BELLE FOURCHE RESERVOIR, BELLE FOURCHE PROJECT,
SOUTH DAKOTA
FOREWORD
The Department of Interior, Bureau of Reclamation (Reclamation), Missouri Basin Regional Office is soliciting sealed bids for the construction of approximately 1,150 linear feet of riprap revetment along the shoreline of Belle Fourche Reservoir at Middle Point. The work under this solicitation/ specification is located in Section 23, T9N, R3E at Belle Fourche Reservoir and is 6 miles east and 3.5 miles north of the City of Belle Fourche in Butte County, South Dakota.
The principal components of work include the following:
A. Constructing approximately 1,050 linear feet of riprap revetment at two sites located along the shoreline of Belle Fourche Reservoir. This shall include:
1. Stripping existing topsoil and excavation/embankment at cutbanks to form a
3:1 subgrade slope.
2. Installing geotextile on the prepared subgrade.
3. Furnishing and placing rock for riprap revetment.
4. Placing salvaged topsoil on exposed slopes.
5. Seeding and mulching all disturbed areas.
Revetment construction shall occur between August 30, 2021 and November 30, 2021. During this period, the reservoir surface is historically at or below elevation 2970.0.
The Government strongly urges offerors to inspect the site to gain a better understanding of the work requirements and to satisfy themselves regarding all general and local conditions that may affect the cost of performance. In no event shall failure to inspect the site constitute grounds for a claim after award. Due to safety concerns associated with the Coronavirus Disease 2019 (COVID-19), organized site visits will be by exception only. The work site is open to the general public and interested offerors may visit the site on their own time.

B.1 PRICE SCHEDULE
(a) Offers will be considered for award on the following schedule(s), but no offer will be considered for award on only a part of the schedule(s).
(1) Offerors shall complete Price Schedule A and B. Offers for less than the total of
Schedules A and B will be considered nonresponsive and will not be evaluated for award.
(2) Offers will be evaluated based on the total price of Schedule A, or Schedule A and B based on funding availability. Award will be made to responsible Offeror with the lowest responsive offer for the applicable total.
(3) Contract award will be made on Schedule A, however bids from Schedule B may be awarded at the option of the Government, based on available funds.
(b) Offers are subject to the terms and conditions of this solicitation.

RESERVOIR OPERATIONS
PART 1 GENERAL
1.01 MEAUSREMENT AND PAYMENT
A. Cost
1. Include in prices offered in the schedule for other items of work.
1.02 CONDITIONS
A. Belle Fourche Reservoir is operated by the Belle Fourche Irrigation District as an irrigation reservoir to meet the water needs of irrigators on the District. As the dam manager, the Belle Fourche Irrigation District is under no obligation to make releases or position the reservoir on behalf of this contract. Spillway elevation is 2977.0 and normal full pool operating level is at elevation 2975.0.
B. Based on historical data, the Government anticipates the hydrologic conditions will allow the reservoir level to be maintained at or below elevation 2970.0 from September 1, 2020 to December 30, 2020. If the reservoir is not positioned below elevation 2970.0 by September 1, the contract performance period shall be extended by a reasonable amount of time as necessary to allow performance of the work when the reservoir level is below elevation 2970.0.
C. Earthwork for the slope construction shall not start before September 9, 2020.
1. Other contract activities such as submittals, mobilization and surveying may be allowed prior to September 9, 2020, as approved by the Contracting Officer.

4.05 REVIEW OF SUBMITTALS
A. Time Required:
1. Submittal review will require 21 days for review of each submittal or re-submittal, unless otherwise specified.
2. Time required for review of each submittal or re-submittal begins when complete sets of materials required for a particular RSN are received and extends through return mailing postmark date.

B. Time in Excess of Specified:
1. The CO may extend the contract completion date to allow additional time for completing work affected by excess review time.
a. The time extension will be to the extent that excess review time caused delay to the contract completion date.
b. The time extension will not exceed the time used in excess of the specified number of days for review of submittals or re-submittals.
c. Concurrent days of excess review time resulting from review of two or more separate submittals or re-submittals will be counted only once in extending the contract completion date.
2. No time extension will be allowed if the Contractor fails to make complete approval submittals in sequence and within time periods specified.
3. Adjustment for delay will be made only to the extent that:
a. Approval was required under the contract, and
b. Requests for approval were properly and timely submitted and were approved.
4. Adjustment will be subject to terms of paragraphs (b) and (c) of the clause at FAR
52.242-14, Suspension of Work, however, no such delay shall be deemed to be a “suspension order” as the term is used in that clause.
C. Return of Submittals:
1. One set of submittals required for approval will be returned either approved, approved subject to identified changes, or not approved.
2. Submittals not approved:
a. Revise and resubmit for approval.
b. Show changes and revisions with revision date.

8) Fire Protection Plans - Hot Work and Fire Prevention:
a) Include a plan to address hazards associated with flammable materials such as coatings, woody vegetation, etc.

9) Medical:
a) Facilities:
i. List medical facilities and services, emergency contacts, phone numbers, GPS coordinates, etc. as pertains to worksite and location. Include map with directions from work site to the nearest medical hospital.
b) Training / Certifications
i. All Contractor/Subcontractor employees shall have current First Aid/CPR certifications. Training shall be in accordance with the American Red Cross or the American Heart Association. Online First Aid and CPR training is not acceptable.
c) Ambulance:
i. Name, location and telephone number. Post this information in a conspicuous area accessible by all employees. Include specific directions and coordinate to be given to emergency personnel.
d) Records:
i. Proof of successful medical evaluations, etc.
10) Communication:
a) Job Hazard Analysis
i. Provide a list of job hazards and solutions in the Safety Program for each anticipated work task.
State that these hazards shall be addressed in Safety Meetings.
ii. State that onsite work will not commence until Safety Program is acceptable to the COR.
iii. Activities involving hazardous materials shall have the appropriate Safety Data Sheet attached to the Safety Program.
b) Employee Training:
i. All onsite employees shall be included in orientation to address project job hazards.
