About this file

This is a Sources Sought synopsis issued by the Bureau of Reclamation to conduct market research for the procurement of a Distributed Acoustic Sensing (DAS) Interrogator Unit. The government is seeking to determine if responsible sources exist and whether the effort can be competitive or designated as a total Small Business Set-Aside under NAICS Code 541715 (Research and Development in Physical, Engineering, and Life Sciences) with a size standard of 1000 employees. The government is particularly interested in responses from small businesses, including 8(a), Service-Disabled Veteran-Owned, HUBzone, and Women-Owned concerns.

The requirement includes acquisition of a DAS Interrogator Unit (4U, 19-inch rack-mountable, Class 1M laser product) with extended warranty, annual firmware upgrades, and annual support packages for deployment at various Reclamation facilities. The unit must support sensing fiber lengths of 30km or more with native velocity measurements (not strain-rate), HDF5 raw data output format, channel spacing of 1m or less, configurable gauge length options (1m to 100m minimum), sampling resolution of 0.8m or less, and sampling rates of 200,000 samples-per-second/100kHz or greater. The unit requires AC power (100-240VAC, 40-60Hz), typical operation at 150W, and SC/APC fiber connections compatible with single-mode, enhanced backscatter, and multi-mode fiber types. Interested parties must submit responses to Aubrie Watson, Contract Specialist, at aubrielle_watson@ios.doi.gov by 4:00 PM MDT on July 8, 2026, including company information, relevant experience, manufacturing capabilities, teaming arrangements, and any anticipated challenges. This posting does not guarantee future awards and is purely voluntary with no government financial responsibility for response costs.

Distributed Acoustic Sensing Interrogator Unit

Type: Sources Sought

1. Notice

This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only.

1.1 The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 541715, Research and Development in the Physical, Engineering, and Life Sciences, which has a corresponding Size standard of 1000 employees. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements and delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners.

2. Description

The Bureau of Reclamation has a requirement to procure a Distributed Acoustic Sensing (DAS) Interrogator Unit (IU) in support of an ongoing and future project work, including additional DAS data collection using fiber optic cable already installed at Granby Dike No. 3.

This project will include the acquisition of the aforementioned IU hardware, along with an extended warranty, extended annual firmware upgrade package and extended annual support package with after sales support and software maintenance. The IU is intended to be deployed in various configurations at a variety of Reclamation facilities for providing state-of-the art sensing and infrastructure monitoring data collection in direct support of Reclamation’s Mission and to help ensure public safety. Some use applications for the IU will include active and passive engineering seismic imaging and monitoring surveys, earthquake seismology analysis, structural health monitoring of earthen embankments and linear structures (e.g., siphons, pipelines, and canals), and pipeline leak detection and localization.
