About this file
This document contains an amendment to a solicitation for the Jamestown Dam Outlet Works Stilling Basin Concrete Floor Repairs project. The amendment provides additional details on the project scope and responses to questions from prospective offerors.
The project involves repairs to the concrete floor of the outlet works stilling basin at Jamestown Dam in North Dakota. Repairs include removing deteriorated concrete and installing new concrete. The amendment incorporates COVID-19 requirements and extends the proposal submission deadline to August 11, 2021. It also lists contractors who attended a pre-bid site visit and provides responses to questions on topics like the volume of available fill material, soil characteristics, removing an existing fence, unwatering the stilling basin, quality control requirements, and the extent of concrete removal and repairs. The document appears to be an on-site pre-bid amendment intended to provide additional information to offerors.

Responses to Attendee Questions
PRE-BID SITE VISIT
RESPONSES TO ATTENDEE QUESTIONS
Beginning at 10:00 a.m. on July 21, 2021, a pre-bid site visit was facilitated by Mr. Dustin Albright, Bureau of Reclamation. The site visit consisted of the attendees reviewing the staging area, anticipated cofferdam location and the stilling basin. The following are Reclamation’s responses to the questions presented at the pre-bid site visit and walk-thru:
Q. How much water will need to be removed or controlled from the stilling basin when you close the dam’s regulating gates?
A. The outlet works has an underdrain system that exists in 3 of the existing chute blocks.
During the 2018 stilling basin inspection, we measured approximately 22 gallons per minute combined discharge from these drains. In addition, approximately 1 gallon per minute leakage is possible through the dam’s regulating gates.
Q. How much volume of fill material is available in the Government’s borrow area?
A. 385 tons of fill material was purchased by the Government in the summer of 2018 and stockpiled in the borrow area as identified in Figure 1 (Construction Staging Area Map) of specification Section 51 00 00 – Information Available to Offerors. The exact volume of fill material remaining at the borrow area is unknown. Refer to specifications Section 31 52 00 – Cofferdam, Paragraph 1.02 G.
Q. What are the characteristics of the soil material in the Government’s stockpile?
A. Refer to specifications Section 31 52 00 – Cofferdam, Paragraph 1.02 G.
Q. Can the chain-link fence around the perimeter of the stilling basin walls be removed for access?
A. Yes. Refer to specifications Section 01 56 20 – Existing Fences.
Q. Is the bottom of the river clay material?
A. Refer to specifications Section 31 52 00 – Cofferdam, Paragraph 1.02 D.
Q. Who is the contact with the North Dakota Game and Fish Department for assistance with removal of fish from the stilling basin?
A. Refer to specifications Section 02 24 30 – Unwatering Stilling Basin, Paragraph 3.03 A.1.
Q. What are the 3 buried pipes discharging from the left riprap slope downstream of the stilling basin used for?
A. The 3 buried pipes collect and discharge surface runoff and groundwater from the slopes around the north and east side of the dam’s left abutment. Typical flows, as measured by Reclamation, range from 0 to 5 gallons per minute although flows may be higher during rain events. Refer to specifications Section 02 24 30 – Unwatering Stilling Basin, Paragraph 3.02.
Responses to Attendee Questions
Q. Is there a requirement for Quality Control on this project?
A. Yes. Refer to specifications Section 01 46 00 – Quality Procedures.
Q. Is there a requirement for Safety on this project?
A. Yes. Refer to specifications Section 01 35 20 – Safety and Health and Section 01 35
30 – Contractor’s Onsite Safety Personnel for safety requirements.
Q. If corroded reinforcing steel is encountered in the existing stilling basin concrete, what are the requirements?
A. Refer to specifications Section 03 81 10 – Concrete Removal, Paragraph 3.04 M.
Q. Will concrete removal be required below the existing reinforcing mat?
A. Refer to specifications Section 03 81 10 – Concrete Removal, Paragraph 3.04 A.
Q. Who is the owner of the overhead power lines crossing the James River near the stilling basin?
A. Northern Plains Electric Cooperative.
Q. What are the extents of the outlet works stilling basin concrete floor repairs?
A. Refer to Concrete Removal Plan (Drawing No. 769-603-60038) and Concrete Repair
Plan (Drawing No. 769-603-60040).
Q. What is the current water depth in the outlet works stilling basin?
A. At the time of the site visit, Reclamation was releasing 40 cubic feet per second and the water depth in the stilling basin was approximately 8.5 feet.
