About this file
This is Amendment 0002 to a Combined Synopsis/Solicitation for a Native Plant Propagation, Delivery, & Installation Indefinite Delivery/Indefinite Quantity (IDIQ) contract issued by the Department of the Interior, Bureau of Reclamation, Interior Region 7, Upper Colorado Basin, Salt Lake City Regional Office. The amendment clarifies proposal submission and evaluation requirements, effective August 17, 2026, with a period of performance from November 2, 2026 to November 1, 2031.
The amendment establishes that submission of a proposal for Task Order No. 0001 is not required as a condition for IDIQ contract award consideration. Offerors seeking IDIQ consideration must submit Volumes I (IDIQ Technical Proposal), II (IDIQ Price Proposal), and V (Administrative Information), while Volumes III and IV are required only for those competing for Task Order No. 0001. An offeror's decision not to compete for Task Order No. 0001 will not adversely affect IDIQ eligibility or future task-order opportunities. Volume I includes Factor 1 (Technical Capability—10 pages maximum) and Factor 2 (Relevant Experience—5 pages maximum, limited to five projects completed within the past five years), with Factor 3 (Past Performance) evaluated using CPARS and available information without separate submission required. Volume II addresses Factor 4 (Price), requiring completion of pricing schedules with unit prices for all native plant propagation CLINs, fully burdened labor rates, and pricing for base and option periods; transportation, travel, and task-specific costs are excluded from base IDIQ pricing and negotiated at the task order level. The Government intends to make multiple IDIQ awards to responsible offerors whose proposals represent best value, with Factors 1, 2, and 3 combined being significantly more important than Factor 4. The Government reserves at least one IDIQ award for an eligible small business concern. Task Order No. 0001 will be awarded to the lowest-priced technically acceptable IDIQ awardee proposal using a Lowest-Priced Technically Acceptable (LPTA) source selection process. Offerors must acknowledge receipt of this amendment and hold prices firm for 60 calendar days from the offer receipt date.

A late modification of an otherwise successful offer that makes its terms more favorable to the Government may be considered at any time it is received.
(3) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the designated office by the exact time specified, and urgent Government requirements preclude extending the closing date, the time for receipt of offers shall be deemed extended to the same time on the first workday that normal Government operations resume.

An Offeror may submit only the volumes required for IDIQ consideration (Volumes I, II, and V). An Offeror that does not submit Volumes III and IV will not be evaluated or considered for Task Order No. 0001 but may be considered for an IDIQ award and, if awarded an IDIQ contract, may compete for future task orders in accordance with the ordering procedures established under the contract.
In conjunction with award of the IDIQ contracts, the Government intends to award Task Order No. 0001 to the responsible IDIQ awardee whose Task Order proposal is determined technically acceptable and offers the lowest Total Evaluated Price.

SECTION M – EVALUATION FACTORS FOR AWARD
52.212-2 Evaluation—Commercial Products and Commercial Services (NOV 2021) (Deviation Effective Date)
(a) Evaluation Factors The Government will award one or more contracts resulting from this solicitation to the responsible Offerors whose proposals conform to the solicitation and represent the best value to the Government, price and other factors considered.
Proposal Volume Evaluation Applicability Volume I: IDIQ Technical Proposal Factors 1, 2, and 3 Required for IDIQ award Volume II: IDIQ Price Proposal Factor 4 Required for IDIQ award Volume III: Attachment 6 – Task Order No. 0001 Request for Proposal (LPTA Technical Evaluation)
LPTA Technical Evaluation Only if competing for TO
Volume IV: Attachment 6 – Task Order No. 0001 Request for Proposal (Price Evaluation)
LPTA Price Evaluation Only if competing for TO
Volume V: Administrative Information Compliance Review Only Required for IDIQ award
Factor 1 – Technical Capability (Volume I – IDIQ Technical Proposal) The Government will evaluate the Offeror's Technical Capability narrative to determine the extent to which it demonstrates a clear understanding of the Performance Work Statement (PWS) and an effective approach for successfully performing the IDIQ requirements. Evaluation will consider native plant propagation capabilities, ability to meet species and delivery requirements, delivery and installation methodology, staffing approach, quality assurance/quality control procedures, and risk management.
Factor 2 – Relevant Experience (Volume I – IDIQ Technical Proposal) The Government will evaluate the Offeror's demonstrated experience performing work similar in scope, complexity, and magnitude to determine whether the Offeror possesses the technical experience necessary to successfully perform this contract. Evaluation may consider similarity, complexity, native plant propagation, habitat restoration, ecotypic seed/cutting collection, installation experience, and overall relevance.
Factor 3 – Past Performance No separate Past Performance submission is required. The Government will evaluate the quality of the Offeror’s performance on the projects submitted under Factor 2, as well as information obtained from CPARS and other sources reasonably available to the Government. The evaluation may consider quality, schedule, cost control, management effectiveness, regulatory compliance, customer satisfaction, corrective actions, and overall performance trends.
Offerors lacking relevant past performance information, or for whom past performance information is not available, will not be evaluated favorably or unfavorably on past performance and will receive a neutral rating.
Factor 4 – Price (Volume II – IDIQ Price Proposal) The Government will evaluate the Offeror's proposed unit prices, labor rates, option period pricing, and completion of the Section B Pricing Schedule for completeness, fairness, reasonableness, and balance. Because estimated quantities are not provided, the Government will not calculate a total evaluated price for the IDIQ contract. The proposed unit prices and labor rates will establish the contract pricing schedule for future task orders if the Offeror receives an award. In evaluating price, the Government may compare proposed pricing among Offerors, historical pricing, the Independent Government Cost Estimate (IGCE), market research, and other price analysis techniques authorized by FAR 13.106-3 and FAR 15.404-1, as applicable.
Transportation, travel, field supplies, equipment rental, and other task-order-specific CLINs proposed for Task Order No. 0001 will not establish contract-level pricing.
Evaluation of Volume III: Attachment 6 – Task Order No. 0001 Request for Proposal (Technical Proposal) Task Order No. 0001 is a separate evaluation from the IDIQ contract award evaluation.
Submission of a proposal for Task Order No. 0001 is not required for consideration for award of an IDIQ contract.
Only Offerors that:
are selected for award of an IDIQ contract; and submit Volumes III and IV in accordance with Section L will be considered for award of Task Order No. 0001.
An Offeror's decision not to submit a proposal for Task Order No. 0001 will not adversely affect the evaluation of its proposal for an IDIQ contract or its eligibility for an IDIQ award.
For Offerors seeking consideration for Task Order No. 0001, the Government will evaluate the Task Order proposal using the Lowest-Priced Technically Acceptable (LPTA) source selection process. Technical proposals will be evaluated as Acceptable or Unacceptable based on the requirements established in Attachment 6 – Task Order No. 0001 Request for Proposal.
Among IDIQ awardees submitting an Acceptable Task Order No. 0001 technical proposal, award will be made to the responsible IDIQ contractor submitting the lowest evaluated price, provided the price is determined fair and reasonable.
An Offeror that does not submit Volumes III and IV will not be evaluated or considered for award of Task Order No. 0001 but may receive an IDIQ contract and participate in future task-order competitions, subject to the terms and conditions of the IDIQ.
Evaluation of Volume IV: Attachment 6 – Task Order No. 0001 Request for Proposal (Price Proposal) The Government will calculate the Total Evaluated Price by extending all priced CLINs contained in the Task Order No. 0001 Pricing Schedule, including:
1. Native plant materials;
2. Labor;
3. Transportation and delivery;
4. Field supplies and equipment rental;
5. Travel; and
6. Any other separately priced CLINs or options identified in Attachment 6.
The Government will evaluate the Total Evaluated Price for completeness, reasonableness, and balance. The Total Evaluated Price is used solely for evaluation purposes and does not represent a guaranteed quantity or amount under the IDIQ contract.
The evaluation of Volumes III and IV will not be used in the best-value tradeoff for award of the IDIQ contracts. Only Offerors selected for an IDIQ contract award will remain eligible for award of Task Order No. 0001.
Best-Value Determination The Government will use a best-value tradeoff process to select the Offerors for award of the multiple-award IDIQ contracts. When combined, Factors 1, 2, and 3 are significantly more important than Factor 4 – Price. As proposals become more equal under the non-price factors, Price will become increasingly important in the best-value tradeoff decision.
The Government intends to reserve at least one IDIQ contract award for an eligible small business concern in accordance with FAR 19.503 and FAR 52.219-31, Notice of Small Business Reserve.
The Government intends to make multiple IDIQ contract awards to the responsible Offerors whose proposals conform to the solicitation and represent the best value to the Government. The Government reserves the right to make more, fewer, or no awards based on the proposals received and the Government’s requirements.
In conjunction with award of the IDIQ contracts, the Government intends to award Task Order No. 0001 to the responsible IDIQ awardee whose Task Order No. 0001 proposal is determined technically acceptable and offers the lowest Total Evaluated Price.
The Government reserves the right to award without discussions.
(b) Options (if applicable) For purposes of evaluating the IDIQ contract, the Government will evaluate the Offeror's proposed unit prices and labor rates for the base period and all option periods in accordance with Factor 4 – Price. Because estimated quantities are not provided, the Government will not calculate a Total Evaluated Price for the IDIQ contract. If Attachment 6 includes option CLINs for Task Order No.0001, those option prices will also be evaluated in accordance with Attachment 6. The Government may determine that an offer is unacceptable if option prices are significantly unbalanced. Evaluation of options does not obligate the Government to exercise any option.
(c) Notice of Award A written notice of award or acceptance of an offer furnished to the successful Offeror within the time specified for acceptance shall result in a binding contract without further action by either party.
In conjunction with award of the IDIQ contracts, the Government may award Task Order No.
0001 in accordance with this solicitation and Attachment 6.
