projects similar in scope and complexity are those projects having similar principal components of work, with a contract dollar value previously identified.
Interested businesses shall also include the following information with their capability statement:
1) Company Name:
2) Address:
3) Point of Contact:
4) Phone Number:
5) Email:
6) Business type (Socio-economic classification under the NAICS 237990):

If you intend to utilize subcontractors for specified work activities, you should demonstrate the subcontractor’s experience with these identified work activities on similar projects. The Government requests the following information be provided to the maximum extent possible for each potential subcontractor’s project(s):
1) Name and location of project;
2) Description of work;
3) Whether the potential subcontractor was the prime contractor, what portion of the work was performed by the potential subcontractor, and what portion of the work was performed by subcontractors;
4) Original completion date and actual dates and duration for each project (including modifications);
5) Initial contract amount and final contract amount (including modifications);
6) Name, address, and phone number of CO/owner/COR/point-of-contact who may verify information for the project(s); and,

This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract nor does it restrict the Government to a particular acquisition approach. The Government will not be bound to this information if a solicitation is issued. A determination by the Government not to compete this proposed contract action, based on the responses to this notice is at the discretion of the Government.
Capability statements shall be submitted to Kent Munro at kmunro@usbr.gov by close of business on May 17, 2024.

NOTES
1. For general concrete outline notes, refer to Drawing No. 328-600-60064.
2. Preserve existing reinforcement per Specifications.
3. Depth of existing reinforcement (where present) is assumed to be 3 inches. Saw cut and drill cores around repair perimeters to a maximum depth of 2 inches.
4. Where existing reinforcement is exposed by concrete removal, adjust location of repair edge as necessary to provide a minimum clear distance of 1.5 times the new concrete's maximum aggregate size behind existing reinforcement.
5. Remove spillway floor concrete to a depth of (a) 8 inches from the existing surface, OR (b) 1.5 times the maximum aggregate size of new concrete below existing reinforcement (where present), OR (c) to sound concrete as determined by COR, whichever is greater.
6. Clean and dry existing concrete to saturated surface dry condition prior to installing replacement concrete.
7. Finish new concrete to provide a smooth, even surface and a flush interface with the existing concrete. Unless otherwise noted, match original lines and grades.
8. When placing new concrete immediately downstream of transverse joints, bevel finish from original grade at 6 inches downstream of the joint to a depth of 1/2 inches below original grade at the joint.

NOTES
1. Horizontal locations are based on the North American Datum of 1983 (NAD 83) Nebraska State Plane coordinate system. Topography is referenced from a local datum on the dam embankment, which is based on the North American Vertical Datum of 1988 (NAVD 88).
2. Northings, eastings, and distances provided for alignments are given in U.S. feet, and bearings are based on NAD 83 Nebraska State Plane coordinates.
3. Replace topsoil over disturbed areas not covered by gravel surfacing, and reseed.
