About this file
This is a pre-solicitation synopsis for the Bureau of Reclamation's Technical Service Center announcing a requirement for 1,000 surface-mounted strain gages. The strain gages will support time-sensitive laboratory testing for the USACE Garrison Dam Concrete Mix Design Program, where they will be applied to concrete cylinders, concrete beams, and other test specimens. Each specimen requires between 2 and 6 strain gages depending on size and testing requirements, and the gages must be compatible with data acquisition systems for strain data collection. The requirement emphasizes the critical importance of reliability, material quality, and accuracy, as test specimens are destroyed during testing and cannot be replaced, and a substantial on-hand supply is necessary to prevent costly project delays.
The procurement is being conducted as a 100% small business set-aside under Federal Acquisition Regulations Part 12 (Commercial Items) and Part 13 (Simplified Acquisition Procedures). The formal solicitation number 140R4026Q0031 was anticipated for release on February 27th, with all documentation accessible through the System for Award Management (SAM) website at www.sam.gov. The applicable NAICS code is 334513 with a small business size standard of no more than 750 employees, and the PSC code is 6635. Potential offerors must maintain active registration in the SAM database to be considered for award. The contract specialist for inquiries is Brittney Murphy at bmurphy@usbr.gov. The procurement will utilize a brand name or equal competitive solicitation format.

BACKGROUND & SPECIFICATION OVERVIEW:
Reclamation requires 1000 surface mounted strain gages for immediate use for the testing of many concrete cylinders, concrete beams, and other laboratory test specimens for a time sensitive laboratory testing in support of the USACE Garrison Dam Concrete Mix Design Program. Concrete cylinders and beams are cast in the lab, and each test specimen will require between 2 and 6 strain gages depending on the specimen size and the test to be conducted. The gages must be able to be applied to concrete and rock and attached to a data acquisition system for collection and evaluation of strain data. The strain gages must be consistent in configuration, quality, and accuracy, and must be compatible with laboratory equipment (see specifications) requiring little to no modification. Each specimen is destroyed during testing and cannot be replaced. Therefore, the reliability, materials quality, and accuracy of the strain gage is extremely important. As the project progresses, a substantial on-hand supply of surface mounted strain gages is required to avoid costly and impactful project schedule delays.
NAICS & SIZE STANDARD:
The North American Industry Classification System (NAICS) code for this project is 334513. Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables, with a small business size standard of no more than 750 Employees. The product service (PSC) code is 6635.
SYSTEM FOR AWARD MANAGEMENT:
The System for Award Management (SAM) is an implemented Federal Government owned-and-operated FREE web site that consolidates the capabilities in Central Contractor Registration (CCR)/Federal Register (FedReg), Online Representations and Certifications Application (ORCA), and Excluded Parties List System (EPLS). Potential offerors must be successfully registered and maintain an active registration in the SAM database, found at https://www.sam.gov/SAM/, in order to be considered for a Government contract award.
